Background

< About ITC

Established in 1964, the International Trade Centre (ITC) is the joint technical cooperation agency of the United Nations and the World Trade Organization (WTO) responsible for promoting sustainable trade, particularly exports, from developing countries and economies in transition. ITC’s goal is to make developing country businesses more competitive in global markets, accelerate economic development, and contribute to achieving the United Nations Sustainable Development Goals (SDGs). In doing so, the organization contributes to job creation in key segments of the agricultural and services value chains, particularly for youth and women.

About ATCMA – CEEAC

The Africa Trade Competitiveness and Market Access (ATCMA) Programme – Central Africa Component aims to sustainably increase intra-African trade and trade between Africa and the European Union (EU). Implemented by ITC and the United Nations Industrial Development Organization (UNIDO), it aims to improve market access for specific value chains and increase the export competitiveness of SMEs in these sectors. It will cover the 11 countries of the Economic Community of Central African States (ECCAS) for a period of 4 years.

Champ d’application

A team of professionals and support staff is established for the implementation of the program. The team is led by a Regional Program Manager based in Yaoundé, Cameroon, directly assisted by an attached Administrative and Financial Assistant and a Monitoring and Evaluation Consultant. A Program Coordinator based at ITC headquarters in Geneva will liaise between the local office, ITC technical experts, support functions, and finalize reports. It is in this context that UNDP is seeking, for this project, a Private Sector Development Officer who will be responsible for providing specialized support and contributing to the effective implementation of planned activities, in line with the specific objectives of the program.

The Manager will work under the direct supervision of the Regional Program Manager based in Yaoundé and under the indirect supervision of the CEEAC ATCMA Program Coordinator at the DCP/OA section level. He/she will be responsible for the following tasks, in close collaboration with the respective managers of the different activities at ITC headquarters >

Functions and responsibilities

< 1) Strengthening support structures for Small and Medium Enterprises (SMEs)

Develop a call for projects notice to facilitate the selection of beneficiary structures, by integrating profiling, eligibility criteria and required supporting documents.
Develop a diagnostic framework to assess business support structures, measuring their capacity to absorb subsidies.
Support the implementation of planned actions and coordinate the delivery of personalized recommendations for strengthening targeted structures.
2) Strengthening business skills to conquer markets
Contribute to the design of training programs focused on key skills needed for exporting, including: business strategies and planning, management of supply and sales contracts, compliance with international standards and legal requirements, marketing, branding and e-commerce – while integrating gender and environmental dimensions.
Identify and select companies eligible for in-depth support in collaboration with stakeholders.
Provide targeted support in areas such as: developing export and negotiation strategies, developing products and services suitable for international markets, digitalization, improving e-commerce skills, access to finance and connecting with potential investors.
Support companies’ preparation and participation in trade fairs and B2B events, with pre-event training and structured post-event follow-up.
Other tasks
Plan, organize and carry out consultations, visits and field meetings with stakeholders (private and public sector).
Coordinate collective training and practical workshops linked to other activities under specific objective 1, for the benefit of SMEs or the public sector if necessary.
Write and submit end-of-mission reports.
Contribute to the drafting of relevant sections of the annual narrative reports.>

Required skills and experience

Education:

< A Bachelor’s degree in Economics, Management, Agroeconomics, or any other related discipline OR a Master’s degree in Economics, Management, Agroeconomics, or any other related discipline.>

Experience:

<For a license have at least four (04) years of experience in the field of private sector development in relation to trade and in particular exports;

For a master’s degree, have at least two (02) years of experience in the field of private sector development in relation to trade and in particular exports;>
