PURPOSE OF JOB
Working in 54 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, especially those who are excluded or marginalized, with high quality programs that bring lasting benefits by increasing one’s income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries where we operate.
Given the current humanitarian crisis in the Far North region of Cameroon, Plan is committed to contributing to the effective participation of young people in peacebuilding efforts. The action of the project is to support peace and security and strengthen stabilization efforts in the Lake Chad Basin by improving the coordination of stabilization activities and therefore reducing the gap between political intentions and realities on the ground.
DIMENSIONS OF THE ROLE:
Under the direct supervision of the DGV site supervisor, assistant -Distribution is responsible for the direct implementation of the project and its monitoring.
Specific tasks:
Under the control of the Food Distribution Site Supervisor, the Distribution Assistant is responsible for:
Propose distribution locations in the Localities or the camp as needed;
Establish and submit monthly food distribution distribution plans in close collaboration with partners and Coordinator
Prepare distribution lists and maps
Plan transport and storage at distribution points in collaboration with the supervisor;
Supervise the loading and unloading of food;
Be in contact with local authorities, refugee management committees, representatives, distribution committees etc.
Ensure full compliance with the eligibility criteria of beneficiaries during registrations
Centralize the information of the distributing agents under his supervision;
Ensure the cleanliness and compliance of the equipment set by PAM and report what is missing for a possible supplement;
Check whether the quantities will be sufficient to cover the entire population;
Organization of all DGV workers, handlers, field agents, distribution committees are informed of the distribution operation at least one day in advance according to the established schedule;
Supervise distribution agents and ensure distributions in order to ensure that they run smoothly with respect for beneficiaries: implementation, control of quantities received, beneficiary eligibility control, security, assistance to the most vulnerable people, cleanliness of the site and stores etc.
Monitor the work of volunteers participating in the distribution as well as distribution agents;
Ensure security at the distribution sites in these coverage areas
Participate in the debriefing session and Formulate to the supervisor/Coordinator recommendations for the following distributions;
Lead the distribution teams under his responsibility and participate in their supervision
Write daily, weekly and monthly distribution reports;
Monitor the implementation of activities in accordance with the memorandums of understanding signed with cooperating partners and reported on the progress of activities; Organize and supervise distribution activities;
Prepare regular reports on the progress of activities and on the evolution of the basic indicators of the food security of the targeted populations;
Organize and ensure post-distribution follow-ups and produce reports;
Ensure compliance of program execution with established procedures.
Organize and Supervise distribution activities
Conduct follow-up visits to beneficiaries,
Conduct focus groups to inquire about beneficiaries’ perception of the assistance received;
Plan and participate in surveys with the supervisor and M&E teams;
Enter data ;
Write post-distribution reports
Perform any other distribution-related tasks requested by the Supervisor;
Contribute to the drafting of final distribution reports;
Organize and strengthen community awareness before, during and after the assistance. Ensure the cleanliness and compliance of the equipment set by PAM and report;
Collaborate closely with his supervisor and the other members involved in the distribution and avoid entering into controversy with anyone during the distribution;
Be vigilant so that the quantity provided for each is respected;
Avoid serving unbalanced rations to the same beneficiaries.
Administrative Aspects
Ensure the management and follow-up of the materials provided or delivered to the activity sites.
Develop the work schedule with the supervisor;
Support for the recruitment of DGV workers;
Qualifications required
Bac +2 in social / human sciences, agronomy or in a related field
Work experience in a national or international humanitarian NGO;
At least 1 year of experience in general food distribution programs.
Have a good knowledge and understanding of humanitarian principles and international standards for the protection of children
Have knowledge of Plan International policies and procedures, Sphere standards, basic humanitarian standards
Know how to use computers and master common software (Word, Excel and PowerPoint publisher, LESS etc…).
Good writing skills;
Position environment requirements and demands
• Period of intensive work at any hour of the day and night.
• Work in several places and movements.
Linguistic knowledge
Excellent command of French (spoken and written) good knowledge of English (spoken and written), Kanuri, Hausa, Mafa, Fulfuldé are an asset.
