General context of the project

 

 




 

INTERSOS is a non-profit humanitarian organization whose role is to help people in danger, victims of natural disasters and armed conflicts. Created in 1992, its actions are based on the values ​​of solidarity, justice, human dignity, equal rights and opportunities for all as well as respect for diversity and coexistence, paying particular attention to the most vulnerable and those in need of protection INTERSOS intervenes in emergency and crisis situations to help individuals, families and communities whose lives are threatened by conflict, extreme poverty, natural disasters or caused by man. It does this by providing support during humanitarian emergencies,

INTERSOS works in absolute respect of the principles of the Universal Declaration and the European Convention on Human Rights. It makes no distinction or discrimination based on race, gender, religion, nationality, ethnic or social origin of people who need help. INTERSOS always places the value and dignity of the human being at the heart of its activities. The humanitarian situation in the Far North and in the South-West and North-West regions of Cameroon remains quite worrying.

 

 

 

Indeed, since 2014, the security situation in the Far North region has remained unstable and unpredictable given the resurgence of attacks by Boko Haram in the North East of Nigeria but also in the departments of Logone and Chari, Mayo- Tsanaga, Mayo-Sava and more particularly in the Lake Chad region of Cameroon. This situation has to date caused 321,886 IDPs, 115,921 Nigerien refugees in need of humanitarian aid. The crisis in the North-West and South-West regions has generated nearly 700,000 internally displaced persons and 58,000 people who have sought refuge in neighboring Nigeria. The needs of internally displaced persons mainly concern shelter, non-food items, health, access to drinking water and sanitation, education, food security and the protection of civilians.

General objective of the position

The Protection Coordinator is responsible for the technical supervision of all protection projects implemented by INTERSOS in Cameroon. He/she is in charge of identifying the needs of beneficiaries (refugees, IDPs and host community) in the protection sector, and coordinating the response to said identified needs. The Protection Coordinator is responsible for ensuring that Protection is effectively integrated into the delivery of services provided by the team, and the general quality of the projects implemented, from their design to their implementation.

 

 

 

Main responsibilities and tasks

Coordination and support:

  • Contribute to the design of the protection strategy and provide technical support and assistance in the implementation of protection-related activities;
  • Contextualize and adapt internal and global guidelines, ensuring they are deployed and known to staff members;
  • Ensure cohesion and harmonization of protection activities and services between the various mission implementation sites;
  • Provide training and workshops to protection staff members to build skills on specific protection topics identified
  • Organize trainings and workshops for non-protection staff to develop their skills and knowledge of protection principles and enable them to integrate protection into different sectors;
  • Regularly assess the protection needs and gaps of target populations in current and future areas of operations, periodically update the protection situation analysis and brief program teams accordingly;
  • Create opportunities for experience sharing and learning within the protection team to strengthen cooperation and collaboration;
  • Provide strategic protection analysis and develop periodic trend reports (including aspects of conflict analysis, gender and risk management) from program experiences to improve protection activities. development, implementation, policy setting and advocacy;
  • Ensure that protection data is collected, archived, processed, analyzed and disseminated in an ethical manner, in accordance with internal data protection protocols;
  • Conduct regular field monitoring visits and provide support tools to monitor the quality of program implementation;
  • Identify opportunities for new protection interventions and support assessments and development of new project proposals;
  • In cooperation with the Accountability Unit, support the development of complaints mechanisms for beneficiaries and ensure that complaints are handled properly;
  • In cooperation with the Accountability Unit, monitor the implementation of Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) Policies;

Staff supervision and management:

  • Directly supervise, mentor and coach Protection Specialists and Protection Officers, and conduct regular performance reviews (IRPs)
  • Review the work plans of Protection Specialists and Protection Officers and define priorities with the Protection Project Managers;
  • Organize ad hoc protection meetings with Protection Specialists, Protection Officers and Project Managers to share challenges and priorities, and develop action plans to address them;

Networking and Partnership:

  • Establish and maintain collaborative relationships with donors, partners, project stakeholders and other relevant organizations;
  • Maintain effective relationships with Protection, GBV and PE Clusters and related working groups at the national level;
  • Ensure that Protection Specialists and Protection Managers maintain productive relationships with sub-groups in the field;
  • Ensure that key protection concerns are conveyed to relevant stakeholders to advocate for respect for human rights and minimum standards of protection;
  • Coordinate with other internal departments to ensure good collaboration;
  • Network with Protection Coordinators from other missions to share resources and best practices

Profile required

Education

  • Minimum: BA in a relevant field (social sciences, psychology, social work, human rights, international humanitarian law or other fields related to social development and humanitarian work)
  • Master’s degree (MA or LLM) in human rights, international humanitarian law or related subjects desirable

Professional experience

  • Minimum of five (5) years of relevant professional experience in protection-related sectors, preferably within an international NGO
  • 3 and experience in case of Masters / LLM

Professional requirements

  • Good knowledge of international donor procedure, in particular UNHCR and (desirable)
  • Experience in implementing key protection interventions related to case management, PSS and community protection
  • Solid theoretical, technical and practical experience in protection
  • Excellent interpersonal and communication skills and ability to work and integrate into a multicultural team
  • Essential computer skills (word, excel and internet)
  • Ability to work under pressure, flexibility
  • Problem solver, dynamic, mature, proactive
  • Diplomatic skills in networking with partners, authorities and donors
  • Experience in a complex emergency context involving internal displacement
  • Reporting skills, experience with monitoring tools and systems, data collection and analysis
