A. CONTEXT
GIZ is a service provider of international cooperation active at the global level. The GIZ Regional Office in Yaoundé (BRY), Cameroon was opened to provide support to the entire portfolio of Projects and Programs implemented by GIZ. Its main missions are to ensure process compliance and the administrative support necessary to expedite the various development actions by intervention axis carried out in the five countries covered by the BRY: Cameroon, the Central African Republic, Gabon, Chad and Sao Tome.
In order to carry out its activities, the BRY is looking for a Junior Human Resources Expert, as part of its project support mission.
B. AREAS OF RESPONSIBILITY
The incumbent is responsible for the following activities:
Management of employment contracts;
Search and selection of new human resources;
Efficient execution of HR service requests;
Carrying out HR missions in compliance with GIZ Principles and Rules;
Supporting P/Ps in the management and development of their teams;
Application of social rules, jurisdiction in labor matters and GIZ principles and rules in human relations.
C. RESPONSIBILITIES
1. Dialogue with project and program managers

Supports the project on all HR-related issues;
Analyzes and participates in implementing the requests of the Projects/Programs and the BRY Management, the main HR-related activities such as recruitment and integration of staff, skills development, performance evaluation, staff mobility and administrative management of staff.
2. HR recruitment and integration

Analyzes, prepares calls for applications at the request of the projects and programs and in close collaboration with them;
Organizes the search for talent and implements the recruitment process in accordance with GIZ standards;
Welcomes and informs new employees in the execution of the formalities related to their hiring (CNPS registration or declaration, creation of the personal file, registration with the insurer, pre-employment medical examination, etc.) and supports them to facilitate their effective integration;
Collects and ensures the digital and physical classification of the recruitment file.
3. HR administrative management

Collects, processes and classifies personnel files in accordance with the rules and guidelines applicable to GIZ;
Prepares employment contracts for new employees (national and regional staff) in accordance with applicable laws and regulations and submits them for signature;
Ensures contract management and employee monitoring for all matters relating to Human Resources.
4. Skills development
The job holder
Participates in the development of HR instruments and procedures;
Ensures, on the instructions of the HR Manager, the implementation and compliance with strategies for national staff;
Contributes to the skills development actions of national Human Resources (e.g. skills survey, availability planning, consideration when allocating vacant positions, advice, organization and implementation of skills development actions);
Organizes Onboarding Training sessions under the supervision of the HR Director;
Participates in the organization of the evaluation procedure and ensures follow-up with hierarchical superiors.
5. Instruments, methods and HR policy
The incumbent
Controls the quality of data between the SAP-HR system;
Makes proposals for improving current practices within the department in a logic of efficiency and better adequacy with GIZ procedures;
Provides support for the digital archiving of documents that can be archived as part of HR processes;
Contributes to the implementation and compliance with strategies for national staff;
Proposes new tools to facilitate/streamline work a
within the department.
6. Other responsibilities
The incumbent
Assumes other activities and tasks as instructed by his/her superior.
Requirements
A. QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED
Qualifications:
Master (BAC+4) in Human Resources Management, Law, Management or Social Sciences, or any other equivalent diploma.
Professional experience:
3 to 5 years of professional experience in a similar position.
Other knowledge/skills:
Master job interviews and the recruitment process as a whole;
Be able to communicate effectively;
Be flexible and multitask;
Be pressure-resistant;
Have writing skills and a spirit of synthesis;
Have a strong sense of organization and a great ability to carry out autonomous conceptual work;
Have strong knowledge of Labor Law;
Have experience in professional training;
Have a sense of communication and interpersonal skills;
Have a high sense of listening and a great capacity for analysis;
Have experience in conflict management;
Have a very good practical knowledge of the use of information and communication technologies as well as computer applications (in particular Word, Excel, Outlook, teams, Powerpoint, including HR software packages such as SAP HR);
Have a mastery of the French language;
Have a good practice of the English language;
Knowledge of German would be an asset.

Contract period: 2 years renewable
Place of assignment: Yaoundé
Internal classification of the position: Band 3 / under the hierarchical supervision of the Human Resources Manager.
