NOTICE OF CALL FOR APPLICATIONS OPEN URGENTLY N° 002 BMZ/KFW RURAL DEVELOPMENT PROJECT OF THE NORTH AND ADAMAOUA REGIONS, RURAL INFRASTRUCTURE I & II, FOR THE RECRUITMENT OF THE TECHNICAL SUPERVISOR

As part of the German-Cameroonian intergovernmental negotiations, financing assistance contracts were signed on June 12, 2018 and October 7, 2021 for the implementation of the Rural Development Project in the North and Adamaoua regions “Rural Infrastructure I & II” between the Government of the Republic of Cameroon and the German Government through KfW.
The Project aims to open up production areas. In this context, the NGO JAPSSO has benefited from a Project financing contract for social support for activities and support in monitoring the implementation of this project to ensure the ownership and participation of the beneficiary municipalities. For the northern municipalities, the subject of this contract, it concerns the municipalities of Garoua 3, Lagdo, Ngong, Bibémi and Barndaké (Mayo Hourna). Jobs for foreign students




As part of this contract, the NGO JAPSSO is launching a call for applications for the position of Technical Supervisor of the NGO’s activities.

1. Purpose of the call for applications

As part of the implementation of its activities, the NGO JAPSSO is launching an urgent call for applications for the recruitment of a technical supervisor who will be based in the city of Garoua.

2. Description of the technical supervisor position

3. Position objectives

The technical supervisor’s mission has the following objectives:
Coordinate all NGO actions in support of the implementation of the Project
Support the project, particularly with regard to monitoring its implementation and management, maintenance and upkeep of the works;
Support and supervise municipal pairs
Support the establishment and development by the Municipalities of community organizations (associations, user committees, etc.) for the monitoring, maintenance, management and upkeep of the various municipal infrastructures.

4. Tasks and responsibilities

Under the responsibility of the Regional Coordinator, the technical supervisor must:
Mobilize technical and financial skills in accordance with the service offer;
Ensure the recruitment and training of the five municipal pairs;
Ensure the management of municipal pair contracts;
Ensure social project management of the work on the rehabilitated tracks as part of the project in collaboration with the socio-economist and the TA;
Establish a partnership framework between the municipality and the beneficiary communities for the maintenance of the tracks and structures rehabilitated as part of the project;
Participate in the monitoring and implementation of project monitoring systems, support and supervision of beneficiary municipalities by the pairs;
Carry out the services in accordance with the specifications of this agreement;




Submit an annual plan with detailed quarterly and monthly calendars;
Submit quarterly reports and a progress report every six months;
Ensure that gender-related aspects are taken into account at all levels and measures to prevent HIV-AIDS, Covid-19 and the social environment are integrated when implementing project activities;
Supervise the monitoring of the operation of activities related to the use and management of infrastructure during the warranty period and after final acceptance of the works;
Participate in weekly site meetings;
Participate in monthly site meetings attended by representatives of the beneficiaries, the UGP/consultant and the representative of the municipalities

5. Profile of the technical supervisor
Senior Technician in Civil Engineering/Rural Engineering (minimum bac + 2 or equivalent practical training);
Proven professional experience of at least three years in the implementation (control and management) of infrastructure projects (hydraulics, roads and tracks)
Good command of computer tools (Word, Excel, Powerpoint, etc.) – Mastery of at least one local language spoken in the Region
Good writing skills;
Good team management skills
Good knowledge of the intervention area (Region, Municipalities)
Fluency in spoken and written English (asset)
Team spirit, availability and mobility.
6. Places of performance of the contract:

The places of execution of the contract of the selected personnel are: the city of Garoua with travel to the municipalities of GAROUA 3, LAGDO, NGONG, BIBEMI and BARNDAKE (MAYO HOURNA), beneficiaries of the project.

Working Conditions:

Local law employment contract

Remuneration according to profile, experience and budget availability
Fixed contract duration: 12 months with a 2-month trial period
Start date: April 15, 2025 and upon signing of the contract.




7. Deadline for submitting applications:

In a sealed envelope with the following message:

The documents to be provided are:
A cover letter addressed to the Executive Director of the NGO JAPSSO;
An extract from the birth certificate or a certified copy of the birth certificate or the supplementary judgment in lieu thereof;
An extract from the criminal record bulletin No. 3;
A detailed curriculum vitae;
Photocopy of the latest diploma or certificate
Proof of experience
a 4*4 photo
A visible and legible photocopy of the national identity card or receipt
A medical examination certificate attesting that the candidate meets the physical and mental fitness requirements, dated less than one month ago

Yaoundé, no later than Wednesday, April 9, 2025 at 3:30 p.m., deadline, to the Executive Directorate of the NGO JAPSSO located in Bastos, on the Fifth Level of the Building between the Russian Embassy and the Spanish Embassy;

GAROUA, no later than Wednesday, April 9, 2025 at 3:30 p.m. , deadline, to the North Regional Coordination of the NGO JAPSSO located in the POUMPOURE District, Entrance opposite Express Exchange.
