CALL FOR APPLICATIONS FOR THE RECRUITMENT AT THE AUTONOMOUS PORT OF DOUALA OF 05 SPECIALIST CYBER SECURITY AGENTS. –

The Autonomous Port of Douala (PAD) plans to strengthen its workforce in the field of Cyber
​​Security in order to increase the protection of its information assets against
malicious digital attacks, to further increase the quality of its services and consolidate its competitiveness.

In this context, it is looking for high-potential professionals who have completed applied training and
have proven experience in the cyber security sector adapted to the port sector with
key roles focused on the protection of critical systems and compliance with international standards
such as ISO/IEC 27019/27001 and the guidelines of the International Maritime Organization (IMO).

To this end, the Director General of PAD is opening
the recruitment of:

– O1 (one) Information Systems Security Manager (RSSI):
– O1 (one) SOC (Security Operation Center) Analyst;
– 01 (one) Infrastructure Security Engineer;
– 01 (one) Intrusion Testing Specialist;
– 01 (one) Compliance and Risk Analyst.

1. CONDITIONS TO BE MET Persons who meet the following conditions

may apply for this recruitment : o Be of Cameroonian nationality; – Be aged 40 or under; FOR THE RSSI: Bac+3/4/5 training in IT/Telecommunications or equivalent. Experience: Minimum 8-10 years, including 3 years in a similar position. Certifications: CISSP, CISM, CISA required. Technical Expertise: Mastery of security frameworks (NIST, ISO 27001) Skills: Leadership, risk management , knowledge of port systems (AIS, SCADA). Languages: Fluent French, professional English . Soft. Skills: Leadership, executive communication, strategic vision. FOR THE SOC ANALYST: Training: Bac+3/4/5 in IT/Telecommunications or equivalent. Experience: 3-5 years in a SOC. Certifications: CEH, CND, GSEC or equivalent, Windows, Oracle, Linux. Skills: Mastery of SIEM, IDS/IPS tools , Forensics analysis. Availability: Rotating work (24/7). Languages: French required, technical English Soft Skills: Analytical, reactive, working under pressure. FOR THE INFRASTRUCTURE SECURITY ENGINEER: Training: Bac+3/4/5 in IT/Telecommunications or equivalent. Experience: Minimum 5 years in security infrastructure.
Certifications: COMPTIA SEC+, CCSP, CCNA

Languages: French and technical English

FOR THE COMPLIANCE AND RISK ANALYST

Education | Bac+3/4/5 in
IT/Telecommunications or
equivalent. Experience: Minimum 5 years in similar

roles . Certifications: CISA, ISO 27001 Lead Auditor. Skills: Security audit, risk management, knowledge of maritime regulations. Languages: French and professional English. Key Skills: Security audit, Risk management, Regulatory compliance; Process documentation.

2. MISSIONS AND RESPONSIBILITIES FOR THE RSS!: Objective > Manage the overall security strategy for port infrastructures while maintaining the fluidity of operations. # Role Description > Define and implement the cyber security strategy aligned with port objectives . > Monitor the implementation of the information system security policy in conjunction with the relevant departments. > Oversee the security of interconnected OT and IT systems . > Coordinate with maritime authorities to ensure regulatory compliance . > Maintain strategic monitoring of evolving threats and standards.

FOR THE SOC ANALYST: * Objective: > Ensure continuous monitoring for prevent and respond quickly to cyber threats targeting port
infrastructure . + Role Description: > Monitor critical information systems in real time . > Detect and respond to cyber security incidents. Analyze security alerts and coordinate initial responses. Produce reports for decision-makers on major incidents.

FOR THE INFRASTRUCTURE SECURITY ENGINEER & Objective: > Ensure the security and continuity of port operations by preventing any interruption due to cyber threats. + Role Description: > Configure and maintain security equipment . > Carry out updates and apply security patches to the information system: > Apply the various security certificates and ensure their renewal; > Ensure that default passwords are not configured on PAD software and hardware assets; Secure systems (OT/SCADA) and interconnected IT networks. > Manage access and identities. > Implement continuity and resilience solutions.  

FOR THE INTRUSION TESTING SPECIALIST: Objective: > Assess the robustness of the systems.  Role Description: > Define and implement the cyber security strategy aligned with port objectives . > Supervise the security of interconnected OT and IT systems. > Ensure coordination with maritime authorities to ensure regulatory compliance . > Ensure, in collaboration with the relevant departments, the execution of various regulatory/external audits and internal mock audits ; > Maintain strategic monitoring of changes in threats and standards.

FOR THE COMPLIANCE AND RISK ANALYST: + Objective: > Ensure regulatory compliance and manage risks. % Role Description: > Manage compliance with international standards (1SO/IEC 27019, IMO, etc.) > Ensure, in collaboration with the relevant departments, the execution of various regulatory/external audits and internal mock audits ; Conduct audits and assess risks related to port systems.> Maintain rigorous documentation of processes and update policies security and business continuity/resumption plan (PRA/PCA)

3. COMPILATION OF THE APPLICATION FILE:

The application file must consist of the
following valid documents:

a- A stamped handwritten request addressed to the Director General of the PAD;

b- A certified copy of the birth certificate dated less than three months;

c- Certified copies of the required diplomas and certifications;

d- A copy of the National Identity Card;

e- An extract from the criminal record (Bulletin No. 3) dated less than three months;

f- _ A curriculum vitae dated and signed by the candidate;

g- 4 recent identity photos;

h- Candidates may attach for all useful purposes any documents likely to justify their previous service records.

4. SUBMISSION OF APPLICATION FILE:

Complete application files addressed to the Director General of PAD BP 4020 – Douala will be submitted to the Secretariat of the
Deputy Director of Human Resources located on the 3rd floor of
the PAD BONANJO headquarters building, room 302.

The deadline is 30 working days (February 16, 2025) from
the date of signature (January 17, 2025) of this call for applications.

5. METHOD OF SELECTION OF CANDIDATES:

Candidates who have submitted complete files
will be selected after a hearing and
testing procedure by a working group responsible for examining
said files set up by the Director General of the
Autonomous Port of Douala./-
