ORGANIZATIONAL CONTEXT
World Food Programme Cameroon implements operations in different regions of the country including Adamawa Regions In the Adamawa region, WFP has a Field Office located in Ngaoundéré (Vina division) and is responsible for operations in the region. WFP has also an Antenna located in Meiganga (Mbéré division). The Field Office is providing food assistance to about 100,000 beneficiaries assisted through General Food Assistance, Nutrition, FFA, Home Grown School Feeding and Cash Based Transfers. To better position it to serve the population assisted. This job is found in Ngaoundéré Office.
JOB PURPOSE
Under the direct supervision of the Programme Policy Officer and the Head of Field-office, the Programme Associate will be responsible for the following duties but not limited to:
KEY ACCOUNTABILITIES (not all-inclusive)
Resilience Activities (FFA)
- Support in rapid operational diagnosis, technical targeting, integration of the 3A approach, planning studies based on livelihoods and participatory community planning.
- Participate in the development of operational and M&E plans for resilience activities and ensure synergies with other Field Office activities and units;
- Provide guidance and participate in the competency assessment process, including area selection, field data collection, partner selection, proposal review and concept notes;
- Contribute to ensuring better use of the financial resources allocated to resilience activities and set up a monitoring and budgetary control plan for projects in progress.
- Support capacity strengthening of cooperating partners and technical services.
- Work with the communication and reporting unit to report on FFA success stories in the North and Adamawa region.
- Work with the Nutrition team to ensure proper integration of nutrition through resilience activities (social Behavior Change Communication, screening methodology…)
- Support elaboration or review of strategic documents of Ngaoundere FO (FFA monthly brief, SITREP, Senior staff meeting, Annual Country Report, Annual Performance Plan….;
- Liaise with technical services and undertake visits to FFA sites to assess results; liaise with Logistic unit to follow up FFA food and storage and ensuring that progress is made towards achieving of FFA Objectives

HOME GROWN SCHOOL FEEDING
- Contribute to the design of school feeding projects that provide better opportunities to strengthen communities, promote self-reliance, strengthen livelihoods and build resilience to shocks.
- Contribute to the design of the school feeding information system, an operational and M&E plan and a joint school targeting methodology with stakeholders, in liaison with the RAM team, to ensure that key aspects of program design are properly followed.
- Support capacity strengthening of cooperating partners and technical services
- Work with the communications, reporting unit to report on HGSF success stories in the Northern and Adamawa regions.
- Work with the Nutrition team to ensure that nutritious meals are served to pupils and refer to FSQ staff in Douala with regard to quality control.
- Support elaboration or review of strategics documents of Ngaoundere FO (HGSF monthly brief, SITREP, Senior staff meeting, Annual Country Report, Annual Performance Plan;
- Liaise with HGSF project implementing authorities and undertake visits to HGSF project schools to assess results and beneficiaries, inspect cooking/storage places and receiving points of WFP commodities in the project area. HGSF, ensuring that progress is made towards achieving HGSF project objectives.

OTHER SPECIFIC JOB REQUIREMENTS

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A higher education level (bachelor’s in Agronomy, Food Processing, Development Sciences, Education, Social, Economics, Statistics or Demography) would be an asset.
Experience: 6 years of experience in general programme, of which at least 2 years in the areas of livelihoods, food processing, post-harvest losses development, social sector, education, or cash transfers.
Knowledge & Skills:
Experience and expertise with designing, setting up and implementing self-reliance and value chains projects.
Knowledge of corporate 3PA guidance of WFP would be an advantage.
Knowledge on food processing and post-harvest losses management would be an advantage.
Experience in managing education programme would be an advantage.
Experience in the use of CBTs for emergency response through social protection systems.
Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook) and MS TEAMS (Sharepoint);
Language:
Fluency (level C) in French language and Fluency (level C) or intermediate knowledge (level B) in English
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has worked with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.
