NOTICE OF CALL FOR EXPRESSIONS OF INTEREST NO. 002/2025 FOR THE SELECTION
OF A COMPANY SPECIALIZED IN THE DEVELOPMENT AND INTEGRATION OF IT SOLUTIONS.
Ecobank Cameroun SA is launching this call for expressions of interest for the selection of a company
specializing in the development and integration of IT solutions for the progressive automation of its
business processes.
I. ELIGIBILITY
This call for expressions of interest is addressed to any company with proven expertise in one or
more of the following areas:
II. CONTENT AND PRESENTATION OF FILES
Each candidate must submit their application file, which will include an administrative file and a
technical file. Only complete files, respecting the form and composition below, will be admissible.
Administrative File:
– A letter of request for approval;
– A photocopy of the Trade and Personal Property Credit Register (RCCM);
– A photocopy of the valid taxpayer card less than three months old; – The address and detailed map of the geographical location of the company’s head office; – A photocopy of a bank identity statement (RIB) or a bank domiciliation certificate, preferably issued by Ecobank Cameroon; – A photocopy of the valid “Civil Liability” insurance certificate; – Photocopies of distribution certificates in the event of brand representation. – The list of key managers and their contacts (telephone, fax, email) AREAS LANGUAGES ARCHITECTURE SECURITY DATABASES CI/CD ROBOTICS AND AI DETAILS Java (Spring Boot), Python (Django/Flask) optional. Containerized microservices (Docker/Kubernetes), serverless solution accepted. PCI-DSS compliance, TLS 1.3+ encryption, key management via HashiCorp Vault., Signed certificate and mutual authentication between parties, Request and response logging, XML or JSON message format via REST or SOAP, PGP encryption for request token validation, Payload encryption Exclusive use of Oracle/PostgreSQL stored procedures, without direct queries. Integration with GitLab CI/CD, mandatory code review via SonarQube. – The company’s performance: describe the company’s performance over the last 5 years;
– The intervention capacity: describe the technical and material means of intervention;
– The organization chart of the Company.
– Proof of at least three (03) verifiable references on the supply of goods and services in
banks or large companies in Cameroon; – The dated and signed CVs of the main managers. – Cost and Billing Model III. CRITERIA FOR EVALUATING THE FILES Each candidate must submit his application file which will include an administrative file and a technical file.
