1. About the project
1.1. Context:

The northern zone of Cameroon is made up of three regions: Adamawa, North and Far North. If in demographic terms the Adamawa region occupies a lower rank with about 1,015,622 inhabitants (BURCEP; 2010), those of the North and the Far North are among the most populated regions of the country with respectively 2,050,229 and 3,480,414 inhabitants. The pace of population growth is accelerating in the North and Adamawa regions due to a migratory flow caused by the movements of people fleeing the situation of insecurity at borders 1 and those as numerous (from the Far North) in search of fertile soil. If in urban areas, commercial activities, small trades and other wage activities provide livelihoods for those who live there, precariousness is noticeable in rural areas where survival depends on rudimentary agriculture, practiced by nearly 80% 2 of the population and livestock breeding by 58.9% 3 of the population. Despite the contribution of these main activities, the poverty rate in these three regions remains very high (67.9% 4 of the population has less than 931 CFA francs per day) compared to the national average of 37.5%.
The deficient management of agro sylvo pastoral areas and undermined by land-based legislation in search of its benchmarks is largely explained by the low popularization/updating of land use plans in the northern zone. Thus, competition for fertile land and new grazing land is fierce, with damaging consequences affecting productivity. This bleak picture is complemented by the low level of organization of actors in rural areas. Institutions, sectoral administrations (MINADER, MINEPIA, MINFOF, MINEPAT), CTD (Communes and Regional Councils), agro-industrial companies (SODECOTON) and regional platforms do not provide sufficient answers to agricultural development problems in this part of the country, because of the weak coordination of their actions, which are sometimes conspicuous by their incoherence and inadequacy.



It is in this context that this project entitled, project of Strengthening multi-stakeholder consultation and dialogue around issues of planning, land management and natural resources in the Far North, North and Adamaoua regions, with the financial support of the German cooperation GIZ, intends to organize the actors according to a holistic approach and specifically oriented towards the empowerment of the latter and the strengthening of coordination multi sectoral at regional and local level.

This project is in line with Cameroon’s 2030 National Development Strategy (SND30), which defines sectoral strategies as the focal point for medium- and long-term economic issues.

1.2. Project objectives:

The objective of this project is to strengthen consultation and dialogue between different stakeholders on planning, land management and natural resource management issues in the Far North, North and Adamaoua regions.

Specifically, it aims to:

  • Training of members of local, regional and interregional exchange forums on planning and sustainable management of land and natural resources in the Far North, North and Adamawa regions;
  • Dynamization/revitalization of exchange forums at local, regional and interregional level;
  • Effective participation of members of the exchange forum, including women and youth, in sectoral reform activities in certain sectors with high economic potential (cotton, textile crafts, cashew nuts, livestock);
  • Support for synergy actions between the members of the exchange forum in the target regions of the activities.

2. The missions, responsibilities and tasks for this position are described below.

Mission

  • Assist the project manager in the implementation of actions to strengthen consultation and multi-stakeholder dialogue around planning, land and natural resource management issues in the Far North, North and Adamaoua regions, seeking optimal satisfaction of beneficiary groups and contributing to the mission of FODER and that of the financial partner (GIZ).

General Duties and Responsibilities
Under the supervision of the Project Manager, the Assistant is responsible for:

  • Implement project activities by ensuring the achievement of objectives and results in close collaboration with the project
  • leader;
  • Support the project manager in the planning and execution of the project in accordance with the logical framework;
  • Strengthen the capacities of the field team (Facilitators) for better performance in the execution of project activities;
  • Contribute to the development of awareness and visibility materials for the project;
  • Represent FODER when necessary, at national meetings related to

project objectives;

  • Contribute to the management of risks related to the project (identification, treatment, development of a management plan) and the implementation of FODER policies;
  • Ensure the promotion of FODER to technical and financial partners, as well as to sectoral administrations;
  • Be involved in fundraising processes for the organization;
  • Work for team cohesion within the organization.
  • Support the project manager in supervising the work of the consultants;
  • Perform all other tasks useful for the proper implementation of activities and the achievement of project objectives;
  • Contribute to the development of the organization by participating in the internal dynamic;
  • Ensure compliance with FODER’s ethical and professional principles and values;
  • Ensure the completion of specific project-related tasks, as described in the “Project-Specific Activities” section of this call for applications.

Project-specific activities 

Ensure the implementation of the following tasks:

  • Training of members of local, regional and interregional exchange forums on planning and sustainable management of land and natural resources in the Far North, North and Adamaoua regions;
  • Dynamization/revitalization of exchange forums at local, regional and interregional level;
  • Effective participation of the members of the exchange forum, including women and youth, in sectoral reform activities in certain sectors with high economic potential (cotton, textile crafts, cashew nuts, livestock)
  • Support for synergy actions between the members of the exchange forum in the Adamaoua and Far North regions;
  • Creation of synergies and inter-stakeholder collaborations;
  • Support to communities;
  • Develop, under the supervision of the project manager and in collaboration with the facilitators, training programs and content.
  • Support the project manager in the development and implementation of the community strengthening/support plan on relevant themes related to the project objectives (advocacy, land governance, land legislation, sustainable management of natural resources, land preservation and restoration.);




Education and experience required:

  • Be an environmentalist, lawyer or graduate of any other social science;
  • Minimum Bac + 3 or any other equivalent university degree;
  • At least three (3) years of experience in a similar position;
  • Experience in natural resource governance, land governance;
  • Experience and ability to advocate and influence;
  • Mastery of land legislation and issues related to land management;
  • Experience in rural facilitation/outreach.
