Carrying opening of a
direct competition for the recruitment of sixty (60) personnel in the body of civil servants of Rural Production (Agriculture), session 2023.
THE MINISTER OF PUBLIC SERVICE AND ADMINISTRATIVE REFORM,
VII the Constitution;
Having regard to decree 110 75/785 of December 18, 1975 on the Special Statute of the bodies of Rural Production officials;
Having regard to Decree No. 94/199 of October 7, 1994 on the General SlaluL of the State Public Service, amended and supplemented by Decree 110 2000/287 of October 12, 2000;
Having regard to decree 110 2011/408 of December 9, 2011 on the organization of the Government, amended and supplemented by decree 1102018/190 of March 2, 2018;
Mindful of decree 110 2012/537 of November 19, 2012 on the organization of the Ministry of Public Service and Administrative Reform;
Considering decree 110 2018/191 of March 02, 2018 on the reorganization of the Government;
Considering the decree n 0 2000/696/PM of September 13, 2000 fixing the General Regime of the Administrative Competitions;
Having regard to Order 110040/PM of 19 May 2022 setting the terms and conditions for granting the age exemption to persons with disabilities *during administrative competitions and recruitments in the State Civil Service;

Having regard to decree 11000000490/MINFI of December 21, 2022 specifying the costs of administrative competitions,
STOPPED .
Article 1.- a) This Order opens a position in the body of Rural Production (Agriculture) civil servants, according to the following breakdown:

b) The written tests of the said competition will take place on October 21 and 22, 2023 at the single center in Yaoundé.
Article 2.-
CONDITIONS TO BE FULFILLED TO APPLY.
l – General conditions:
Cameroonians who meet the following conditions may apply:
a) meet the general conditions required for access to public employment as enacted by the General Statute of the State Public Service;
b) be able to assume the tasks of Rural Production officials;
c) be seventeen (17) years old at least and thirty-four (34) years old at most on January 1, 2023 (be born between 01/01/1989 and 01/01/2006).

d) however, disabled persons holding a National Disability Card issued by the competent authorities, may benefit from an age exemption for a ceiling of five (05) years maximum, above the limit of age set above, in accordance with decree n0040/PM of May 19, 2022 referred to above. 2- Specific conditions:
– For candidates for the competition for the recruitment of Agricultural Engineers, hold an Agricultural Engineer diploma, issued by a national training establishment or by one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
For candidates to the competition for the recruitment of Senior Agriculture Technicians, hold the diploma of Senior Technician of Agriculture, Senior Technician in Agropastoral Consulting or Senior Technician in Agropastoral Entrepreneurship issued by a national training establishment or by the one of the foreign or international schools appearing on a list fixed by order of the Prime Minister.
– For candidates for the competition for the recruitment of Agriculture Technicians, hold the diploma of Agriculture Technician, the diploma of Specialist in Cooperation, cycle “B”, the diploma of Specialist in Community Development, cycle “B” issued of training or by one of the foreign schools or the list fixed by order of the Prime Minister.
Article 3.-
COMPOSITION OF APPLICATION FILES
The files can be submitted to concoursonline.minfopra.gov.cm or deposited in the ten (10) Regional Delegations of the Ministry of the Public Service and Administrative Reform, until Friday, October 06, 2023 , strict deadline and must imperatively include the following documents:
1. a registration form stamped at one thousand five hundred (1500) CFA francs, the form of which is available in the services of the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the same Ministry and downloadable from the website: http://www.minfopra.gov.cm;
2. a certified copy of the birth certificate signed by a competent civil authority;
3. an extract from the criminal record, bulletin no3;
4. a certified true copy of the required diploma, signed by a
competent civil authority;
5. an attestation of presentation of the original diploma, signed by a
competent civil authority;
6. a medical certificate issued by a doctor in the public sector;
7. a receipt for payment of the sum of twenty-five thousand (25,000) CFA francs issued by a person in charge of the EXPRESS UNION counter at the place of deposit of the application file;
8. two (02) 4×4 photos
9. an envelope stamped with one thousand (1000) CFA francs addressed to the candidate.

o candidates who submit their files online are exempted from the formalities for submitting physical files. However, said files must imperatively be submitted to the Ministry of Public Service and Administrative Reform for candidates declared definitively admitted.
Candidates wishing to be accompanied free of charge in the online registration procedure can approach the branches of the National Youth Observatory (ONJ) housed within the Multifunctional Centers for the Promotion of Young People (CMPJ).
o State employee candidates subject to the Labor Code and fulfilling the conditions set out in article 2 must provide a copy of their employment contract or decision to hire.
o Any file that is incomplete, late or whose documents are signed in a police station will not be accepted.
o Documents legalized by an administrative, municipal or judicial authority must be dated less than three (03) months from the date of submission of the files.
Article 4.-
PROGRAMS, TIMETABLES AND CONDUCT OF THE WRITTEN TESTS
.
1- The composition programs are those of the study cycles delivering the diplomas required to make an application.
2- The admissibility tests for candidates for the recruitment of . Agricultural Engineers, Senior Agriculture Technicians and Agriculture Technicians sc will take place on the dates and times below:

3- The time limit for access to the rooms is imperatively set at 7 am sharp.
Article 5.-
PROCEDURES FOR THE ORAL TESTS.
A statement from the Minister of Public Service. and Administrative Reform will specify the dates and times for passing the final admission oral tests for candidates in categories “A” and “B”

Article 6.- PUBLICATION OF RESULTS.
The final results of this competition will be published by order of the Minister of Public Service and Administrative Reform.
Article 7.- Any fraud observed before, during or after the competition will be penalized in accordance with the laws and regulations in force.
Article 8.- This decree will be registered and published wherever necessary. /Yaoundé, June 2, 2023
