1. Background
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, the IRC’s mission is to help people whose lives and livelihoods have been shattered by conflict or disaster to survive, recover and take control of their future.
2. History
The IRC started its activities in Cameroon in 2016 to respond to the growing concerns of populations affected by the crisis linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends to the entire Far North, particularly Mayo Sava, Mayo Tsanaga and Logone & Chari, with the implementation of water access and improvement programs hygiene practices in vulnerable displaced and host communities, economic recovery programs enabling poor families to meet their basic needs and improved food security and protection programmes, in particular by responding to the specific needs of women and young girls.
3. Job Overview
The incumbent will work under the supervision of the Supply Chain Manager and be a key member of the team, able to contribute to the continuous development of the team. He will be responsible for the integrity of the supply chain system. The supply chain must be able to respond quickly to program and operational needs, while ensuring compliance with best practices, standards and procedures and producing quality documentation.
4. Zone d’intervention
The position is based in Kousseri with travel to program intervention areas.
5. Responsibilities
Under the supervision of the Supply Chain Manager, the Procurement Officer is responsible for effectively supporting the various programs in the implementation of humanitarian assistance projects and the supervision of the activities placed under his responsibility through the purchase of goods and services. quality, good management of goods and equipment.
Supply chain activities: He/she must:
– Become familiar with the IRC Supply Chain Handbook and comply with the rules and procedures set out therein.
– Ensure that all supplies comply with IRC procedures and rules.
– Produce and submit the various reports required on time, with care and quality.
Purchases of goods and services:
– Respect and enforce the purchasing policies and procedures put in place by the IRC;
– Check that all purchase requests received by logistics for execution are detailed, precise and signed by the heads of department or program and feasible within the deadlines set by the requester and, if this is not the case, inform the requestor upon receipt of the possible delay in the execution of the purchase request;
– Ensure the sharing of Procurement Status on a weekly basis on Fridays at 11:00 a.m. maximum to his direct supervisor;
– Participate as a specialist in the opening sessions of suppliers’ offers with the selection committee;
– Analyze the offers (bid analysis) and propose the best ones, mainly taking into account the quality/price ratio, availability and delivery times;
– Prepare the necessary documentation (purchase orders/contracts, etc.) before their signature by authorized personnel;
– Ensure good relations with suppliers;
– Ensure that the purchases made comply with the purchase requests in terms of quality, quantity, technical characteristics and specifications of the equipment or service, while respecting the planned budget;
– Produce the purchase documents and ensure their approval according to the IRC procedures – compile a file for any purchase requested and ensure that it is correctly filed in accordance with the IRC logistics manual;
– Establish and update quarterly the catalog of purchases for each commonly purchased item;
– Establish and update a database of IRC suppliers – verified, authorized or contracted suppliers;
– Ensure compliance with the delivery time agreed with the supplier and transmit the delivery date to the stock for follow-up; in the event of a delay, immediately inform the applicant of the new deadline set;
– Ensure that all purchases made will necessarily be registered in the deposit accompanied by all the documentation required by the IRC procedure;
– Constitute and follow, in collaboration with the warehouses, a delivery schedule for the purchased equipment;
– Ensure that the purchase file is complete before submitting them to the financial department;
– Follow and update the supply plan of all active budgets;
– Perform any other task requested by his supervisor.
Transport and logistics :
– Ensure that the vehicles used for the service are in good working order (supervise repair actions and the choice of rental vehicles).
– Ensure that vehicle spare parts are available, complete and up to date
– Ensure the maintenance of equipment and other elements of the IRC’s heritage.
Divers :
– Promote a team spirit within the supply chain and contribute to having an atmosphere of cooperation, complementarity, mutual support for all departments and sectors of IRC Cameroon.
– Perform all duties responsibly and act professionally at all times.
6. Monitoring and reporting
– Monthly activity report: every end of the month
– Procurement status report followed by an analysis: weekly to be shared every Friday
– Market price survey report: every six months
7. General
– Undertakes to respect the IRC Way (ethics of the IRC).
– Undertakes to ensure the optimal implementation of these policies in its work environment.
– Is available to carry out any other ad hoc task deemed useful by his direct superior or by the IRC.
8. Other functions
– Ensure that all activities are implemented in accordance with IRC operational policies.
– Other additional tasks assigned by the supervisor.
Qualifications
– University degree in the field of competence (management, logistics and transport, economics, etc.) or any other equivalent qualification or experience;
– At least 3 years of supervisory experience in procurement and logistics management, accounting or similar management.
– Strong procurement management skills, especially with regards to budget development, planning and monitoring.
– Knowledge of computers and common software: Word, Excel, PowerPoint. …
– Ability to manage, lead, motivate and train staff.
– Have excellent interpersonal skills, be able to work in an organized and independent manner.
– Have a very high degree of probity and integrity.
– Good organizational skills in terms of communication and interprofessional relations.
– Have good writing skills.
– Pay close attention to detail and be critical about compliance with rules and accuracy of data.
– Good knowledge of the Far North region.
– Experience working with an international and humanitarian NGO will be an advantage.
