The REGIONAL FUND FOR THE PROMOTION OF COASTAL HEALTH (FRPSL) is recruiting a Monitoring and Evaluation Specialist (M/F)
OBJECTIVE
Under the supervision of the Project Manager, the Monitoring / Evaluation Specialist:
Will be the main contact person for all activities related to the monitoring and evaluation of the ISAHC project. The Monitoring and Evaluation Officer will coordinate the monitoring of programme indicators, measure performance against key performance indicators and monitor project performance trends. He/she will support the development and implementation of electronic data management systems to monitor supply chain and logistics indicators.
The Monitoring and Evaluation Specialist will work closely with internal and external stakeholders and will coordinate and support all arrangements for data collection and reporting on project progress, in accordance with the project results framework.
Specifically, under the supervision and guidance of the Project Manager, the Monitoring and Evaluation Specialist will perform the following duties and responsibilities
- Maintain the project performance management plan
- Collaborate with the Health Districts and the DRSPL, for the follow-up of the submission of reports of Health Facilities in Dhis and in any other tool validated by MINSANTE
- Collaborate with stakeholders including PEPFAR clinical partners to track site order submission on time and take necessary actions in case of constraints in collaboration with the Project Manager. Provide the necessary data for order validation meetings in collaboration with the regional GAS OP
- Collaborate with central level to update quantification assumptions and national guidelines and ensure effective dissemination in the Region in collaboration with the HIV RTG and the OP GAS.
- Make available to the Regional Task Force the hypotheses and data necessary for the validation of orders
- Calculate all planned indicators for the project and track the level of performance achievement
- Ensure the preparation of the progress report of the Monitoring and Evaluation
- Collaborate with the project manager for the production of a newsletter on logistics management in the Region
- Accompany the Region in the production of articles/abstracts on the results of the project Serve as a point of contact for the implementation of e-LMIS
- Ensure the planning of supportive supervision visits to health facilities and coordinate the review and maintenance of supervision tools
- Ensure regular feedback to FOSA through a tool designed for this purpose Update and digitize the existing RDQA tool to host it on the web.
- Organize a joint meeting to update the existing AQRD tool and standard operating procedures and select institutions to be supervised.
- Coordinate quarterly joint data quality assessments (CADRs) between ISAHC and the PEPFAR clinical program.
- Develop and deploy a data quality performance scorecard.
- Prepare a dashboard for monitoring inventory management indicators and disseminate this dashboard to different stakeholders.
- Maintain appropriate technology to improve supply chain processes and functions in the Littoral Region,
- Strengthen the use of data collection tools and standard operating procedures for case management (CM).
- Promoting data-driven decision-making
- Engage project participants and key stakeholders in the Feedback Response Mechanism (RMRF)
- Conduct a baseline evaluation, a mid-term evaluation and a final evaluation to measure the achievements of the project.
- Develop and deploy a guide to protecting and backing up data.
- Conduct a capacity assessment, develop a capacity framework and training program for MEAL staff.
- Establish and institutionalize quality assurance (QA) and quality improvement (QA) systems.
- Develop and monitor the environmental mitigation and monitoring plan
- (EMMP).
- Supervise the M&E assistant.

PROFILE
- Hold a Master’s degree in Science, Statistics or a related field
- Professional experience of at least 3 years in monitoring and evaluation system design, performance measurement, indicator selection, data management and/or data analysis in the public health sector Mastery of database software packages and specific experience in the field of public health
- Be able to communicate effectively in French and English.
- Possess interpersonal skills
- Experience in conducting training and facilitating M+E activities.
- Excellent data analysis and interpretation skills. He/she must be able to write clearly and concisely, and have strong quantitative skills (data management, analysis and interpretation).
- Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
- Able to respond quickly to requests for information
- He/she must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment, as well as the ability to work with minimal supervision.
- Perfect command of the following software applications: Word, Excel and Power Point, Dhis, IMAT
- Being able to work under pressure
- Proven experience in the fight against HIV/AIDS.
