1. Background

Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.

 

 

 

Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North Region of Cameroon. Planned programs include environmental health, food security, protection and rule of law, and protection and empowerment of women.

As part of food security projects, IRC implements multi-purpose cash transfer projects for monetary assistance to the most vulnerable populations of communities affected by the conflict in the Far North of Cameroon. The objective of the program is to facilitate beneficiaries’ access to food and non-food commodities without adopting negative coping strategies to meet basic needs and/or to protect, initiate or restore livelihoods or economic activities during or after a humanitarian crisis.

Summary

The Economic Recovery and Development Program Community Mobilizer will report to the Cash and Livelihood Assistant and be responsible for the implementation of cash transfer activities at the village level as indicated. This is a fundamental field position for the implementation of Unconditional Cash Transfer (UCT) activities. The community mobilizer spends most of his time in the field to identify target communities, establish relationships with community authorities, participate in the implementation of field activities such as community mobilization, identification of potential beneficiaries , the selection of beneficiaries using a participatory approach, the distribution of tools to ensure transfers,

 

 

Area of ​​intervention

The 02 Community Mobilizers sought will be based in the district of Mora in Mayo Sava. Start of contract: September 2023

4. Job objectives

· Lead the community mobilization process,

· Implement a community participatory approach targeting for the identification and registration of project beneficiaries,

Participate in daily activities related to cash transfer in the field,

Support households in the proper management of financial resources,

Monitor village savings and credit (AVEC) in the villages targeted by the project.

5. Responsibilities

The Community Mobilizer will have the following responsibilities:

Participate in sensitizing key actors, community authorities, communities and target households on program objectives, deadlines, rights and on program activities in general, Participate

in sensitization of key stakeholders, community leaders, communities and households on program objectives, timelines, amounts and on general program activities, Work closely with targeting and complaints management

committees (CGP) and collaborate with them in the identification and selection of beneficiaries,

· Participate in the distribution of cash and beneficiaries.

3. Other Responsibilities

· Ensure that all activities will be implemented in accordance with IRC’s operational policies.

· Other additional tasks assigned by the supervisor.

4. Technical Qualifications

· Experience in an NGO preferably,

· Proven ability in community mobilization, identification, selection and registration of beneficiaries is strongly required;

· Have experience in collecting quantitative and qualitative data with digital tools;

· Excellent written and oral communication skills in French;

· Have a good presentation and a respectful attitude towards beneficiaries, local authorities, community leaders, colleagues and hierarchical superiors;

· Compulsory mastery of local languages, cultures and traditions (especially Mandara, Kanouri).

5. Monitoring

· Collect relevant data during the implementation of the project and provide regular reports to his supervisor,

· Monitor the process of payment of beneficiaries by local operators during distribution and manage or report complaints thereon.

Assist in the collection of data during surveys and post-distribution evaluations if necessary ,

· Manage complaints from beneficiaries and non-beneficiaries,

· Support households in the proper use of financial resources.

6. General

· Undertakes to respect the IRC Way (IRC Ethics).

· Undertakes to ensure the optimal implementation of these Policies in its work environment.

· Is available to carry out any other ad hoc task deemed useful by his direct superior or by the IRC.

· Produce weekly activity reports.

Profile

Have the Baccalaureate or the level of the Terminale class or any other equivalent diploma,

Minimum 1 year of professional experience with cash transfer programs (desirable),

Professional experience in a similar position related to community mobilization,

Have a good knowledge of the field especially of the said locality;

Excellent written and oral communication skills,

Be flexible, able to work in a team sometimes under pressure and sometimes outside working hours and days often in an unstable security environment,

Be of Cameroonian nationality,

Have computer skills (Word, Excel,) would be a plus.

3. Composition of the application file

· Photocopy of the national identity card;

· Photocopies of documents justifying the candidate’s experience (training and employment certificates, work certificate).
