About the role
We are looking for a Monitoring, Evaluation and Learning Officer (MEL Officer) to help us strengthen and deliver programme monitoring, evaluation, learning and reporting. You will work with the MEL team and contribute to developing and incorporating effective monitoring, evaluation, learning and reporting into the design of Sightsavers’ programmes.
The MEL Officer will provide technical support to regional Country Office teams throughout the programme life cycle and will work collaboratively to strengthen data management, improve the quality and timeliness of reporting, and increase the utilisation of monitoring data in decision making.
Key duties will include:
- Assist with development of project proposals and contribute towards project design working closely with technical advisors and regional Country Office teams to develop Monitoring, Evaluation and Learning (MEL) plans.
- Support setting up of new projects on Sightsavers’ systems (Programme Portal, Start-up and Inception kick off meetings).
- Proactively contribute to the development and strengthening of programme monitoring practice by assisting in writing guidance, creating tools and delivering workshops.
- Collaborate with internal stakeholders and country teams to ensure appropriate monitoring tools and systems are in place prior to project implementation and provide technical support to country teams on their monitoring practice over the project lifecycle.
- Undertake routine monitoring of projects analysing performance data, assist with analysis of qualitative and quantitative data as required, writing reports and providing recommendations.
- Triangulate project data with project reports from Country Offices, quality standards assessments and monitoring trip reports to identify gaps and actions for improvement.
- Support the collection, analysis, consolidation and dissemination of indicator baseline & endline data.
- Participate in internal quality standards assessments for Country Office project cycle management practice and support the completion of the action plans resulting from the assessment.
Skills and Experience
As the successful candidate you will possess working experience, or a degree/qualification, in a relevant field, e.g. international development, public health, social sciences. You will also have a background in project management and/or monitoring, evaluation, and learning, experience / understanding of monitoring frameworks, and have strong English and French communication skills.

Essential
- Understanding of the complexities of working in multiple countries, with diverse cultures.
- Commitment to Sightsavers’ values, working with marginalised groups, and inclusive development.
- Highly numerate and confident when working with quantitative data.
- Experience of analysing data and interpreting it for different audiences.
- Sound knowledge of Microsoft Office products, particularly Excel.
- Understanding of the international development/not-for-profit sector and programme management challenges in a development context.
- Strong presentation, negotiation and influencing skills.
- Excellent communication skills in English and French.
- Excellent report writing skills.
- Available to travel up to 12 weeks a year both locally and overseas; dependent on travel restrictions.
Desirable
- Experience of collecting and analysing qualitative data.
- Experience of developing Theories of Change.
- Experience using statistical packages, NVivo or Power BI.
- Familiarity with producing infographics to present information.
- Experience of working in disability inclusive programmes.
- Experience of using online or mobile survey and data collection tools.
- Good technical skills in design and implementation of monitoring frameworks, log frame development, and monitoring tools.
- Experience of working within a geographically disbursed team.
