Action Against Hunger is an international, apolitical, non-
denominational and non-profit Non-Governmental Organization (NGO). For our operations in Cameroon, we are looking for:
ONE (01) MULTISECTORAL PROGRAM MANAGER – RESILAC PROJECT PHASE 2

Supervised by: Deputy Field Coordinator Maroua
Location : Maroua
Gross salary for the category: According to the current salary scale of Action Against Hunger
Place of residence: The employee will have Maroua as their place of residence
Purpose of the position: The Multisectoral Program Manager is in charge of implementing and managing
the activities assigned to ACF in components 1, 2 and 3 of the RESILAC 2 project, which are:
1. Strengthen access to basic services, livelihoods and
social inclusion opportunities to ensure social cohesion and natural resource management (NRM) around Lake
Chad
2. Improve the capacities of authorities, community organizations and
civil society organizations at local, regional and national levels to ensure social cohesion and
natural resource management (NRM) around Lake Chad.
3. Promote economic recovery and cross-border trade for
displaced, returnee, refugee populations and vulnerable host communities through access to employment for men




and women and to diversified agro-sylvo-pastoral and fisheries production systems adapted
to climate change.

Degree / Level of education:
– BAC +5 in one of the following fields or equivalent related to project management:
– Agronomy or agroeconomics or rural development (Master, engineering degree).
– Clinical psychology
– Health (Physician, Master Public Health, Nutrition) with humanitarian professional experience in
the management of health / nutrition programs
Required skills:
Knowledge:
– Project cycle;
– Project management and budget monitoring skills;
– Strong organizational and planning skills;
– Advanced knowledge in some of the following areas:
– Agronomy (agriculture/livestock),




– Rural economy (analysis and strengthening of value chains, structuring of
producer groups);
– Local economic recovery (AGR, AVEC, Warrantage, etc.);
– Local governance, territorial development, natural resource management;
– Practices in transcultural psychology;
Public health and specifically in primary health care,
Management of childhood pathologies (including malnutrition),
– Capacity building of local authorities and/or decentralized state structures;
– Experience in the themes of promoting gender equality
– Mastery of French (intermediate level of English would be an asset)
– Knowledge of local languages ​​is an asset

– Knowledge of the intervention area, local agricultural practices, the local economy and the
community dynamics specific to it
– Mastery of the Microsoft Office Pack (Word, Excel and Powerpoint as a priority)

Main tasks:
Mission 1: coordinates the implementation and management of project activities in line with the
SAME, SMSP, Health Nutrition sectoral policies of ACF and with the orientations of the RESILAC2 project.
– Coordinate and manage the planning, implementation and monitoring of project activities;
– Ensure the smooth running, quality, monitoring, updating of the activity schedule,
budget and purchasing plan within the allotted time,
– Ensure the consistency of the implementation of activities in accordance with the logical framework of the project




;
– Coordinate and participate in preliminary studies and diagnostics as well as their popularization;
– Participate in the identification of intervention municipalities and villages and in the joint targeting of
project beneficiaries;
– Evaluate and make proposals for reorientation if necessary of project activities based on the
results of the activities, studies carried out in the area, changes in the context and interventions
other humanitarian actors;
– Participate in defining the intervention methodology in collaboration with the
Consortium Coordinator and in coordination with the RP assistants of the components as well as the entire
consortium team;
– Ensure the harmonization of intervention approaches with the NGOs members of the consortium and
the project partners;
– Ensure and develop collaboration and partnerships with the authorities, local partners and with
other ACF programs, technical components of the RESILAC project and other partners;
– Coordinate the implementation of activities conducted by ACF with those conducted by CARE and CDD,
members of the consortium for synergy in the implementation for the benefit of
beneficiary communities;
– Contribute to the piloting of technical studies, to the Implementation of the Monitoring & Evaluation,




Accountability and Learning plan of the project in agreement with the Monitoring Evaluation Accountability and Learning Manager
(SERA) of the consortium;
– Contribute to capitalizing on the program’s good practices, experiences, evaluations and the
production of capitalization documents jointly with the teams of the countries covered by the
RESILAC consortium.

– Ensure that cross-cutting aspects (gender, Communication/advocacy,
cross-cutting protection, etc.) are taken into account in the project;
– Identify technical constraints related to the implementation of the project.
Mission 2: Team management
– Actively participate in the recruitment of the Resilac project implementation team (
SAME deputy RP, SMSP, Health Nutrition, supervisors, TICOM engineer, social workers.);
– Coordinate the assessment of capacity building needs and coordinate
initial and ongoing training for ACF teams;
– Coordinate the evaluation of team performance as well as leave planning;
– Provide coaching, training, supervision and coordination with the consortium and staff
linked to other components in order to assert their complementarity;
– Manage the team for this component (induction, setting objectives, evaluation) and ensure compliance with




ACF rules by his team;
– Support the development of the Individual Action Plan (PAI), monitor and evaluate the performance of his
team;
Mission 3: Monitoring of programs and reporting
– Regularly coordinate the administrative, budgetary and logistical monitoring of the project;
– Write and/or supervise the writing of weekly SITREPs and monthly APRs; quality and deadline
– Coordinate surveys and evaluations in collaboration with SERA;
– Participate in the drafting of reports for donors (interim and annual reports)

– Actively contribute to the development of project proposals;
– Participate in the development of the sectoral strategy and intervention strategies in the area/country;
Mission 4: Representation of programs
– Participate in sectoral coordination meetings (GTSA, CWG, nutrition cluster, protection, etc.);
– Regularly ensure the completion of sectoral coordination matrices (5W, 3W Matrix)
– Actively participate in the organization and conduct of donor, partner and
regional coordination visits to the project and implement all agreed recommendations from
these visits in the area;
– Participate with the National Coordinator, the Field Coordinator and other Project Managers
in the analysis of the evolution of the context of the intervention areas;
– Update stakeholder mapping, “stakeholder mapping” including development initiatives
in the Far North;
– Participate in the active search for partnerships with ministries (agriculture/Health), NGOs and
other stakeholders working in the areas of intervention of the RESILAC2 project
– Participate in consortium meetings and inter-component meetings
– Participate in technical meetings between consortium managers and/or other
ACF sectors




Mission 5: Context analysis
– Ensure regular monitoring of the main markets and an analysis of the impact on the program in
collaboration with the SERA manager;
– Contribute to the regular updating of security and contextual information in the area;
– Propose advocacy elements, innovations and relevant research initiatives;
– Participate in the establishment and operationalization of the project’s SERA system;
– Ensure that recommendations from evaluations and studies are taken into account, as well as the
technical advice and guidance of RDDs and technical referents in the areas of Health,
Nutrition and SMPS at Action Against Hunger headquarters;
– Promote learning, lessons learned, capitalization of acquired knowledge and participate in

improving the quality of project implementation in general;
– Ensure the confidentiality of data, property of the project beneficiaries and ACF;
SPECIFICATIONS
This job profile may be subject to permanent changes as activities evolve. These
changes will be defined and discussed between the employee and Action Against Hunger.
