As part of its humanitarian activities, the French association Première Urgence Internationale is looking for: AN RRM (RAPID
RESPONSE MECHANISM) PROJECT MANAGER
Première Urgence Internationale (PUI) is a non-
profit, apolitical, and secular non-governmental organization dedicated to international solidarity. Its objective is to meet all the basic needs of civilian victims
endangered, marginalized, or excluded by the effects of natural disasters, wars, and
economic collapse. PUI is present in 22 countries in Africa, Asia, the Middle East, the Caucasus, and the Caribbean, and
operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and
sanitation, and economic recovery.
PUI has been present in Cameroon since 2008, first on the Eastern Front / Adamaoua, then in the Far North (EN) in
2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation
(WASH), Food, Nutritional Security and Livelihoods (FNS), Essential Household Items (EH&S)/Shelter. Since
2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in
WASH, WASH, and Shelter as part of the Rapid Response Mechanism (RRM).
Context
In this context, PUI is recruiting an RRM project manager.
Overall objective:
The RRM project manager is in charge of implementing RRM (Rapid Response Mechanism) activities and
managing the RRM part of the project.
Responsibilities and scope of action
Programs: He/She ensures the proper implementation and monitoring of the RRM program under his/her responsibility.
Human Resources: He/She supervises the RRM team (PUI employees, service providers and
possible day laborers).
Logistics and administration: He/She ensures the logistical and administrative monitoring of the project under his/her responsibility.
Representation: He/She represents the association with partners, authorities and local actors involved in
the implementation of humanitarian programs in the area.
Security: He/She contributes to compliance with security rules on the base and transmits all security information
to his/her line manager.
Strategy: He/She contributes to the development of new interventions based on identified needs.
Specific objectives and associated activities
1. ENSURE THE IMPLEMENTATION AND MONITORING OF THE RRM PROGRAM
He/She ensures the smooth running of the RRM program under his/her responsibility and ensures compliance with the objectives
defined in the project proposal. In particular, he/she monitors the defined indicators, reports to his/her
line manager, reports any difficulties encountered in implementation and proposes improvements or reorientations
if necessary.
He/She ensures that the beneficiaries, local populations, municipal, administrative and traditional authorities
as well as the supervisory ministries know and understand the objectives of the project(s) and
actively participate in the implementation, in conjunction with the RRM Coordinator.
He/She analyzes the humanitarian situation in WASH & Non-Food Items and the intervention context in a
continuous, systematic and satisfactory manner in his/her intervention area
Monitoring/Evaluations:
He/She supervises the development and maintenance of a humanitarian monitoring and alert network in his/her intervention area
by relying on pre-existing initiatives and networks.
He/She prepares data collection tools and methodologies in conjunction with the RRM coordinator.
He/She trains the team on RRM methodology and tools for exploratory missions and multi-sector assessment
as defined by the RRM coordinator.
He/She plans and supervises the organization of RRM evaluations (Exploratory Missions (MEX) /
Mustisectorielles Evaluations (MSA).
He/She ensures the control of the results and indicators from the database and their analysis.
He/She supervises the drafting of reports following field diagnoses (preliminary and complete) and
transmits them on time to the people concerned.
EHA/NFI interventions:
He/She supervises the interventions carried out in the field by the RRM teams and is the guarantor of their smooth running.
He/She defines the beneficiary selection strategies in conjunction with the RRM coordinator.
He/She validates the technical choices of the project.
He/She ensures that an exit strategy is put in place before any intervention.
He/She supervises the drafting of intervention reports and Post Intervention Monitoring (PIM), and ensures the
transmission of these to the RRM Coordinator within the given timeframe.
Monitoring / Reporting / capitalization:
He/She ensures the implementation of monitoring and/or evaluations, according to the needs defined by the project. He/She
analyzes and transmits the information collected to his/her line manager. Depending on the needs of the project and/or
the information collected, he/she produces and distributes monitoring and evaluation reports to the people
concerned.
He/She ensures the capitalization of all documents, tools and training produced within the framework of the
project(s) and ensures that the verification sources mentioned in the proposals are available.
He/She transmits internal and external reports to his/her line manager while respecting internal validation deadlines
(sitrep, Project Monitoring Tool, OFU) and external contractual deadlines (project reports).
Depending on the needs identified by his/her line manager and the mission leader, he/she may be associated with
the technical expertise of other projects (outside his/her responsibility) as ad hoc support.
2. SUPERVISE THE RRM TEAM
He/She is familiar with the PUI Internal Regulations on the mission and ensures that they are known and respected within
his/her team.
He/She defines the organizational chart of his/her team and has it validated by his/her line manager.

He/She defines the job profiles of the members of his/her team, has them validated by his/her line manager and
actively participates in recruitment (interview, test, etc.). He/She participates in the decision to terminate an employment contract
of a person in his/her team.
He/She welcomes and briefs new employees working under his/her responsibility.
He/She supervises and supports the team under his/her responsibility.
He/She ensures that each person is evaluated in writing at least once per contract and per year, and at least
before he/she leaves his/her position.
He/She sets up the coordination mechanisms specific to his/her team and organizes his/her supervision.
He/She ensures that messages are properly understood within his/her team, while respecting
PUI’s internal communication circuit.
He/She identifies the training needs of his/her team and completes it (organizational, methodological,
technical support if necessary, organization of training, etc.).
He/She sets up training in line with operational needs and identified training needs.
He/She strives to strengthen cohesion between the members of his/her team, and between his/her team, the other
PUI teams and the coordination in order to guarantee a productive and relaxed working environment, with respect for everyone.
He/She ensures that he/she has up-to-date budget monitoring of the program(s) under his/her responsibility each month, and
he/she participates in the analysis, detects any discrepancies and proposes adjustments to the administrative manager.
In the event of a Donor visit, he/she actively participates in the preparation and implementation of the visit.
3. ENSURE THE LOGISTICAL AND ADMINISTRATIVE MONITORING OF THE RRM PROGRAM
He/She addresses his/her program needs to the logistics manager and in accordance with the available budgets.
He/She takes into account the time and logistical constraints of the mission as well as the purchasing procedures
specific to the programs in order to ensure that his/her request is realistic given the supply deadlines.
He/She contributes to the analysis of supplier offers for purchases with high technical specifications.
He/She actively participates in the implementation of calls for tenders, where applicable, in conjunction with the
Logistics Coordinator.
He/She ensures, in coordination with the Logistics Manager, that the storage of materials specific to his/her
programs is appropriate.
He/She communicates to the Logistics Manager on a weekly basis his/her needs in vehicles and
communication equipment for the implementation of the program.
He/She organizes, in coordination with the Logistics Manager, the logistics component of his/her program (delivery,
distribution, on-site storage, etc.).
He/She regularly provides the administrative manager with all the information necessary to develop
the cash flow forecast specific to his/her program.
4. ENSURE PUI’S REPRESENTATION WITH THE AUTHORITIES AND EMERGENCY ACTORS
He/She represents the association with local actors involved in the implementation of
emergency programs (municipalities, ministerial delegations, other institutional organizations, NGOs, donors, etc.) and ensures
that good relations are maintained with each of them (in compliance with
PUI’s principles of neutrality and independence).
In agreement with his/her line manager, he/she participates as needed in RRM steering committee meetings
He/She participates in coordination meetings relating to WaSH and NFI issues when they exist and is an
active member.

He/She ensures that the members of his/her team and any day workers have the safety equipment
appropriate to their activities (for example: helmets, safety shoes, protective vest, gloves, etc.).
He/She participates in the development of the mission strategy.
Desired profile:
Training:
BAC+3 in relevant disciplines (Earth Sciences, Hydraulics and Sanitation,
Engineering Sciences, Project Management or an equivalent combination of experiences)
Specialization in the field of emergency or on a “hot regions” theme Project Management
Engineering training or equivalent in a technical field (civil engineering, hydraulics, hydrogeology, etc.) appreciated
Required Professional Experience:
Minimum 2 years of experience in a similar position in an International Non-Governmental Organization
Minimum 1 year of experience in an emergency context
Experience in team management and supervision
Experience on an RRM project
Experience in carrying out multi-sector evaluations
Mandatory knowledge and skills:

5. ENSURE THE SAFETY OF PROPERTY AND PEOPLE
He/She ensures that the security plan is known to the team under his/her responsibility and that the security rules are
respected.
He/She contributes to the collection of security-related information in his/her intervention area and disseminates it to the
base manager on a regular basis or ad-hoc in case of emergency.
He/She ensures that the project(s), methodology, selection criteria do not endanger beneficiaries,
PUI members or any other person. He/She immediately alerts the base manager in the event of endangerment
of teams or beneficiaries.
6. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS
He/She participates in the identification of needs in the area in coordination with his/her line manager.
When defining new operations, he/she contributes with his/her line manager to the preparation
of project proposals.
