ONE (01) MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING MANAGER (SERA) FOR THE FAR NORTH

Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization for international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

 

 




PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).

 

 



 

In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West and South-West. This situation leads to population movements fleeing to areas considered safer, particularly in the West region which is one of the main reception points for the displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.

In this context, PUI is recruiting a Monitoring, Evaluation, Accountability And Learning Manager (Sera) for the Far North .

Overall objective:
Under the direct responsibility of the Field Coordinator and in functional connection with the Project Managers (PR) and the SERA Mission Manager, the SERA Far North Manager is in charge of:
• Guaranteeing the proper planning, collection, the capitalization and use of data allowing the monitoring of the activities of the project(s) of the Kousséri and Maroua bases.
• Ensure the implementation and management of the collection, verification and archiving system (digital and physical) of the sources of verification of all the projects of the Kousseri and Maroua bases.
• Provide compliant and validated models of sources of verification to field teams before the start of any activity.

 

 




 

• Participate in the improvement of tools for monitoring and archiving sources of verification and update these tools monthly.
• Ensure proper organization of surveys within the framework of projects by the SERA team (household surveys, focus group, PDM, market surveys, etc.): review of methodology, support for the development of questionnaires , training of surveyors, data analysis, dissemination of survey results within the database and to beneficiaries.
• Promote and manage the complaint management system for the beneficiaries of the various projects if necessary
• Participate in the realization of capitalization activities and support the dissemination of lessons learned on the bases.
Provide quality supervision, mentoring and coaching to the SERA bases in Maroua and Kousseri as well as the Accountability Officer, technical coaching from the SERA Consortium RRM and discuss the necessary adjustments with the CTs (in conjunction with the SERA Coordinator).

Specific objectives and associated activities

1. DEPLOYMENT OF THE SERA STRATEGY
The SERA Far North Manager will work in functional liaison with the SERA Mission Manager as well as with the PRs on the following aspects:
– In conjunction with the PRs and the SERA Mission Manager, Validate the schedule of monitoring and evaluation activities and ensure the development of tools for monitoring sources of verification;
– Support the organization and implementation of programmatic workshops – launch, mid-term, exchange of lessons learned, etc.;
– Sensitize the teams on the importance of M&E and the proper use of monitoring tools and the rigorous management of sources of verification;
– Support the harmonization of intervention methodologies and SERA tools with project teams while respecting donor requirements and/or harmonized frameworks as appropriate;
– Strengthen the capacities of PRs and SERA Officers for better ownership of the project monitoring tool (PMT);
– Ensure that once every 02 months, feedback is given to the teams on the indicators; complaint handling and SoV status. Alerts will be issued and shared with managers in the event of a delay of more than one month.

2. SUPPORT FOR OPERATIONAL TEAMS IN PROJECT MONITORING
– Develop appropriate tools for collecting project-related data.
– Support the teams in the development of data collection tools and data analysis.
– Guarantee the quality, consistency and traceability of data in the database.
– Strengthen the capacities of project teams in the collection and analysis of data.
– Accompany, in close collaboration with the PR and the SERA Bases teams, the filling of the SERA tabs and the consolidation of the monthly tools, in particular the monthly PMT tool (Project Monitoring Tool).
– Identify training needs in automation of data analysis file(s) in close collaboration with PR and submit the request to the SERA Coordinator and facilitate the implementation of the training plan in conjunction with HR.

3. MANAGEMENT OF VERIFICATION & ARCHIVING SOURCES
– Ensure that formats, sources of verification exist for each type of activity – these must include all the information useful for verifying the implementation of activities.
– Be responsible for the classification and verification of physical and digital verification sources.
– Ensure proper management and report sources of verification by the SERA Manager.
– Ensure that the information from each source of verification is entered accurately into the project databases.
– Supervise the classification and control of verification sources (physical and digital) of the Kousseri and Maroua bases and ensure the transmission of closed physical files to the coordination for final archiving.

4. PROJECT CAPITALIZATION & PROGRAM SUPPORT ON THE MAROUA AND KOUSSERI BASES
– Assist the team in the preparation and presentation of data for internal reports to the team and for the donor in a timely manner.
– Ensure that lessons learned are collected according to the required format and co-facilitate capitalization meetings as well as the writing of reports.
– Support the PRs in the development of capitalization schedules or meetings to exchange experiences.
– Ensure, subject to validation of the survey reports by the Project Managers and/or the Coordination, the systematic dissemination of the results of the surveys as well as the lessons learned from the project teams (written notes, ad hoc meetings , …).
– Support the implementation of other programs / projects on the Base at the request of his superior.
– Participate in the realization of the capitalization activities of the projects of the Kousséri base (Project sheet, Activity sheet, Success Stories).
– Disseminate the capitalization tools available to the teams (SoV PUI formats; Dropbox; GPS).
– Participate in conjunction with the SERA Manager in SERA internal discussion spaces (SERA Forum)

5. ACCOUNTABILITY
– Ensure the collection of complaints and feedback from beneficiaries of all projects implemented by the Maroua and Kousséri bases.
– Ensure that complaints and feedback are given to complainants on time and entered accurately into the database and ensure that feedback from beneficiaries is taken into account in the implementation of projects.
– Ensure that complaints are handled in accordance with the required standards in terms of confidentiality and the protection of beneficiary data and coach the SERA managers on the process for handling opinions/complaints.
– Ensure the protection of beneficiary data by adopting all the measures enacted by the mission and strengthen the capacities of the operational teams on this aspect if necessary.
– Participate in building the capacity of teams on this aspect and ensure that feedback from beneficiaries is taken into account in the implementation of projects.
– Ensure that the complaints database is updated by the SERA team and that a monthly/quarterly report is produced.
– Ensure the involvement and participation of the communities by carrying out listening visits and inclusive focus group discussions.

6. SURVEYS  
– Ensure that the SERA Manager keeps the SERA activities calendar up to date and remind the teams of the deadlines in line with the SERA plan defined at the start of the project.
– Provide support to project teams in carrying out surveys (preparation of materials, collection tools, data analysis) and build the capacities of project teams on the survey process (planning, collection, analysis, reporting and use) ).
– Recruit and train investigators and ensure the creation of a pool of experienced investigators.
– Supervise the collection and entry of data by the interviewers.
– Produce databases relating to surveys in conjunction with the SERA Coordinator and support the project teams in the drafting of survey reports on time

Profile sought:

– Hold at least a Bacc+3 level diploma in social sciences or project management. Bac +4 appreciated.

– Professional Experience
– Justify two (02) years of experience in monitoring and evaluation, particularly in national or international NGOs.
– Work experience in cash transfers and/or food & nutrition security appreciated.
– Experience working with refugees, internally displaced persons appreciated.
