SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. ment in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
THE MISSION
The coordination team of the Solidarités International (SI) mission in Chad and Cameroon – merged and named Tchameroun – is based in Yaoundé. It is made up of a country director, program coordination (SERA coordinator and manager), an administration, HR and finance department (coordinator, deputies, assistants), a logistics department (coordinator and managers ) and a manager. SI Tchameroun also has three field coordinators (CT). This recruitment notice concerns one of the CT positions, the one based in N’Djamena and responsible for activities in Lake and southern Chad.
SI Tchameroun is present in the regions of Logone Oriental, Lac, Ouaddaï and Sila, in Chad, in the Far North (EN) of Cameroon, in N’Djamena and in Yaoundé. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funds. It is currently carrying out emergency assistance projects – distribution of BNA kits, monetary transfers -, strengthening livelihoods and access to water, hygiene and sanitation. It integrates a strong dimension of empowerment and strengthening of civil society organizations and the resilience of the beneficiaries of its projects. In view of the needs identified, the mission is working to consolidate its positioning in the Far North of Cameroon and in the Lake, South and East regions of Chad. At the same time, monitoring is maintained in the two countries where there are multiple humanitarian situations.
Size of the mission (budget, number of expatriates and national staff):
Bases and sub-bases: 8 including 6 operational, Makary, Maroua, Goré, Baga Sola, Adré and Goz Beïda.
Number of national employees: 90.
Number of international employees: 11.
2023 budget: approximately 4.5 million euros.
JOB DESCRIPTION
Main objective :
Member of the coordination team and under the hierarchical responsibility of the country director (PD), the logistics coordinator works closely with the program and administration/finance/HR departments, in coordination and in the field.
General objectives of the position:
• Manage the mission’s logistics activities to ensure the smooth running of programs.
• Ensure the establishment and maintenance of IS logistics procedures and tools on the mission and ensure their compliance and proper use; be the guarantor of the proper execution and quality of purchasing files for the entire mission, in particular through the appropriation of the Link software.
• Participate in defining the mission’s strategy, drafting project proposals and sizing the resources necessary for IS activities.
• Support the PD in the operational management of security.
• Ensure the link between headquarters and the mission for any questions related to logistics.
Main Challenges:
• Support teams in mastering and popularizing internal procedures.
• Manage the continuous improvement of the logistical dimensions of the mission.
Priorities for the first 2/3 months:
• Ensure compliance and application of the commitments made by the logistics department following the 2023 internal audit.
• Support colleagues, all departments combined, in the appropriation and mastery of the Link software.
• Support the assistant logistics coordinator in taking up the post.
YOUR PROFILE
Training:
Higher training in logistics
Experiences and technical skills:
Experience in the humanitarian sector: 3/4 years
Experience in equivalent position: 0 to 2 years
Mastery of logistics processes including the procurement procedures of the main donors.
Knowledge of logistical procedures related to monetary transfers.
Mastery of Link software.
Ability to build skills, including in a functional relationship.
Skill in gaining perspective and overall vision of a logistics department to optimize the sizing of the mission and projects.
Ability to travel between different bases.
Languages: Excellent command of French, oral and written, and operational mastery of English.
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2860 gross per month (2600 basic salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of €450 per month in Cameroon, €600 per month in Chad.
SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
Living conditions :
• The logistics coordinator will be based in Yaoundé and will travel frequently (approximately once every 4 to 6 weeks) to the mission bases and particularly to N’Djamena.
• Yaoundé is a famously pleasant city, offering many options for outings (restaurants, bars, sports facilities, cultural places, etc.). There is a large expatriate community there.
• The logistics coordinator benefits from a housing pack, under the conditions provided by SI.
Safety conditions:
• Yaoundé and N’Djamena are generally quiet towns. Acts of urban crime have been noted in certain neighborhoods and around markets, so you should be vigilant when traveling.
• Due to the volatile security contexts in SI areas of intervention in Chad and Cameroon, travel in these areas is subject to specific criteria and conditions.
