CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

 

 

 




 

The CARE International Coordination Office in Cameroon is facing a significant increase in its action in the country. This generates the need to strengthen the internal functioning, particularly within its partnership coordination, with a view to supporting the evolving plan for building partnerships and building the capacities of local organizations, through the various project staff, heads of monitoring of sub-grants to enable them to increase their capacity to more effectively exercise their role as supporting actors/supervisors of implementing partners.

CARE is recruiting for this purpose:

Position  : One (01) Partnership Manager

Division:  Program

Contract form:  CDD of three (03) months until 31/12/2023 with a high probability of extension over 1 year (new financing)

Working time: 40 hours per week (Full time)

Reporting line:  Partnership Coordinator   

Location of the position:  Yaoundé (position not relocated)

Travel  : 30% travel in the field in support and technical assistance to FM teams and partners.

 

 

 

Mission :

The main objective of the Partnership Manager will be the construction, management and monitoring and evaluation of partnerships, capacity building of partners implementing the global fund program and support for the development of the sectoral partnership strategy.

 

FUNCTIONS

 

 

 

FUNCTION 1  : Implementation of the partnership strategy

 

  • Participate in the development and revision of CARE Cameroon’s partnership strategy in support of the Partnership Coordinator and the program coordination team;
  • In collaboration with the CP, participate in the implementation of CARE Cameroon’s partnership strategy by ensuring compliance with the process and the use of the tools developed for this purpose;
  • Under the supervision of the PC, develop / permanently update the mapping of actors to identify potential partners in the short, medium or long term of CARE within civil society, the private sector, state projects / programs and state sectors;
  • In collaboration with the National MEAL Manager, participate in the development and/or revision of monitoring and partnership management tools;
  • Organize and conduct training and/or briefing of CARE teams on strategy and partnership management tools;
  • Contribute to the process of building partnerships within the various projects;
  • Participate in the periodic evaluation of CARE Cameroon’s partnership strategy;
  • Disseminate CARE Cameroon’s partnership strategy within civil society and state sectors and international partners;
  • Collaborate with project teams to promote “equitable partnerships” across CARE Cameroon projects by promoting collaborative relationships and addressing power imbalances.

 

FUNCTION 2  : Partnership Management within the Global Fund Program

 

  • Provide support to the project team, the partner identification process including the conduct of Due Diligence / ECOAS or initial assessment with potential partner organizations;
  • Adapt, with the support of the MEAL manager, the assessment tools (ECOAS/Due Diligence and other assessment tools) based on the typology of the partnerships.
  • Promote, enforce and oversee the implementation of Care International’s partnership standards within the project and track indicators to measure progress.
  • Participate in the development of specific partnership contracts/agreements adapted to each type of partner;
  • Ensure the mid-term and final evaluation of capacity building plans and make recommendations to address identified bottlenecks;
  • Ensure periodic and final evaluation of partnerships and make recommendations for future contracts;
  • Ensure, in collaboration with MEAL officers, the implementation, monitoring and evaluation of partners’ performance frameworks;
  • Provide coaching to staff on the management of equal win-win partnerships.

Participate         in the systematic briefing of new FM staff on the partnership at CARE

 

FUNCTION 3  : Capacity building of partners

 

  • Train partners on partnership standards and indicators.
  • Ensure the organization of initial training and retraining sessions for partners on the procedures and management and coordination tools put in place;
  • Support the implementation and follow-up of capacity building plans for local partners in accordance with the results of Due Diligence/ECOAS;
  • Train program teams and project managers on Care International partnership standards and indicators and monitor these indicators in projects to ensure that the quality of our relationships with partners and results are met.
  • Identify potential human resources for partner capacity building;
  • Under the coordination of the Partnership Coordinator, regularly carry out follow-up visits to partner activities and participate in project follow-up meetings involving partners.

 

FUNCTION 4  : Reporting and Capitalization

 

  • Produce paragraphs on the partnership to be integrated into all the periodic narrative reports of the projects;
  • Collect and synthesize all good practices related to the partnership and submit for assessment and/or validation to his supervisor and program coordination team for dissemination;
  • Participate in the production of reports and capitalization tools on the partnership and ensure that learning from all projects is shared within the team to help redefine strategies and assist in the eventual mobilization of resources.

 

 

QUALIFICATIONS ET COMPETENCES

Qualifications :

 

  • Bac+5 level in administration and management of organizations, law, economics, public relations or any other related training
  • Excellent knowledge of CARE, its operational approaches, its programs and its network of stakeholders in Cameroon;
  • Good skills in developing intervention strategies with local partners including local authorities (town halls), civil society organizations, social movements;
  • Good knowledge of key state, civil society and private sector actors in Cameroon and CARE’s areas of intervention in Cameroon;

Good         knowledge of partner capacity diagnostic tools and approaches;

 

SKILLS :

 

  • Good ability to negotiate, prepare and manage collaboration and partnership agreements;
  • Good organizational, communication, administrative writing and interpersonal skills;
  • Excellent capacity for analysis, synthesis and writing;
  • Demonstrated skills in leadership, diplomacy and negotiation;
  • Good ability to plan and manage inter-structure and multi-stakeholder agendas;
  • Computer skills: Microsoft Office: Word – Excel – Powerpoint – Outlook, Teams, Sharepoint, conference vision (zoom, skype).
