PROJECT SUMMARY
Since April 1, 2021, Catholic Relief Services (CRS) has been supporting the National Episcopal Conference of Cameroon (CENC) in the implementation of the Key Interventions Project for the Development of Systems and Services for Orphans and Vulnerable Children (KIDSS ) in the Center and East regions. NCPC coverage of the KIDSS Project will extend to the Central Region beginning October 1, 2022. Said coverage will be under the Transition Plan of a Cooperative Agreement (AID-624-A-14-00004) funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), so that Catholic Relief
Services (CRS) is implementing the KIDSS project in Cameroon. In the Center region of Cameroon, the National Episcopal Conference of Cameroon (CENC) will continue to implement the KIDSS project to address the challenges of sustainable care and support for Orphans and Vulnerable Children (OVC) by building capacity of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support to children infected and affected by HIV in Cameroon. In these regions, KIDSS, through the CENC, will partner with three (03) faith-based organizations, four (04) civil society organizations, the government of Cameroon and other stakeholders to reach OVC and their families.

POSITION SUMMARY
As a Project Officer – Case Management within the KIDSS Project program team, you will provide technical support and oversight to local organizations implementing community-based project activities in support of the work of the National Episcopal Conference of Cameroon (CENC); serving OVC and their caregivers. You will work closely with the Area Manager and other project staff to support local organizations in using a family-centred, strengths-based case management approach to ensure beneficiaries receive direct services of high quality and references according to their needs. Direct services include, but are not limited to, enrollment of people living with HIV/AIDS and their case management in households, adherence counselling, educational support, economic strengthening of households, positive parenting, adolescent services, development of early childhood, WASH and nutrition. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly strives to improve the impact of its benefits for those we serve.
JOB RESPONSIBILITIES
Support for project coordination
Accompany local implementing partners in the coordination, organization and compliance with norms and standards during the implementation of all activities of case management, direct services, as outlined in the detailed implementation plan, in accordance with NECC Program Quality Principles and Standards, donor requirements and good practice.
Continuously monitor and report on identified challenges and/or gaps to inform adjustments to implementation plans and schedules. Assist partners in their efforts to reflect on project experiences.
Support partners in their efforts to collect and analyze project data according to specified mechanisms and tools. Assist local partners to prepare reports according to established schedule.
Assist in the development of capacity building plans based on staff capacity needs and postal technical assistance needs of
partner organizations in case management, referral and direct services; coordinate capacity building activities for local partners, including training facilitation, supportive supervision, coaching and mentoring; monitor capacity building and technical assistance activities to ensure effective impact.
• Support accountability by assisting partners in their efforts to collect and analyze project data according to specified mechanisms and tools. Collaborate with the local partner(s) to prepare the reports according to the established schedule.
• Assist partners in the correct and timely use of project funds and reports.
• Help identify information for case studies and promising practice reports.
• Participate in HIV treatment center coordination meetings and represent the area manager in health district coordination meetings.
MINIMUM QUALIFICATIONS
Education and experience
• Graduate degree in social sciences, nursing degree and MPH would be a plus.
• Minimum of 4 years of professional experience in the field of project support.
• Prior knowledge or experience in community health, particularly in the area of HIV prevention services for children and adolescents, social mobilization and psychosocial services is highly desirable.
• Knowledge and work experience in the Center region are strongly desired.
• Experience in facilitation, participatory action planning and/or community engagement required.
• Experience in capacity building of staff and partners desired Experience in monitoring projects and collecting relevant data desired
• Experience in the use of MS Windows and MS Office packages (Excel, Word, PowerPoint).

Language required/desired. Fluency in French, professional fluency in English required.
Travel required: 15% travel within Central, Cameroon.

External: KIDSS project local implementing partner staff, PEPFAR care and treatment staff (clinical partners), USAID and PEPFAR representatives, consultants.
