Carrying opening of a

direct competition for the recruitment of two hundred and thirty (230) personnel in the bodies of Public Health officials (Biomedical Techniques, Medical and Sanitary Techniques and Sanitary Engineering), session 2023.

THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
Considering the constitution;
Having regard to Decree No. 2001/145 of July 3, 2001 on the Special Status of Civil Servants in the Public Health Corps;
VII Clécrer No. 0 94/199 of October 07, 1994 on the General Statute of the Public Service of the State, amended and supplemented by Decree If 2000/287 of October 12, 2000 • Seen Ic Decree No. 2011/408
of December 09, 2011 on the organization of the Government, amended and supplemented by Ir Decree No. 2018/190 of March 2, 2018;

 

 

Considering decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Having regard to decree 11 0 2018/191 of March 2, 2018 on the reorganization of the Government;
Having regard to decree 110 2000/696/PM of September 13, 2000 establishing the General Rules for Administrative Competitions,
Having regard to order no. administrative competitions and recruitments in the Civil Service of the State;
Vil l)nyrêré dil December 21, 2022 specifying the practical procedures for implementing

the costs of administrative competitions,
ORDERS:
Article 1 st. a) This Order opens a direct competition for the recruitment of two hundred and thirty (230) personnel in the corps of Public Health officials,

b) Said competition will take place on November 04 and 05, 2023 at the unique center of Yaoundé.
Article 2.-

CONDITIONS TO BE FULFILLED TO APPLY.

1. General conditions:
Cameroonians who fulfill the following conditions may apply:
 a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be seventeen (17) years old at least and twenty-nine (29) years old at most on January 1, 2023 (be born between 01/01/1994 and 01/01/2006) for candidates for the direct competition to recruit him in category “C”;
c) be seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2023 (be born between 01/01/1989 and 01/01/2006) for Candidates for direct competitions for categories “A” and “B”

 d) however, disabled persons holding a National Disability Card issued by the competent authorities, benefit from an age exemption for a maximum of five (05) years, above the age limit in accordance with decree n0040 / PM of May 19, 2022 s 2. Specific conditions:
l- BODY OF BIOMEDICAL TECHNIQUES
  Biomedical engineer, hold both a general baccalaureate or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, apart from the subject “religious knowledge” and the Biomedical Engineering diploma issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by decree of the Prime Minister.
  Biomedical Works Engineer, hold both a Baccalaureate in General Education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religious knowledge” and a diploma in Biomedical Works Engineer issued by a national public training establishment, or a recognized equivalent diploma

issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
 Senior Biomedical Technician, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religious knowledge” and the Technician diploma Biomedical Principal issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
  Biomedical Technician, be Licular at the same time Baccalaureate of general education or General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, except the subject “religious knowledge” and the diploma of Biomedical Technician issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister. 

ll- CORPS DES TECHNIQUES MEDICO-SANITAIRES
  Medical and Sanitary Engineer, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the diploma of Medical and Sanitary Engineer delivered by a national public institution of fortitude, or a recognized equivalent cliplt)llle delivered by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Medical and Sanitary Works Engineer, hold both a Baccalaureate and general education or the General Certificate of Education Advance (Level O GCE-A/L) obtained in at least two subjects, apart from the “nowledge” subject and the diploma of Medical and Sanitary Works Engineer issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Senior Medical-Sanitary Technician, hold both the Baccalaureate or the General Certificate of Education Advanced Level (GCE-A / L) obtained in LLI two subjects except the subject “religious knowledge” and the diploma of Senior Medical-Sanitary Technician, in one. options, issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
  Medical and Sanitary Technical Agent, hold both the Brevet d’Etudes du Premier Cycle (BEPC) or the General Certificate of Education Ordinary Level (GCE-O/L) obtained in four subjects apart from the subject “religious knowledge” and including Technician diploma. Medico-Sanitary option Medical Analysis, Mortuary or Pharmacy attendant issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

Ill- SANITARY ENGINEERING CORPS
  Sanitary Engineering Engineer, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A / L) obtained in at least two subjects, except the subject “religious knowledge” and the diploma of Sanitary Engineer issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
  Sanitary Engineering Works Engineer, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A/L) obtained in at least two subjects, apart from the subject “religious knowledge” and the diploma of Sanitary Engineering Works Engineer issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.

Senior Technician of Sanitary Engineering, hold both the Baccalaureate of General Education or the General Certificate of Education Advanced Level (GCE-A, / L) obtained in at least two subjects, except the subject “religious knowledge” and the Principal Sanitary Engineering Technician diploma issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Sanitary Engineering Technician, hold both the Baccalaureate in General Education or the General Certificate of Education Advance (GCE-A/L Level) obtained in at least two subjects, apart from the “religious nowledge” subject and the Engineering Technician diploma Sanitary issued by a national public training establishment, or a recognized equivalent diploma issued by a foreign or international school appearing on a list fixed by order of the Prime Minister.
Article 3.-

COMPOSITION OF APPLICATION FILES.

Files can be submitted online at the address: concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of Public Service and Administrative Reform, until Friday, October 20, 2023 , deadline of rigor and must imperatively include the following documents:
I. a registration form stamped at one thousand five hundred (1500) CFA francs on which the candidate will specify his option in the grade (Medical-Sanitary Engineers, Medical-Sanitary Works Engineers, Senior Medical-Sanitary Technicians and Medical-Sanitary Technical Agents) the printout of which is available in the services of the Ministry of Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and can be downloaded from the website: http://.\AW.minfopra.gov.cm;
2 a certified true copy of the birth certificate signed by a competent civil authority;

3. an extract from the criminal record, bulletin no. 3 •
4. one or more certified copies of the required diploma(s) signed by a competent civil authority;
5. certificate(s) of presentation of the original diploma(s), required, signed by a competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs for candidates in category ‘A’ competitions and twenty thousand (20,000) CFA francs for those in category “C”, issued by a person in charge of the EXPRESS UNION counter of the place of deposit of the application file,
8. two (02) 4×4 photos,
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.     
o candidates who submit their files online are exempted from the formalities for submitting physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
o Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) ​​housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
o In the event of absence of candidatures in the option of a grade or of the quorum not reached in the said option, the number. of places reserved or remaining for the latter is paid to the candidates of the option of the same grade who have registered the greatest number of applications.
o In the event of a lack of applications in a grade or a quorum not reached in said grade, the number of places reserved or remaining for the latter is transferred to the candidates of the grade having recorded the greatest number of applications.
o State employee candidates subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or decision to hire.
o Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
o Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-

PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS.

I. The composition programs are those of the study cycles delivering the diplomas required to apply.
2. The admissibility tests for candidates in categories “A” and “B” will take place on the dates and times below:

PROCEDURES FOR THE ORAL TESTS.

A press release from the Minister of Public Service and Administrative Reform will specify the dates and times for passing the final admission oral tests for candidates in categories “A” and “B”.

Article 6.- PUBLICATION OF RESULTS.
The final results of this competition will be published by a decree issued by the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the competition will be sanctioned in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /-
