POSITION SUMMARY The Monitoring, Evaluation and Learning Officer position will be based in Maroua,Far North Region, and is under the supervision of theMonitoring, Evaluation and Learning Manager (MEL Manager).• He/she will provide technical support and assistance toPARCCameroun’s monitoring and evaluation, research, learning, and communications activities, including the development and dissemination ofcapacity building tools, documents, and materials.
• He/she will support the design and implementation of a monitoring andevaluation system, including data collection, analysis and reporting onkey output, outcome and impact indicators for the project, and will workclosely with the technical team to ensure compatibility andcoordination with the existing monitoring and evaluation framework, and consistency withnational and donor requirements.• He/she will support data analysis, production of deliverables and
mechanisms for using data to promote
evidence-based programming, as well as timely feedback
against objectives or the identification and resolution of gaps.
• He/she will provide advice on appropriate information systems for
quality assurance, as well as documentation and reporting on
best practices.
DUTIES AND RESPONSIBILITIES
The responsibilities of the MEL Officer are to:
• Support efforts to improve the implementation of program initiatives through its monitoring, evaluation and learning function; • Support the MEL Manager in managing the program’s MEL system; • Support the MEL Manager in data collection and reporting functions ; • Assist grantees in effectively collecting and reporting project data; • Prepare, collate and implement monitoring and evaluation measures to highlight project impact and pillars of success; • Proactively identify project strengths and thematic areas for evaluation and analysis of project effectiveness, and establish indicators to ensure the achievement of the three program objectives; • Certify the quality and accuracy of data collected; • Produce quality reports on all activities in accordance with our procedures;
• Contribute to capacity building of project implementing partner organizations; • Perform other tasks as required. KNOWLEDGE, SKILLS AND CAPACITIES, EXPERTISE AND COMPLEXITY The MEL Officer will: • Provide support to monitoring, evaluation and learning activities for PARC-Cameroon. • Support the development and implementation of a monitoring and evaluation system to collect, interpret and aggregate data that demonstrate program impact, accountability and progress. • Work with the MEL Manager to improve the coherence, quality and practicality of M&E strategies; • Promote the dissemination and use of lessons learned within the project, the Cameroonian government and other development partners; • Strengthen the capacities of PARC-Cameroon staff and beneficiaries on M&E components and develop tools and materials to improve
PARC-Cameroon grantees’ ability to accurately monitor and report
on program activities;
• Work with the Communication Specialist to develop
communication materials to document and share project results and
lessons learned;
• Support the design and implementation of evaluations, surveys,
project implementation research, and other research as
needed;
• Support high-quality quantitative and qualitative methods and
participatory methodologies to monitor program quality in terms
of performance and outcomes; and
• Perform other duties as needed.
MINIMUM REQUIREMENTS STANDARDS
This position has some minimum requirements necessary to achieve the
objectives. So, the candidate will have to justify the elements below:
• Hold a Master’s degree in Project Management, Economics, Sociology,
Statistics or in a relevant field with a solid foundation in
quantitative and qualitative research methods;
• Have at least five (5) years or more of experience in managing and/or
effectively implementing research, monitoring, evaluation and/or
learning activities in development activities
,
particularly in the areas of democracy, governance, peacebuilding
, social science research and/or other
relevant sectors;
• It is desirable that the candidate has also worked for USAID projects
or other donor programs and will be familiar with
USAID’s approach to MEL and CLA;
• Have experience in quantitative research design,
methods, analysis and application of insights to improve performance
;
• Experience in developing monitoring and evaluation plans;
• Demonstrated experience and skills in M&E, complemented by collaboration
with different types of partners;
• Proficiency in data management and analysis software, such as MS Excel, MS
Power BI, Tableau, SPSS, Stata, etc.;
• Perfect mastery of tool design through KoBoCollect data collection software
and development of XLS form on Excel;
• Must have in-depth knowledge of collaboration,of learning
and adapting concepts for
civil society strengthening projects;
• Must have exceptional report writing
, communication and presentation skills, strong teamwork skills, and
effective cross-cultural interpersonal skills; and
• Fluency in English and French.
