ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is a 5-year, approximately US$33 million project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. The program consists of HIV prevention and case-finding activities for OVC, as well as

Under the supervision of the Finance Officer, the Administrative and Financial Assistant will be responsible for managing all financial matters of CosMO sub-recipients and implementing partners in a particular zone as well as zone offices . Zone I will include the North West, West and South West regions and Zone 2 will include the Littoral and South regions.
Complete standard financial documents (vouchers, transfer requests, checks, etc.) following prescribed guidelines and distribute as required.
Provide administrative support in processing financial transactions.
Prepare, type, photocopy and scan related documents. File accounting documents and financial reports as directed. Compile supporting documents (liquidation/receipt file) to support the processing of financial transactions. Communicate with staff, sub-recipients, partners, vendors to follow up on required documents.
Maintain the project asset inventory sheet, and ensure that this sheet is up to date. Ensure the administrative management of the staff and the site.
Ensure the financial and accounting management of his area
Keep the cash register and the cash journal up to date; and provide a cash balance report at the end of each week.
Perform data entry for recording financial transactions, after validation by the supervisor.
Ensure the recording of all financial and accounting transactions according to the chart of accounts in order to prepare the monthly financial report to be sent to the finance team at the central level with all the justifications.
Be the focal point for the processing of the monthly bank reconciliation statement in order to transfer all the supporting documents concerning the control of this banking information at the central level.
Be the focal point for the processing of the monthly cash reconciliation statement in order to transfer all supporting documents regarding the control of this cash information to the central level.
Maintain various financial documents (e.g. blank or unissued checks, fuel coupons, etc.)
Manage project vehicles and generators.
Collect the waybills at the end of each month and send them to the logistics team in Yaoundé.
MINIMUM QUALIFICATIONS
Education and experience
Bachelor’s degree in finance or any other related discipline.
Minimum of 03 years of professional experience
• Work experience in an NGO will be an advantage
• Knowledge of TOM2PRO will be a definite advantage.
• Experience in HIV/AIDS projects/programs is a plus, preferably OVC projects and USAID/PEPFAR experience in general. Knowledge of the use of Microsoft Office software.
• Versatility
• Training and facilitation skills.
• Attention to detail, accuracy and timeliness in carrying out assigned responsibilities.
• Proactivity, orientation towards results and service.
• Ability to work under pressure.
• Must be bilingual with a working knowledge of English and French. Regular trips to areas.

The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

• An experience in HIV/ AIDS project/ programs is a plus- preferably OVC projects and USAID / PEPFAR experience in general
• knowledge on the usage of Microsoft Office package.
