ACTION AGAINST HUNGER
Action Against Hunger is an international, apolitical,
non-denominational and non-profit Non-Governmental Organization (NGO). For our operations in Cameroon, we are looking for:

Contract duration: 12 Months

Supervised by: SAME program manager
Location: Pitoa
Gross salary for the category: According to the current Action Against Hunger salary scale
Place of residence: The employee will have Pitoa as their place of residence.
Purpose of the position:
Supervise the implementation of the activities of the Regional Project to Support Pastoralism and
Livestock Marketing in the Cameroon/Nigeria/Chad Cross-border territories –
PASCO.
Diploma / Level of studies:
Specialized degree in animal production, BAC + 3 in animal production
/ Zootechnics or any diploma or any other relevant specialty and/or experience
proven experience in the areas of rural development, livestock farming and/or
pastoralism;
At least 1 year of experience in natural resource management and pastoralism;
Good knowledge of rural development and livestock support in
particular;
Having worked in the humanitarian sector would be an asset;
Having worked in capacity building projects for state structures
would be an asset;
Required skills:
Knowledge:
Good knowledge of pastoralism and rural development;
Good knowledge of natural resource management;
Knowledge of rural economic analysis (analysis and strengthening of
livestock value chains, cross-border livestock marketing);
Knowledge of rural engineering (pastoral works/reclamation of land and
degraded pasture areas);
Knowledge of the political and regulatory framework related to transhumance and
livestock trade;
Knowledge of monitoring and information management systems related to
animal mobility and trade;
Knowledge of intervention areas, local agropastoral practices,
the local economy and the specific community dynamics;
Fluency in French;
Knowledge of Fulfulde (mandatory) and local languages;
Proficiency in Microsoft Office Pack (Word and Excel primarily)
Driving license A (mandatory);
Know-how:
Skills in agrarian systems analysis;
Ability to monitor pastoral activities;
Communication skills;
Diplomacy, ability to communicate with authorities;
Good writing skills (especially in writing reports);
Good organizational skills;

Main Tasks:
Mission 1: Participate in the Implementation of PASCO activities
Supervise the implementation and monitoring of PASCO activities in conjunction with the municipalities and
the partner CSO associated with the project;
Ensure communication, smooth feedback of information and their transmission to the
Program Manager;
Ensure good collaboration and partnerships with authorities, local partners
(CSO type, decentralized local authorities, STD) and complementarity with
other development projects/programs in the intervention area;
Contribute to the structuring and operation of agro-pastoral organizations;
Support stakeholders in the construction/rehabilitation of
pastoral infrastructure and development and the promotion of inclusive governance around these works
;
Contribute to strengthening the skills of local committees and
community dialogue structures in terms of inclusion and prevention and alternative management
of conflicts;
Facilitate the monitoring of the operation of livestock markets;
Facilitate the organization of unifying events promoting social cohesion,
promoting a culture of peace and exposing young people (boys and girls) to roles as
role models/mentors in citizenship; Participate in the revitalization of traditional mechanisms
and expansion of innovative information, prevention and conflict management systems
for the appropriation of these mechanisms by stakeholders throughout the
marketing axes;
Support the participation of women and young people in the planning, implementation and
monitoring-evaluation of economic development initiatives, particularly those related to
pastoralism throughout the marketing axes;
Mission 2: Participate in the preparation of development activities for pastoral value chains
supported within the framework of PASCO
Participate in the analysis of local pastoral value chains and the identification of
their development potential and bottlenecks;
Participate in the identification of potential income-generating activities related
to the developed pastoral value chains and provide support throughout the
process of their implementation during the project;
Participate in the development of methodologies for all
PASCO pastoral value chain strengthening activities;
Participate in the development of training modules as part of
capacity building for stakeholders involved in the supported value chains;
Participate in the development of tools and methods for monitoring prices on local markets
and disseminating prices;
Provide support to job creation initiatives for women and young people in the
value chains of livestock products, particularly in the meat, cooking and milk sectors;
Conduct training sessions on entrepreneurship, in connection with the
value chain approach, particularly in the meat, cooking and milk sectors;
Participate in the development of recommendations and the implementation of the work plan for
strengthening the pastoral sector.
Mission 3: Provide technical support for the preparation and implementation of PASCO activities
Participate in the development of methodologies for all PASCO activities, providing
a technical perspective;
Participate in the monitoring of local project partners (local CSOs), particularly in terms of
assessing their technical skills;
Support the project team in understanding the techniques used by the pastors;
Support the Program Manager in developing technical activity sheets;
Identify the training needs of technical teams and carry out this training;
Actively participate with livestock sector agents and executives in the implementation
of pastoral activities;
Support the organization and supervision of community work for water management,
restoration of degraded pasture areas and ensure the quality of the works carried out
;
Technically support the project team in the implementation of
pastoral value chain strengthening activities (value chain analysis, identification of
training needs, development of training modules);
Technically support the staff of local partner CSOs in the implementation of their
activities;
Support the teams and the logistics department in evaluating the quality of the equipment
purchased for the project;
Ensure weekly and monthly reporting of the activities carried out.
Mission 4: Represent the organization to partners:
Explain to partners and the population the activities and objectives of the PASCO project;
Maintain a high level of communication with the staff of the local CSO partnering with the
project. Discuss/Keep them informed of the activities carried out and the technical choices made;
Ensure the link between the organization and the beneficiaries;
Communicate continuously with the sectoral technical services on the implementation of the
project;
Collect complaints and suggestions from local authorities and
sectoral technical services and report them in a summary manner to their line manager.
