SUMMARY OF DUTIES OF THE POSITION

The ongoing armed conflict in the North-West and South-West regions of Cameroon is dependent on significant migratory flows observed in the neighboring coastal and western regions, with the main corollary being a demographic inflation of civic space, resulting in a rather worrying threshold of vulnerability of the displaced, especially for girls and sometimes unaccompanied children. Empirical analysis of socio-economic, cultural, informational and institutional parameters reveals latent tensions due to difficult cohabitation between host communities and IDPs. This situation maintains and increases the risk of ethnic and/or economic conflicts.



The initiative of the United Nations Secretary-General’s Special Fund for Peacebuilding in the World – the Peacebuilding Fund (PBF), to support Cameroon through the project “Strengthening sustainable peaceful coexistence and empowerment of displaced young people from communes of the West and Littoral regions of Cameroon” of the Secretary-General’s Peacebuilding Fund (PBF) aims to: contribute to a better integration of displaced young people from the North-West and South-West in the host communes of the Littoral and West regions in order to establish a sustainable culture of peace. This project implemented in Cameroon jointly by UNESCO and IOM lead agency intends, through the empowerment of young people, to contribute to the prevention of cases of violence between young people from host communities and displaced youth, and to the mitigation of the adverse effects of migration flows. It is implemented in the two regions of the West and the Littoral, both neighboring the crisis regions of the North-West and South-West, and having a high concentration of displaced Young Men and Women (JHF). On the coast, the communes of: Douala 4th, Nkongsamba 1st, Melong and Manjo, bordering the conflict zones of the South-West. In the West, the communes of Babadjou, Mbouda, Bafoussam 1er and Santchou, solicited by the displaced populations of the North-West, will be the implementation areas of the project.

MISSION OBJECTIVES

Reporting directly to the Project Coordinator, the Project Assistant will contribute to:

Planning, implementation and monitoring of project activities

  • Support for the technical preparation, implementation and monitoring of activities (terms of reference, budgeting, identification, contact with partners);
  • Contribution to the implementation of project activities in the intervention areas in coherence with the strategic approaches developed and the work plan;
  • Drafting of activity reports.

Project preparation, communication management and visibility

  • Contribution to the development and implementation of a communication and visibility strategy for the project’s actions;
  • Contribution to the design and monitoring of the production and dissemination of communication media and visibility of the project.
  • Contribution to the creation and animation of intercultural exchange platforms dedicated to displaced young people;
  • Writing articles, abstracts, Human interest stories (HIS), success stories and reports on the project in close collaboration with UNESCO’s Public Information Unit (PI);
  • Press relations and media monitoring.




Outreach and Community Engagement

  • Assistance to the project coordinator in the creation and development of operational partnerships;
  • Design, planning and facilitation of outreach and community engagement activities in collaboration with Community Mobilizers
  • Sensitization of key actors in the communication chain of the project areas (community radios, print media professionals, bloggers, CSOs, etc.) on access to quality information, access to basic community services, the fight against disinformation and hate speech;
  • Support for the identification of key actors and the definition of culturally appropriate community and institutional awareness actions in the project areas;
  • Contribution to the organization of awareness campaigns on living together and available communal services.

Other responsibilities

  • Support of the UNESCO Regional Office in a set of activities related to its Regular Programme;
  • Liaison with key partners and stakeholders of the programme;
  • Carrying out other tasks assigned to him by the Head of Communication and Information Sector.

REQUIRED
QUALIFICATIONS Professional Experience and Skills

  • Master in Communication Sciences / Social Sciences or other related discipline;
  • Minimum 5 years of professional experience with NGOs or international organizations;
  • Experience in managing projects for vulnerable populations and a minimum of experience with one of the UN agencies, preferably UNESCO would be an asset;
  • At least one (1) year of experience in a project related to conflict resolution or peacebuilding;
  • Skills in developing and implementing communication strategies;
  • Mastery of themes related to access to information, the fight against disinformation and hate speech;
  • Mastery of peacebuilding issues and challenges at the communication level;
  • Mastery of the media environment (press relations), social communication
  • Excellent writing skills;
  • Skills in planning, managing and monitoring projects for vulnerable groups;
  • Good knowledge of scriptovisual and graphic tools
  • Experience in community engagement and mediation;
  • Mastery of the Office Pack (Word, Excel, Powerpoint, Outlook, etc.) of videoconferencing applications
  • Good knowledge of UNESCO’s missions, areas of intervention and values.
