NOTICE OF CALL FOR EXPRESSION OF INTEREST N°002/07/2024 TO COMPLETE ITS DATABASE OF THE LIST OF SUPPLIERS WITHIN THE FRAMEWORK OF THE PROJECT TO SUPPORT THE DEVELOPMENT OF THE MBAM AND DJEREM NATIONAL PARK (PAANMD)
- Background
Wildlife Conservation Society (WCS) is a Non-Governmental Organization (NGO) and non-profit organization under American law, based in the Bronx, New York in the United States of America, working in the field of nature conservation with field programs in several African countries including Cameroon.
WCS has been operating in Cameroon since 1989 and as part of supporting its Program in Cameroon, WCS wishes to update its database of suppliers for the PAAPNMD.
- Purpose of the Contract
This call for expressions of interest concerns the provision of the following services and goods:
Ø Lot-1: Supply of construction equipment and materials & construction services;
Ø Lot-2: Plumbing, electricity and air conditioning service;
Ø Lot-3: Electrical equipment and hardware (socket, bulb, extension cord, electric wire, air conditioning unit filters, various air conditioning items, locks, bolts, knobs, etc.)
Ø Lot-4: Plumbing equipment and hardware (sleeves, nipples, elbows, T, galvanized, PVC, PE, etc.)
Ø Lot-5: Office supplies (files, duplicating paper, pens, A3 notepads; pencil, flip chart, folders, markers, envelopes, correction ink, etc.)
Ø Lot-6: Office furniture (chairs, tables, cabinets, shelves)
Ø Lot-7: Computer equipment: printer, cartridges, mouse, laptop, flash disk;
Ø Lot-8: Sale and installation of solar panels
Ø Lot-9: Car and motorcycle rental service for use in urban and rural areas
Ø Lot-10: Printing service on paper, tarpaulin, pins, T-shirts etc. including design
Ø Lot-11: Printing services for documents, flyers, brochures, news letters, invitation cards. Including printer rental for example.
Ø Lot-12: Food products (sugar, milk, rice, salt, onions, oil, coffee, tea, salted fish)
Ø Lot-13: Cleaning products (disinfectants, insecticides, dish soap, hand sanitizer, bleach, paper towel, laundry soap, etc.)
Ø Lot-14: Spare parts for vehicles mainly TOYOTA
Ø Lot-15: Motorcycle spare parts mainly YAMAHA
Ø Lot-16: Various materials (pots, thermoses, torches, raincoats, boots, bed sheets, towels, etc.)
Ø Lot-17: Communication equipment and services (satellite telephone, radio communication, telephony, etc.)
Ø Lot-18: Security equipment service (surveillance camera, locking of access doors and opening by badge, code or fingerprints, alarms, etc.)
Ø Lot-19: Fire-fighting equipment services (extinguishers, smoke detectors, etc.)
Ø Lot-20: Sea and air freight services
Ø Lot-21: Ticketing services for air transport – domestic flights, by train (travel agency), car and motorcycle rental
Ø Lot-22: Accommodation services (hotels, guest houses for medium and/or long stays, etc.).
Ø Lot-23: Guarding Services
Ø Lot-24: Catering services and rental of meeting/conference rooms
Ø Lot-25: Inputs, seeds, equipment, materials and agricultural services
Ø Lot-26: Provision of services for various works (Maintenance of roads; boundaries and tracks; Trackers; Porters; Paddlers; etc.)
Ø Lot-27: Development of wells and human-powered water drilling.
- Procedures
This notice did not require the publication of a prior information notice and involves a competitive negotiated procedure.
This call for expressions of interest is a publication without any commitment from WCS to bidders.
- Conditions of participation.
4.1. Eligibility and selection criteria
Participation in the market is open, on equal terms, to all natural and legal persons working in the above-mentioned fields who have legal authorization to exercise the activity for which they are submitting.
Any eligible natural or legal person or group of such persons (consortium) may submit their application.
A consortium may be a permanent grouping with a legal status or an informal grouping created for the purpose of a specific call for tenders. All members of a consortium (i.e. the leader and all other partners) are jointly and severally liable to the contracting authority.
As this is a call for expressions of interest, the purpose of this notice is to generate interest among potential suppliers in a selection to participate in future calls for tender as such.
The selection criteria that will be used to establish the shortlist of suppliers who are invited to tender are as follows:
Professional capacity of the candidate which allows to ensure that the supplier:
Ø Has the experience and skills to enable him to follow up on the proposed contract and is not a service provider without real skills in the areas related to the contract.
Ø Is able to intervene on the project intervention sites if necessary
Ø The products offered comply with international standards and norms
Ø Has adequate financial resources to execute the contract
Ø Demonstrates satisfactory past performance
Ø Holds the legal documents to carry out the activity (Certificate of registration, Unique Identification Number (NIU), Certificate of Tax Compliance (ACF) ……)
Ø Comply with WCS’s general rules and conditions, namely: accept payment of a maximum percentage of 25% in advance on the total cost of the service, 25% after completion of 50% of the work, and 50% at the end of the service.
Ø Payment will be made in cash if the amount does not exceed 350,000 FCFA, otherwise payment will be made by bank transfer, MoMo or Orange Money, etc.
4.2. Constitution of submission file
4.2.1 Documents/ Information to be provided
Applications must be written in French or English and the reference currency is the Central African CFA Franc.
The following documents must be attached:
Ø Letter of submission addressed to the National Director of the WCS-Cameroon Program
Ø A copy of the DGI certificate granting the Unique Identification Number (NIU)
Ø The Tax Compliance Certificate (ACF)
Ø Copy of tax identification
Ø Copy of the National Identity Card
Ø The name of the establishment is mandatory
Ø Physical address and contact (telephone and/or email) required
NB : All these documents must be certified
4.2.2 Supplier selection criteria
The selection of suppliers will follow the established evaluation method with a view to obtaining the best quality/quantity/price/availability/delivery time ratio for the organization. The process will be conducted in a fair and transparent manner to ensure equal treatment for all bidders.
The essential criteria for the evaluation of offers will focus on three elements, namely :
ü Commercial criteria : validity of offers, country of origin of goods, submission files, etc.
ü Technical criteria : description of the goods and services provided, quality certification, technical data, etc.
ü Qualification criteria : company profile, authorization to represent manufacturers, data on the number of years on the market, data on production capacity, financial data, references, quality certification

4.3 Deadline for submission of files
The deadline for submission of offers is set for August 15, 2024 at 4:00 p.m. for physical files and 11:59 p.m. for digital files, Cameroon time.
Any expression of interest submitted after the deadline will not be considered.
4.4 Terms of sending/submitting files
Physical application files must be submitted to the PAAPNMD base camp in Mbakaou in three copies in a sealed envelope indicating as reference: AMI/WCS/Location of the service provider/24/Lot No….. Digital files can be sent in PDF format in a single block by email: wcscameroon@wcs.org by systematically copying adontsop@wcs.org ; mmbida@wcs.org ; cessaga@wcs.org and dmiantoloum@wcs.org
It should be noted that the batch numbers must be specified on the envelope of the file to be submitted.
