DOCUMENTARY ON THE CONSTRAINTS ON ACCESS TO EDUCATION BY INTERNALLY DISPLACED CHILDREN IN CAMEROON: TERMS OF REFERENCE
- context
The right to education is one of the fundamental rights inherent to all children without distinction. Its recognition as a human right comes from the fact that education is essential to the preservation and improvement of the dignity of every person. However, the socio-political and security crisis that has been raging in the two English-speaking regions of Cameroon (North-West and South-West) since 2016 has seriously impacted the schooling and/or access to education of children from these geographical areas.
Indeed, armed conflicts are undoubtedly one of the factors that hinder the process of children’s acquisition of knowledge following the absence or closure of educational institutions, school drop-out and the massive displacement of children. populations seeking security and well-being, including children. There are thus nearly 850,000 children deprived of school in the English-speaking regions [1] because of the crisis. This situation is accentuated by the lack of financial means of the parents, who once having found refuge in the host territory, struggle to provide for the primary needs of the household, and by extension, of the children; making these children already vulnerable by the effects of displacement more vulnerable.

According to the initial survey carried out at the start of the RIPDI project (2021), 32% of IDP children are not in school, yet before their displacement to host communities, 24% of them were in school. The parents’ lack of financial means (83%) has forced families to cut short the education of children, who for some have had to turn to small trades (14%) to contribute to the family’s expenses, or even worse , had to be enlisted in a union (child marriage).
Thus, it is regrettable to note that access to knowledge and to recreational activities which are of certain vitality for the development of any child becomes limited in times of crisis.
Faced with this situation, actions have been undertaken by the public authorities and local authorities since the arrival of IDPs in the host communities, such as the transformation of French-language schools into bilingual establishments, the increase in reception, the establishment of a half-time system, among other things. In support of these various actions, APDEL and its partners MoHCam and IHRDA, within the framework of the RIPDI project, strengthened the reception capacities of 9 schools with tables, benches and didactic materials, and provided 603 children with school kits. These actions have so far remained insufficient in view of the growing number of needy IDP children in the community; hence a plea for more action on the part of all stakeholders in the educational sphere. Thereby, as part of this project, funded by the Delegation of the European Union in Cameroon, the main actors intend to produce a mini documentary on the misdeeds of the non-schooling of internally displaced children in Cameroon. This is the raison d’être of these terms of reference.
- Goals
2.1. Overall objective
Promote access to education for internally displaced children in Cameroon.
2.2. Specific objectives
Specifically, it is about:
– Make a documentary of 25 to 30 minutes (without taking into account the opening and closing credits) on the schooling of internally displaced children in the West and North-West regions: constraints and challenges. This will be in French, with English subtitles;
– Propose a broadcast schedule for the documentary on one of the national television channels (CRTV, Equinoxe, Canal 2 International, Vision 4), and execute it.
- Expected results
– A documentary on the constraints and challenges of access to education for IDP children in Cameroon is produced;
– The documentary is broadcast on one of the national channels with a large audience.
- Deliverables
– An original copy of the documentary after validation will be deposited with APDEL, under USB support;
– The media pockets will be developed on the basis of elements collected in the field;
– A copy of the bank of sufficiently clear images will be deposited at APDEL in a USB key, gathering all the comments, images, interviews, etc. collected in their raw state during reporting activities.
NB: The documentary will be accompanied at the beginning and at the end by credits. The consultant will have to make generic proposals related to the theme of the activity which will have to be validated by APDEL. In addition, at the beginning and at the end of the report, it will be indicated in credits and in scrolling image the source of financing of the project, in particular the European Union and the partners of implementation of the project in particular APDEL, IHRDA, and MoHCam .
- Duration of the service
The consultant must submit a precise schedule of services which must be based on the methodology adopted. The maximum duration of execution of this consultation is set at forty (40) days (from the signing of the contract to the broadcast of the report). That is from October 24 to December 02, 2022 ).
- Maximum consultation budget : CFAF 2,500,000
- Profile of the consultant
- Be a natural or legal person;
- Have an up-to-date tax record;
- Have skills in writing scripts and directing films/documentaries or raising awareness.
- Monitoring-control and validation of consultancy results
The successful consultant will work closely with the project team.
- Composition of the file
- a)A letter of transmission of the consultation file addressed to the Executive President of APDEL bearing the mention “offers for the design and distribution of the documentary on access to education for internally displaced children in Cameroon” ;
- b)A technical offer (memorandum of understanding of the mission, proposal of the methodology, and detailed timetable of the mission);
- c)A financial offer;
- d)A CV of the consultant or firm in the case of legal persons;
- e)A copy of the CNI of the consultant or proof of legal existence for legal persons;
- f)Supporting documents of previous experience;
- g)A certificate of registration;
- h)A bank account statement of the consultant or firm (in the name of the firm);
- i)Any other document deemed relevant by the candidate.
- Deadline and sending of files
1- The deadline for admissibility of applications is set at October 18, 2022 . Applications received after the deadline will not be considered.
