ORGANIZATIONAL CONTEXT

Cameroon is facing a multifaceted increasingly complex humanitarian crisis. In addition to pre-existing chronic food insecurity and malnutrition challenges resulting from recurrent climatic shocks and food production deficits, spill over conflict from both Nigeria and Central African Republic (C.A.R.) have resulted in large scale displacements across borders as well as within the country. Currently, Cameroon hosts over 314,000 CAR refugees in the East, Admaoua and Nord regions.

The Bertoua Field office via its Garoua Boulai and Batouri antennas, oversees WFP interventions in the Lom & Djerem, Boumba & Ngoko and Kadey Departments in the East Region. All these departments represent settlement zones of Central African refugees in the East Region. Vulnerable CAR refugees and host populations are supported monthly via various WFP food assistance programmes including general food distribution providing inking and in cash assistance, malnutrition preventive interventions to vulnerable groups, Food for Assets creation with focus on resilience and more recently introducing Home Grown School Feeding and support to Small Holder Farmers.

 




 

As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, the World Food Programme (WFP) is increasingly sort at national level, for its expertise in Vulnerability and mapping, emergency programming, early recovery and resilience building, supply chain and cash delivery mechanism, denoting a growing demand for WFP to support the national social protection system. As a result, there is an increasing need for internal coordination across functional areas (e.g., nutrition, school feeding, SAMS, EPR, VAM, country capacity strengthening, VAM, supply chain, TECH) where WFP has a comparative advantage, to ensure the organization delivers well-planned, integrated programmes aimed at addressing both emergencies, early recovery and resilience to support the Government.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education. A post-secondary certificate in an area relevant to project management, nutrition, social sciences, resilience, social protection is desirable.

Experience:

  • Has participated in implementing technical programs relevant to food security, nutrition, resilience building, social protection.
  • Has implemented programmes with increased level of responsibility.
  • Has provided input to policy discussions.
  • At least Five years of experience in food security and nutrition programmes management, monitoring & evaluation.
  • Programme Coordination in a humanitarian/ development context with UN Agencies, NGO, government or private sector.

 



 

Knowledge & Skills:

  • Familiarity with Agenda 2030 and respective targets – particularly SDG1, SDG2 and SDG17 – and how the work of WFP can contribute to achieving them;
  • Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
  • Basic understanding of technical and theoretical concepts pertinent to food security, nutrition, resilience, social protection.
  • Emergency programming, familiarity with transfer modalities.
  • Strong knowledge of key national and regional contexts and issues.

Languages:

  • Fluent in English (Level C) or French (level A) with a working knowledge of the other.

JOB PURPOSE

To deliver against the above, the WFP Cameroon via its Bertoua Field Office is seeking a Senior Programme Associate (G7) to provide effective internal, external coordination and specialized support to its various interventions mentioned above with a focus on support to national social protection system. The incumbent will operate under the direct supervision of the Programme Policy Office in Bertoua and overall supervision of the Head of Field Office Bertoua. The incumbent will be responsible for carrying out the following tasks and responsibilities:

 



 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise, strategic thinking and contribute towards the development of activities, plans and processes pertinent to WFP’s food security and nutrition programmes ensuring alignment with wider programme policies and guidelines.
  2. Provide efficient coordination and specialized project management support to a range of programmes to ensure that the various activities are performed within the established targets following corporate, national and regional policies, strategies and guidance on food security, nutrition, resilience building, gender and social protection.
  3. Prepare a variety of elaborated reports and substantial data analysis (e.g programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  4. Lead and ensure accurate, timely recording of data related to the implementation of field activities and ensure consistency of information presented to internal and external stakeholders.
  5. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation, and monitoring of ongoing field activities.
  6. Foster relationships and support partnership-building with local partners, agencies, NGOs and

government institutions to enable synergies, multi-sectorial approach in the implementation of activities for more efficiency.

  1.  Support the capacity strengthening of WFP staff, partners and national government to identify and address in-country food security, nutrition, resilience and overall social protection needs.
  2. Act as an escalation point for complex query resolution on all programmatic issues.
  3. Manage a team of support staff, acting as a role model to inspire, leads with integrity, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  4. Contribute to the design of projects that offer better opportunities to strengthen communities, promote self-reliance, strengthen livelihoods and build resilience to shocks.
  5. Apply cross-cutting aspects, such as gender, protection, nutrition, etc. in the planning, design and implementation of community assets.
  6. Other as required.
