the French association Première Urgence Internationale is looking for:
Two (02) COMMUNITY SUPERVISORS

Context
Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity,
non-profit, apolitical and secular. Its objective is to meet all the basic needs of
civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations
of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East,
the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition,
infrastructure rehabilitation, water and sanitation and economic recovery.
PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North
(EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential
Household Items (AME)/Shelter.

 

 




Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri
where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism
(RRM).
In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West.
and South West. This situation leads to population movements fleeing to areas considered
safer, particularly in the West region which is one of the main reception points for the
displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and
adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.
In this context, PUI is recruiting a Community Supervisor for the Maroua base.

 

 




Overall objective:
The Community Supervisor works under the responsibility of the Deputy Project Manager
Multisector in Maroua or Kousseri and coordinates community activities mainly nutrition
and water, hygiene and sanitation with strong community involvement and ensures compliance with
technical recommendations and standard procedures of Première Urgence Internationale.
Specific objectives:
1. Operational monitoring
2. Logistics and Administration
3. Reporting and communication

 

 

 

Responsibilities and activities to be carried out
1. ENSURE OPERATIONAL MONITORING
– He/She sets up tools for monitoring community activities: nutrition, WASH, awareness
of household economy, etc;
– He/She initiates decentralized screening and management activities for malnutrition by relying
on the community, promoters and community relays;
– He/She recruits and trains investigators/relays to carry out active and passive screening;
– He/She monitors the screening of children under 5 in the area of ​​intervention;
– He/She analyzes the results of the screening and ensures the reporting;
– He/She monitors the referral of SAM children to the care CSIs;
– He/She ensures that SAM children are well received in the care units;
– He/She organizes community sensitizations on food and nutrition;
– He/She organizes cooking demonstration activities with IYCF groups;
– He/She trains IYCF groups on porridge fortification and food diversification;
– He/She gives dietary advice to groups or individuals with specific needs who
require it during education, information and nutritional health promotion sessions;
– He/She initiates community awareness activities in support of the WASH component (
container washing demonstration, hygiene awareness workshop, support and establishment of
water point management committees, etc.);
– If necessary, he/she supports so-called soft activities as part of the food assistance component: awareness
the household economy, etc.
– He/She monitors compliance with hygiene rules within the framework of the activities for which he/she is
responsible;
– He/She manages the information relating to his/her activities (registration, monthly report) and the
necessary forms;
– He/She manages food stocks (consumption, inventory, needs assessment, orders, etc.);
– He/She supervises the activities of community relays and IYCF groups within the framework of
nutritional activities;
– He/She works in collaboration with the head of SAM child care units for
the follow-up of referred cases;
– He/She regularly assesses the quantitative and qualitative results of the activities for which he/she is responsible;
– He/She establishes Terms of Reference for the planned activities;
– He/She establishes a work schedule for the activities for which he/she is responsible and has it validated by his/her
Deputy Project Manager (ARP).
2. ENSURE LOGISTICAL AND ADMINISTRATIVE MONITORING
– He/She respects the procedures and directives expressed by his/her Deputy Project Manager and the
administrative department, in the context of the recruitment of daily staff;
– He/She applies security procedures;
– He/She controls the quality and quantity of materials delivered to the activity sites;
– He/She ensures the reception and storage of the equipment and tools necessary for the conduct of his activity
on site;
– He/She draws up a movement schedule in collaboration with the Distribution Supervisor and submits it to the
ARP for validation;
– He/She sizes the input needs for the realization of cooking demonstrations for each
site in an appropriate manner.
3. ENSURING REPORTING AND COMMUNICATION
– He/She monitors his/her monitoring tools and files archived at the PUI office, accessible to the RP; 3
– He/She actively participates in the preparation of nutrition activity reports (nutritional awareness ,
cooking demonstration, evaluation of the nutritional status of children, etc.);
– He/She participates in seminars and training workshops useful for carrying out nutritional activities and
achieving project objectives;
– He/She reports to his/her ARP on the progress of the activities and specific tasks entrusted to him/her, the
problems encountered, the quality of relations with the beneficiaries;
– He/She reports any information or difficulty related to his activity, PUI programs or
security aspects;
– He/She remains attentive to the population and the local authorities in order to collect the needs, the grievances,
the major events that may have consequences on the activities of PUI;
– He/She works in close collaboration with community relays and heads of
nutritional care units for children under 5;
– He/She collaborates with the administration and the local authorities;
– He/She participates in feedback meetings and nutrition clusters.
The list of tasks described above constitutes the general framework of functions. The job profile may be
clarified or modified at the request of the employee or his immediate superior and after validation by
the Administration.
Profile sought:
 Hold at least a Bacc+2 level diploma in nutrition and WASH, with
a strong community approach.
 Professional Experience
– Justify at least two (02) years of experience in community nutrition/community approach;
– One (1) year work experience in a similar position in a humanitarian organization would be an asset
 Knowledge and skills required
– Good knowledge of the Far North region and the cultural and food habits of the
communities making up the area intervention;
– Facilitation techniques;
– Report writing ;
– Good capacity for analysis and synthesis;
– Organizational skills, time and priority management;
– French
– Office Pack (Word, Excel, Powerpoint, etc…)
– Local languages ​​of the area of ​​intervention (Arabic Choua, Fulfulde, Mandara).
 Knowledge and skills appreciated
– Knowledge of WASH
– English
