International Rescue Committee (IRC) is looking as part of its activities in Cameroon for 01 Regional Financial Analyst

Job Overview

As a member of the global finance team, the Regional Financial Analyst is responsible for supporting the Regional Finance Manager in overseeing the financial management of the regional offices in the field. 

The Regional Financial Analyst will report to the Regional Finance Director (RFD). He/she will work closely with the Deputy Chief Financial Officer based in the field, as well as regional counterparts from AMU, SGC, HR, IT and other functional departments.

 

 




 

 

 

Main responsibilities

Financial analysis, budgeting and reporting

  • Consolidate the annual budget (operating budget and forecasts) and produce the analyzes and reports required for the RFD.
  • Manage accounting, payments and financial reporting for regionally managed awards.
  • Assist the RFD in preparing the financial analysis of the COs, including funding status, expenditures, cash flow, and flag any potential risk, etc.
  • Verify the accuracy of financial reports from non-USG donors before submitting them to the donor.

 

 




 

 

Management control

  • Assist the RFD in preparing internal financial reports to share with regional and HQ management.
  • Assist the RFD in providing technical advice and support when requested by Field Offices.
  • Review cash requests from field offices.
  • Follow up with field offices on reviews provided by the consolidation unit regarding field office accounts. 
  • Review analytical package quarterly and provide feedback to countries and RFD on risk areas.
  • Support the RFD in monthly reviews of the financial health of the region.
  • Assist the RFD in the review of the FMO1 report and provide the necessary comments.

Regional financial support

  • Respond to ad hoc requests from country offices in the region or regional staff, as prioritized by the Regional Director of Finance.
  • Proactively identify potential risks and share them with the RFD.
  • Assist the RFD in the closure of internal/external audits and in the development and monitoring of corrective action plans.
  • Perform final financial review of proposal budgets and subsequent realignment prior to approval and submission to donors.
  • Compile waivers (exemptions from cost allocation) approved in the region and track expenses charged to grant U4999.
  • Serve as a super user of Integra.
  • Maintain a filing system for all relevant documentation relating to supported country offices in the region (including all waivers, checklists, FM01s and analyses, budgets, financial report approvals, and any other relevant financial documents, etc. ).
  • Support the RFD in the implementation of planned training of budget holders/project managers/IRC partners in financial management procedures and tools.

Job requirements

  • Bachelor’s degree in accounting or finance, or equivalent experience – Master’s, CPA or CA a plus
  • Proficiency in the working languages ​​used in the region (English, French).
  • Minimum of three years of progressive finance/accounting experience in the not-for-profit sector.
  • Previous work experience in a multicultural international environment abroad is highly desirable.
  • Demonstrated familiarity with GAAP and general knowledge of fund accounting.
  • Previous working experience with large general accounting software – experience with MS D365 desired.
  • Excellent communication skills, including the ability to communicate effectively in a multicultural environment and to diplomatically manage collegial relationships.
  • Strong organizational skills: Ability to be flexible and work under pressure in a fast-paced, team environment.
  • Flexible work attitude: ability to work productively in a team environment and independently, and ability to respond to unexpected demands.
  • Strong computer skills: Ease of using MS Word, Excel, various accounting software, as well as email and internet software.
  • Ability to travel The ability and willingness to travel to local offices as required.
