CONTEXT OF THE NATIONAL PROGRAM:
International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and alleviating suffering through healthcare training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.
In recent years, Cameroon has been affected by crises in several neighboring countries, which have led to insecurity and left Cameroonian communities in a state of vulnerability, particularly women, and children living in border areas. IMC UK is one of the organizations working with WFP since July 2016 for nutritional assistance projects for refugees and host populations in Cameroon, more specifically in the North, East and Adamawa regions. Several hundred thousand refugees of various nationalities, but mainly Central Africans and Nigerians, have found refuge in Cameroon for several decades. UNHCR figures from the September 2023 fact sheet on Central African refugees in the Adamawa region reveal that there are 76,195 Central African refugees, of whom 17,481 live in the Ngam and Borgop camp with 2,485 fewer children 5 years old. The significant presence of refugees in these communities has worsened the situation of food insecurity prevailing in host communities where opportunities for income-generating activities, such as subsistence agriculture, livestock and small businesses, are limited. IMC, under WFP funding, will develop a nutrition program based on BSFP activities and help communities vary the content of their meals.
Therefore, IMC wishes to recruit a Nutrition Supervisor who will be responsible for the implementation of WFP activities in Meiganga, Djohong and Ngaoui sub-divisions, including capacity building, planning and implementation of activities and reporting with support from the project manager.
Job summary:
The Nutrition Supervisor , working under the direct supervision of the Project Manager, is responsible for daily technical planning, implementation, supervision, monitoring and reporting of nutrition activities on the field, as well as good coordination with stakeholders. This position requires an enthusiastic and highly individual motivation who has in-depth knowledge and skills in nutrition, livelihoods and community engagement in humanitarian and development contexts.
ESSENTIAL RESPONSIBILITIES
1. Program management:
- Assist the project director in organizing work, developing expenditure and purchasing plans for the nutrition subsidy and ensuring that they are adapted and implemented by program staff and support services in the regions covered.
- Actively participate in the beneficiary selection process under the direction of the project manager.
- Provide relevant technical advice and collaborate with the project pre-design team to design and carry out community participatory assessments and co-create the project.
- Engage and build strong relationships with community members, analyze collected data to identify nutrition-related gaps, design priority action plans and training modules on improved food security techniques, inputs , etc. in partnership with the community.
- Develop a clear and adaptable training work plan based on the seasonal calendar, availability of beneficiaries, deadlines and project objectives, etc.
- Ensure the organization and supervision of the community mobilization component of the project (door-to-door mass screening for the identification of cases of malnutrition and referral of cases to appropriate structures and agropastoral activities) in collaboration with the health district , health promoters and CHWs.
- Provide support to the Project Manager in the design of training to be provided to participants in the food security program, the preparation and conduct of surveys as defined by the project;
- Work in close collaboration with the various stakeholders (sectoral, local and administrative authorities, traditional and community leaders, humanitarian partners, community) to ensure a better understanding of the project, good mobilization for the conduct of planned activities and the achievement project objectives;
- Develop with all stakeholders mechanisms for the sustainability of all nutritional activities carried out;
- Ensure planning of activities in the coverage area according to monthly and quarterly action plans to ensure the achievement of project objectives.
- Support the sector in conducting coordination meetings, create a WhatsApp platform if it does not yet exist for discussions on issues related to nutrition and livelihoods.
- Ensure that joint supervisions are planned in accordance with the project document.
- Ensure that the gender aspect is respected in the implementation of all project activities.
- Ensure that the project coverage area (villages where activities are implemented) has mechanisms for community management of complaints and feedback.
- Document field achievements, innovations, failures and lessons learned in order to integrate them into project activities and inform the project strategy.
- Monitor compliance of field work (trainings, field visits, meetings, etc.) with the requirements of IMC standards, and in accordance with the agreed planned activity.
2. Program implementation and capacity development:
- Identify and strengthen existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities;
- Provide technical advice and support to project staff and other teams related to project activities to ensure that programming objectives are successfully achieved;
- Identify training needs and develop a training plan in accordance with existing budgets:
- Collaborate with all community programs in intervention areas to strengthen community capacities in the fight against malnutrition;
- Identify partners and points of service and support for people in need of food assistance;
- Prepare weekly, monthly, quarterly and final reports with accurate data to send to donors while ensuring the quality of their content and within the stipulated deadlines;
- Demonstrate flexibility to take on additional responsibilities when necessary;
- Contribute to information sharing and data management systems;
- Work with other implementing partners to ensure rapid implementation of the program in line with global standards.
- Ensure the implementation of field works within the stipulated deadlines, in accordance with the predefined schedule.
- Inform and document anomalies and challenges encountered during the program implementation phase.
- Carry out regular field visits, monitor, document and report work progress to the project manager on a daily and weekly basis.
- Report any potential problems or conflicts and propose solutions during activities.
- Report material usage and possible improvements.
3. Coordination :
- Actively participate in nutrition, health, livelihoods and cash working groups and contribute to inter-agency initiatives, also promoting the IMC as a leading agency in the field of nutrition;
- Field coordination with local stakeholders on best implementation, including participants and communities benefiting from project activities.
- Coordinate with local authorities and ensure continuous communication with beneficiaries, the health sector and community representatives regarding the implementation of works and in order to ensure seamless progress of activities.
- Support the establishment of relationships between the IMC, the health district and other authorities, the municipality and the communities.
- Ensure maximum visibility of the IMC and relevant donors within the UN and NGO community;
- Contribute to the positive image and overall credibility of the organization, in particular through the application of the organization’s code of conduct.
4. Financial management:
- Logistics planning of field activities (purchasing, transport, distribution, etc.)
- Organize all logistics necessary for project activities, including workshops and training.
- Ensure compliance with donor financial regulations;
- Ensure that program activities are on budget and executed on time;
- Comply with CGI and donor requirements and report any funding issues;
- Attend Pipeline and PMT calls.
5. Human resources
- Supervise and supervise all nutritional staff working for the project;
- Ensure all program staff are evaluated on time and performance evaluation records are shared with the HR Assistant;
- Ensure the existence and implementation of the annual leave plan for nutritional staff;
- Maintain open lines of communication with program staff;
- Contribute to the training of program staff;
- Provide appropriate and timely feedback to program staff regarding their performance, including annual staff performance reviews.
Professional relationships
- Work with Nutrition Project Manager, Field Coordinator, Site Manager, Finance Manager or Assistant, Logistics Assistant to ensure appropriate support is provided to the team.
- Interface with local delegates, local authorities and relevant agencies to ensure mutual understanding of the nutrition and livelihood program and maximize distribution of resources and allocation of available funds;
PERSONAL QUALIFICATIONS:
- Bachelor’s degree in agriculture, agronomy, food safety, public health or other relevant field of study preferred.
- At least 3 years of field experience including knowledge of food security and livelihoods, vegetable farming and skills development.
- Proven knowledge and experience in developing and implementing community mobilization projects.
- Ability to remain positive and professional under stressful working conditions.
- Ability to work collaboratively with colleagues across the organization, developing effective working relationships to achieve outstanding outcomes for children.
- Good human resource management experience/skills and proven ability to create an environment that encourages teamwork and motivates a team across different geographies.
- Strong skills in public speaking, building effective partnerships, conducting evidence-based advocacy and facilitation.
- Ability to use good judgment, remain flexible in a changing environment and make independent decisions;
- Strong planning, organizing and reporting skills;
- Mastery of Microsoft Word, Excel, data management, Epi Info, Power Point, Outlook, etc.;
- Strong oral and written communication skills in English and French;
- Work hard (with minimal supervision), be self-motivated and demonstrate a high level of integrity;
