For more than twenty-five years, ACMS has been providing the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention, among others.

The Cameroon Association for Social Marketing (ACMS) is seeking candidates (M/F) for the purposes of its services to fill the positions of Health District Strengthening Specialists based respectively in Ngaoundéré and Garoua.
Who are we recruiting?
The Health District Strengthening Specialists will have the overall responsibility of leading HSS activities focused on capacity building of local governmental and non-governmental actors in order to consolidate the planning, coordination and implementation of HIV-related activities at the project target districts and community levels. He/she will provide support to the viability of health districts.
Essential functions:
Strengthen the capacity of human resources in the field of health
 Conduct an assessment of human resources in health at the district level, • Institutionalize a continuous inventory of health personnel needs at the district level; • Advocate for adequate distribution of available staff and assignment of new staff in accordance with standards (quality and quantity); • Institutionalize online continuing education (e-learning) adapted to the context and mixed,which enables health workers and non-formal care providers to attend courses on different health topics at their convenience and obtain a certificate of completion; • Institutionalize the auditory learning style for health personnel through logical development of audio lessons on health topics and disseminate them on flashcards and social media platforms for workers to attend at their convenience;
 Adapt and implement a self-assessment and accountability tool (scorecards) that allows health personnel, at the service delivery level, to visualize their performance and weaknesses;
• Support the functionality of the Human Resources Information System (HRIS);
Improve the ownership of community health by the Decentralized Territorial Collectivities (CTD)
• Strengthen the capacity of decentralized local authorities to understand their role in the health decentralization program; • Establish Health Management Committees (HMCs) within the councils; Strengthen the capacity of the HMC in the management of basic health facilities and community health; • Advocate for the creation of a “Council Health Fund” in each council; • Identify and develop innovative mechanisms to mobilize local resources to strengthen community health; • Collaborate with CLM actors and other stakeholders to ensure continued advocacy for the elimination of all user fees; Strengthen district capacities for the implementation of health interventions  Assess the functionality of health districts; • Support the development of district development plans based on the assessment results; • Institutionalize self-assessment in districts;          Strengthen the organization of integrated coordination meetings; • Strengthen integrated district supervision, data quality assessment and follow-up of recommendations; • Strengthen data demand and use of information by the district team; • Implementation of the District Technical Assistance model and the health decentralization process; • Implement the district approach for PMTCT, • Collaborate with the regional public health delegation, communes and district health services to establish a map of all community health workers;   Strengthen the capacity of CHWs in disease surveillance, detection, response, data collection, monitoring of public health emergencies and global health threats within the community, including HIV/AIDS; • Assess the capacity of local partner organizations to identify and address gaps (gaps in health care, project management and grants),• Support the development and implementation of capacity improvement plans for local organizations;
• Contribute to the development of training modules for capacity building of local organizations in areas related to grant management, compliance, fraud, harassment and the fight against HIV/AIDS,
• Support the analysis and integration of community HIV indicators into DHIS2.
Qualifications and professional experience required
• Hold at least a Master’s degree in public health, project management, international public policy, health economics or a related field,
 Have at least five (05) years of experience in developing and promoting collaboration with national authorities, and in providing technical and operational support on health systems issues;
• Proven experience in implementing health systems strengthening activities focused on developing the capacity of local actors and technical assistance initiatives aimed at strengthening the planning, coordination and implementation of HIV activities • Strong management and problem-solving skills; Proficiency in the use of standard Microsoft Office software, with particular experience in the use of Word, Excel, PowerPoint and Internet
