MONITORING AND EVALUATION MANAGER Needed at the Regional Fund for Health Promotion

A MONITORING AND EVALUATION MANAGER (RSE)
a) Responsibilities
Placed under the supervision of the Head of Universal Health Coverage Section, the RSE is responsible for:
o Monitoring the operations of enrolling beneficiaries of the various UHC care baskets;




o Monitor all activities related to CSU interventions;
o Monitor marketing, distribution and sales activities of health vouchers;
o Prepare technical activity sheets;  
o Participate in supervision and data quality control; Participate in data review and validation meetings; Evaluate the implementation of CSU activities; 
o Maintain quarterly, half-yearly and annual reports on the implementation of CSU interventions;
  Receive and archive monthly monitoring and evaluation data collection sheets;
o Receive and archive electronic validation files; 
o Maintain the CSU indicator monitoring and evaluation database;
o Administer the DHIS2 platform for data collection and analysis at the FRPS level (Creation of organizational units, assignment of user accounts, Edition of invoices, etc.);
o Support FOSA, District/VM Managers in the proper use of the various data reporting platforms (DHIS2 Portal, Open Imis) 
o Carry out monitoring and evaluation of activities through digital platforms 
(DHIS2 Portal, Open Imis invoicing software); 
o Train stakeholders in the monitoring and evaluation system 
  Design and validate monitoring and evaluation tools (collection sheet, questionnaire, etc.);
o Periodically analyze indicators;
o Carry out any other tasks assigned by the hierarchy.
b) Required Profile
         Be of Cameroonian nationality;
     Bac+4 minimum in one of the fields of Statistics, Economics, Management Sciences, Project Management, or Information and Communication Technology •
         Have at least five (5) years of experience in a similar position

         Knowledge of monitoring and evaluation systems and approaches •
 Skills in data analysis and evaluation (quantitative and qualitative)
     Coordination and supervision skills and ability to work effectively with a range of stakeholders;




     Ability to write clear and reasoned evaluation and project reports; Proficiency in MS Office suite and proficiency in software [monitoring and evaluation applications (CS Pro, SPSS, DHIS2, KOBO Collect, open Imis, etc.);
    0 Written and oral communication skills in French or English;
0 Ability to work and produce results under pressure; Sense of confidentiality; Be proactive.
c) Location: Douala
