Faced with the current humanitarian crisis in the Far North region of Cameroon, Plan International is committed to providing adequate humanitarian assistance, protection, education and quality psychosocial support. Its operations are implemented in the key sectors of Protection (Child Protection and GBV), Education, Nutrition, Health, Wash, Livelihoods, etc. in coordination with other humanitarian organizations and government supervisory structures.
With new funding from UNHCR in the area of child protection. Plan International Cameroon in its Maroua PIIA will implement between January and December 2023, the Project: Education-Child Protection in the Far North Cameroon and food security, for the Sub-delegation of Maroua in the region of the far north. As part of this project, the Assistant Case Manager is responsible for the effective and efficient implementation of activities at the field level under the technical supervision of the officer in charge of child protection in emergency situations. . He is also responsible for the design/review and the effective and efficient implementation of GBV and child protection activities at the field level. Besides,
ROLE DIMENSIONS:
The incumbent of this position is responsible for the effective and efficient implementation in the field (refugee camps and out of camp) of protection activities, including gender-based violence (GBV) and the protection of children in situations of conflict. emergency, in accordance with Plan International’s emergency humanitarian response in the Far North region “ERP”, UNHCR’s Multi-Year Strategic Plan 2022-2026, guidelines and strategies for the protection response to refugee children and others under the UNHCR mandate applicable in Cameroon. The Case Management Assistant, will provide case management services in collaboration and under the supervision of the Protection Officer/Case Supervisor and will participate in case management conferences in the Minawao refugee camp,
The Assistant Case Manager will work directly with the Child Protection Officer/Case Supervisor, community outreach workers, Child Friendly Space Facilitators, members of Community Child Protection Mechanisms, sectoral at district level, administrative and local authorities, other humanitarian actors in the area, refugee camp managers and IDP sites, etc. to ensure proper implementation of planned GBV and child protection activities. He/she will participate in technical project coordination, support and advocacy with the local specific protection group and sub-working groups on child protection and gender-based violence, as well as with ‘
KEY RESPONSIBILITIES AND OUTPUTS:
1. Assessment
• Contribute to the review, assessment and update of the situation of child protection and gender-based violence in the Far North;
• Organize community meetings to prevent and mitigate child protection risks;
• Ensure the identification and management of child protection and GBV cases by providing them with appropriate services adapted to their needs in compliance with standards;
• In collaboration with the protection officer/case supervisor, conduct best interests assessments of children whose cases are under management;
• Identify the capacity building needs of volunteers, mechanisms and community leaders, assess their knowledge and skills and, accordingly, provide learning opportunities through trainings, workshops and/or simulation exercises ;
• Identify the needs for birth certificates at the community level and facilitate the transmission to the civil status services for the establishment of birth certificates;
• Ensure the updating of data on identified cases, birth certificates and assistance in the database.
2. Program design
• Contribute to the process of mapping institutional response support services to gender-based violence and humanitarian child protection in the department;
• Contribute to ensuring that issues of gender, education, sexual and reproductive health, conflict sensitivity and Plan guidelines and international child protection standards are taken into account in data collection and assessments of needs,
• Participate in coordination meetings and CPiE/GBV sub-groups at district level;
• Write and submit weekly and monthly activity reports to the protection officer/case manager supervisor
3. Management and implementation of the response
• Ensure the quality of the implementation of activities and services, as well as compliance with protection standards
• Ensure the implementation of psychosocial support activities carried out in community centers and / or communities
• Provide guidelines community mobilizers in the implementation of participatory community activities, sensitization sessions and campaigns and in general communication with communities;
• Ensure the updating of data in the database.
• Responsible for the correct and quality implementation of the case management component of child protection in emergencies projects.
• Facilitate the identification of separated and unaccompanied children as well as vulnerable children (tools and methods);
• Ensure response to immediate child protection issues while addressing long-term needs.
• Ensure that all documentation, records, reports and logs are retained.
• Ensure that all cases are managed in accordance with the principles of confidentiality and security;
• Ensure that objectives for all case management activities are met.
• Provide community animators with technical sheets to carry out sensitization and monitoring activities of community mechanisms;
• Support the organization of awareness-raising activities by community intermediaries, CFS facilitators and members of community child protection mechanisms for displaced persons and children from host communities;
• Organize the implementation of awareness campaigns and celebration of commemorative days (day of the young girl, children’s rights, international day of the African child, etc.);
• Ensure that cases of vulnerability and abuse are referred to competent humanitarian actors;
4. Monitoring, evaluation, accountability and learning
• Make field visits to targeted communities based on a weekly plan to ensure and monitor the implementation of activities, identify and report to the protection officer, • Ensure assessment, documentation
, proper tracking of all referrals and reporting accordingly;
• Facilitate the coaching of community volunteers on various topics, as indicated in the implementation plan;
• Participate in case conference meetings;
• Monitor the activities of committees to combat gender-based violence, youth committees, girls’ clubs and community relays on the basis of various action plans;
• Ensure with community volunteers the implementation of life skills activities with groups of young people (girls and boys) in the refugee camp and IDP sites, refugee sites and communities of welcome ;
• Identify and report to the Protection Officer/Case Supervisor opportunities, constraints and necessary adjustments;
• Contribute to the monitoring and evaluation of Plan International’s activities in the field of gender-based violence and humanitarian protection of children and relay recommendations to improve the design of the programme;
• Ensure good follow-up of all cases referred and report accordingly to the case supervisor;
• Ensure that Plan International Cameroon’s child protection policy is adhered to and that any concerns are reported.
• In collaboration with the monitoring and evaluation team and other members of the emergency response, support the implementation of the feedback mechanism by capturing and reporting the views of children, young people, members of the community and other partners about Plan International’s work to improve it.
5. Information and Coordination
• Contribute to the reporting of (S)GBV and CPIE Activities according to donor and program requirements, in particular in the implementation of the mobile units project.
• Represent Plan International in the coordination meeting mechanisms of the sub-working group on gender-based violence and child protection, camp management and coordination, at the sub-division level;
• Share all information, quality data and trends of incidents that affect children in time to the child protection specialist in emergencies
6. Human resources and administration
• Supervise community volunteers and space supervisors friends of children in the project’s target areas (in Mayo Tsanaga, Sava);
• Participate in the training and briefing of animators and community workers and other key actors on gender-based violence, child protection in emergencies and/or related issues., • Provide
a technical support to community volunteers in charge of identifying cases of abuse
Problem management:
• The complexity of the problems managed and dealt with and the degree of reflection, analysis and creativity required to resolve them;
• The position requires permanent interventions in camps and in conflict-affected areas, often at risk. This requires staff to exercise caution and respect humanitarian principles, gender and inclusion, gender and security guidelines;
• Decisions can affect the lives of thousands of vulnerable children, donors, staff safety and Plan International’s reputation in the humanitarian sector and in the media.
• Excellent creative leadership skills will be used to correct the implementation of GBV and child protection related activities, in line with the Child Protection minimum standards, directives and guidelines case management and GBV as well as principles and SOPs as is often the case in emergency response.
• He/she will have to work under pressure and accept working conditions in a complex and multidimensional context.

KNOWLEDGE, SKILLS AND BEHAVIORS REQUIRED TO ACHIEVE JOB OBJECTIVES:
EXPERIENCE
• Bachelor’s degree in social sciences, law, education or related field with good knowledge of established international child protection standards and CPIE principles can be an advantage;
• Minimum 2 years of relevant professional experience in the protection sector
• Be able to speak one of the local languages, mainly Fulfulde, Hausa, or any local language of the Far North region;
• Practical and relevant experience of emergency operations and case management of GBV and child protection
• Experience of participatory approaches to child protection and GBV in emergencies, including the centered approach on survivors, community outreach and the best interests of the child.
• Experience of community work in refugee camps or IDP sites and the multidimensional context of one of the departments affected by the conflict in the Far North of Cameroon (Mayo Tsanaga and Mayo Sava) is an asset.
KNOWLEDGE AND SKILLS
• Good knowledge and understanding of humanitarian principles and established international standards in child protection is an asset.
