In close collaboration with the CBT and In-kind/RRM/Seasonal officers of the project, the Meal officer
contributes under the responsibility of the Project Manager (PM) and the MEAL Manager, to ensure the monitoring
of project activities, including: management of project databases, evaluations and
surveys, writing of the project Meal report.
Support the Project Manager and the Meal Manager in the management and implementation of
MEAL activity processes and tools throughout the project cycle and in accordance with MEAL plans,
to ensure the quality and relevance of the intervention.
Work closely with the Project Manager and the Meal Manager to ensure
accountability and complaint management within the project, as well as to foster a culture
of learning and knowledge management with the project.
Missions and Responsibilities
Monitoring and evaluation:
– Provide technical and methodological support to the project for the implementation of
monitoring and evaluation activities, data management (development of questionnaires
for surveys, sampling, data entry methodology, extraction of
relevant data and interpretation) and integration of cross-cutting issues.
– Provide relevant inputs to the development of indicators and means of measurement
in the design and planning phases of the project proposal (
logical framework, definition of indicators, MEAL and accountability plans) ensuring
that MEAL is an integral part of the project life cycle and that resources are
included in the development of the proposal.
– Participate in the development, updating and implementation of participatory monitoring and evaluation tools and processes .
Facilitate accurate data collection andeffective communication of monitoring information in line with agreed objectives,ensuring accountability to WFP, groups and beneficiaries.- Follow up with field officers on the timely implementation ofsurveys (PDM and other surveys/exercises, etc.) in the field, in accordance withMEAL plans.- Propose evidence-based adjustments or new activitiesto improve the quality of operations or approaches used by teams
inconsultation with the Project Manager.- Provide data needed to compile Project Performance Tools(PATs) to Project Managers on a monthly basis.- Contribute to the development of terms of reference for external evaluations and studies, and lead field teams in conducting internal assessment exercises,as required.- Promote all aspects of the MEAL sector to support the creation of anorganizational culture, promote quality programming and ensure that theMEAL system is understood and supported at project and field level.- Respect and promote INTERSOS policies and report to the Project Manager any non-compliance with policies within teams or partners.- Train project staff in the proper use of monitoring tools and support themin the data- Participate in regular meetings with the project team to monitor the activities implementedand adapt MEAL activities accordingly.
– Conduct regular technical assistance field visits to project sites
to support project teams in monitoring ongoing programs.
– Ensure that software and hardware versions of MEAL tools and files are
properly archived, secured and easily accessible, in accordance with the mission
and overall INTERSOS MEAL standards and procedures.
– Support field agents in formulating recommendations to improve activities
and in following up on recommendations.
– Develop learning tools and promote workshops and
learning exercises with field teams with the support of the Project Manager and
Meal Manager.
Data Management
– Develop and implement the project database at the beginning of the project;
– Design maps of the intervention areas of project activities;
– Support the project team in developing data collection tools, as
needed, as well as in data collection and systematic analysis for the project.
– Develop and improve dashboards at the request of the Project Manager and
Meal Manager.
– Ensure regular updating of indicators in the project database and
report on project indicators to clusters and other
relevant stakeholders, as appropriate, in agreement with the Project Manager and Meal Manager.
Feedback and Complaints Response Mechanism (CFRM)
– In collaboration with the Project Manager and Meal Manager, ensure the strengthening and
development of quality MEAL activities and effective and sustainable accountability mechanisms
, including a complaints and feedback mechanism for
beneficiaries, stakeholders and donors.
– In coordination with the Project Manager and Meal Manager, develop, refine, monitor,
systematically analyse and provide feedback on the
project’s Feedback and Complaints Response Mechanism (CFRM).
– Ensure that cross-cutting themes (gender, vulnerable groups, data protection
, etc.) in MEAL activities and community engagement are done in an
appropriate and respectful manner, managing expectations and providing a
transparent and client-focused service.
– In collaboration with other MEAL staff, ensure that
staff regularly receive available AAP and CFRM training.
– Assist in the investigation of complaints by producing all relevant investigation documents
as required.
Reporting
– Provide regular reports on the progress of MEAL activities. Prepare and submit
quality reports ensuring that they are highly accurate, comprehensive and well
documented.
– Provide written reports to the Project Manager, Meal Manager and relevant staff during
field visits. – Support the Project Manager and Meal Manager in producing high quality
analytical reports to illustrate the impact of INTERSOS, including evidence of good practices and replicable programmes, and ensure that they are communicated appropriately . Staff Management – Organize weekly meetings with the entire team under the coordination of the Project Manager. – Identify staff training needs. Promote the use of learning systems and events in coordination with different departments and SMTs. – Train the programme team on MEAL activities, if necessary. – Develop monthly MEAL activity planning and report progress to the Project Manager and Meal Manager. Others – Represent INTERSOS in technical coordination meetings organized by external stakeholders (clusters, other platforms, etc.), and report to the Project Manager and Meal Manager on the most relevant issues. Job Requirements Education – Essential degree in Statistics, Information Management, Social Sciences Demography, Cartography, Social Studies or any related field Professional Experience ▪ Minimum two years of experience in MEAL ▪ Previous experience desirable with some NGOs in some countries in development or emergency situations ▪ Experience in implementing MEAL systems. ▪ Experience in developing and conducting quantitative and qualitative surveys . ▪ Expertise in information management systems (knowledge and background experience in using data collection , data management tools and statistical analysis ) and good IT skills. ▪ Experience in implementing beneficiary complaint and feedback mechanisms is desirable Language ▪ Fluency in French (written and spoken) and knowledge Knowledge
