NATIONAL SECURITY RISK MANAGEMENT ADVISOR – BAMENDA – GIZ CAMEROUN
DESCRIPTION OF THE OFFER
CALL FOR INTERNAL ET EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) PROJECT SECURITY RISK MANAGEMENT ADVISOR FOR THE PROJECT PROMOTING TRANSFORMATIVE GENDER APPROACHES TO STRENGTHEN THE RESILIENCE OF CAMEROONIAN CIVIL SOCIETY WITH PARTICULAR ATTENTION TO THE SOUTH-WEST/NORTH-WEST REGIONS OF CAMEROON OF DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/SoCiG) GmbH BASED IN BAMENDA).
General context
To strengthen the social and economic participation of women, the objective of the Project (SoCiG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of population of Cameroon, particularly in the North-West and South-West regions. “.
The project intervention areas are the Far North, North, Adamaoua, East and Center, Littoral, North West and South West regions. The project is deployed based on an approach to achieve four (04) Outputs:
- Output 1: The individual and organizational capacities of Cameroonian civil society organized and committed to gender equality have been strengthened with a view to greater participation in political dialogue.
- Output 2: The formats supported by civil society actors to modify gender roles, resolve conflicts or promote social cohesion in the North-West and South-West have been strengthened.
- Output 3: The resilience of the population of conflict-affected communities in the North West and South West has improved thanks to the involvement of civil society committed to gender equality.
- Output 4: The contribution of civil society actors to the holistic care of survivors of gender-based violence in the North-West and South-West has increased.
To this end, the Civil Society Gender Project (GIZ/SoCiG) is launching a call for applications for the recruitment of a (01) Project Security Risk Management Advisor for Outputs 2 to 4 in the North-West and South-West regions based in Bamenda with regular trips to the South-West.
- Core Tasks and Main activities
The post-holder is responsible for the following activities:
- Monitoring, analysing and dissemination of security information
- Risk analysis and assessment, with focusing on safety risks in the field.
- Monitoring the implementation of minimum security standards
- Monitoring of focal points and relations with security partners
- Provide advice, support, guidance and professional expertise on security matters to GIZ staff
- Monitoring of road missions in sensitive areas
- Carrying out safety briefings
- Training support and monthly reporting.
Reporting to the GIZ Cameroon International Security Risk Management Advisor, the Project Security Risk Management Advisor will:
- Participate in the development/optimization of the GIZ security concept in the North-West and South-West regions, in the planning and systematic steering of risk management activities;
- Support the introduction of minimum security standards;
- Contribute to monitoring, analysis and reporting of information that affects or may affect GIZ operations;
- Dissemination of security information;
- Support the documentation and administration of the GIZ Security Risk Management System processes and guidelines in both regions;
- Update relevant procedures and GIS graphics/information in close cooperation with GIZ program/project offices and as requested;
- Design and create the necessary data files, relevant databases and maps (security-related data and records) under the supervision of the International Security Risk Management Advisor;
- Carry out security briefings for staff arriving in one of the two regions;
- Liaise with field safety focal points on a regular basis, gathering information and maintaining good contacts;
- Participate in project/partner meetings to understand the progress of the project and respond to the challenges encountered by colleagues in the field;
- Analyse and formulate relevant recommendations for assignment requests and projects;
- Develop and maintain the GIZ access strategy for operations in the North West and South West. Direct the obtaining and maintaining of GIZ access for operations
- Support the International Security Risk Management Advisor in carrying out security audits, assessments and other relevant tasks as requested;
- Assist the International Security Risk Management Advisor in preparing reports for the management team and head office on security developments and risk management measures;
- Assist the International Security Risk Management Advisor in providing strategic advice to the country’s projects/programs and the managing exchanges between the projects/programs and the Office;
- Participate in coordinating cooperation with security actors in both regions (e.g. the UN, iNGOs, etc.);
- Assist the International Security Risk Management Advisor in managing security crises and emergencies;
- Production of EMNS messages followed by resultgraphs
- Update the IDA page of RMO in connection with the SRMA;
- Ensure the logistical preparation of missions, training courses and, where necessary, monitoring the implementation of security activities (e.g. budgeting, organization).
- Implementation of the relocation plan in the event of an emergency.
- Carry out building assessments with company security compliance.

- Required qualifications:
Qualification
Master degree in Security Management, Crisis disaster and risk management, Political sciences peance and conflicts resolutions and ;
Competences
- Very good working knowledge of the use of information and communication technologies (related software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office). Knowledge of cartographic applications (e.g. ArcGIS) is highly desirable;
- Ability to work strategically, independently, meticulously and reliably, even under pressure;
- Very good written and oral expression skills; excellent writing and translation skills (French-English);
- Ability to analyse the political and socio-economic situation;
- Be discreet
Professional experience
- At least 5 years of professional experience in the field of coordination and administration in international organizations, NGOs, and others;
- Deep knowledge on socio-political and economics analysis
- A previous experience in conflict and crisis management
Contract start date: 01.05.2024
Contract period: Until: 2 years renewable
Place of assignment: Bamenda
Deadline for admissibility of application files: 28.03.2024
Internal classification of the position: Band 4T under the hierarchical supervision of the International Risk Manager.
