TWO (02) LOGISTICIAN (NE)S BASES
Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to meet all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

 

 

PUI has been present in Cameroon since 2008, first on the East / Adamaoua front then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene and Sanitation (WASH), Nutritional Food Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).

In addition, Cameroon has been facing an internal crisis since 2016 in the English-speaking regions of the North-West and South-West. This situation leads to population movements fleeing to areas considered safer, particularly in the West region which is one of the main reception points for the displaced and in which PUI has decided to implement a project RRM inspired by the project in the Far North and adapted to the local context. This project covers the Food Assistance, WASH and Shelter/AME sectors.

In this context, PUI is recruiting two (02) Logistician (ne) s base. Overall objective:  

 

 

Under the direct responsibility of the Field Coordinator, the Base Logistician (“Base Log”) is responsible for the proper functioning of the base’s logistics services. This work is carried out by respecting the PUI procedures, those of the organization’s donors and by ensuring the smooth running of the programs.

Responsibilities and fields of action
– Supplies: He/She supervises the daily management of supplies (purchase, transport, storage) for the projects and the base, in conjunction with the various stakeholders involved. He/She is the guarantor of compliance with the procedures and logistical tools of Premiere Urgence Internationale set up in his/her area of ​​intervention and more generally on the mission.
– Durable equipment: He/She supervises the day-to-day management of IT, tele/radiocommunication and energy supply equipment in the area.
– Motorized fleet: He/She supervises the daily management of the fleet of motorized equipment, vehicles and generators, ensuring their availability, safety, maintenance, etc.
He/She is able to anticipate and bring up the needs of the program teams.
– Operation of the bases: He/She supports the teams in the opening, redeployment / installation / rehabilitation / closing of bases.
– Internal audit and archiving: He/She participates in the control of purchasing files and ensures their compliance with PUI procedures, as well as their appropriate classification.
– Other general activities: He/She participates in the centralization and dissemination of logistics information within the mission and consolidates internal and external reporting in this area. He/She provides logistical training to national staff, as needed. He/She may be required to represent the association with partners, authorities and various local actors involved in the areas of mission logistics and security in the area.

Specific objectives and associated activities 1- ENSURE THE IMPLEMENTATION IMPLEMENTATION OF SECURITY PROCEDURES – He/(She) ensures daily compliance with the security rules defined in his area.

 

 

– He/she ensures that the security and biosecurity procedures are properly implemented as defined in the security plan.
– He/she participates in the analysis of the security context.
– He/she sends security information to his/her superior.

2- SUPPLY AND PURCHASING  
– As direct supervisor of the Buyer of his/her affection base, He/She ensures the supply of the base (support and program) and addresses the needs – after validation with the/ of the Base Manager and the CLOG each month, ensuring that internal and donor procedures are respected and that commitments are in line with available budgets.
– He/She trains and assists the Buyer in mastering the purchasing management tool made available to him/her – He/She can make purchases according to PUI’s internal procedures.
– He/She is in contact with the suppliers in the area.
– He/She ensures through, in particular, his validation of the purchase files that the PUI purchasing rules and those of the donors financing the programs of the mission, are known and respected by the Buyer.
– He/She supports the buyer in the drafting of purchase contracts in connection with his area of ​​assignment. He/She ensures that these are adequate in terms of regularity, efficiency and sharing of responsibilities between PUI and suppliers.
– He/She supports the Buyer, if necessary, for the follow-up of the Purchase Requests of the base which are to be sent each week to the coordination.
– He/She supervises and supports the organization of transport of goods and equipment between the different PUI bases.
– He/She ensures through regular checks that all logistics documents (purchase, vehicle tracking, etc.) are compliant and archived in accordance with PUI archiving procedures.
– He/She is the link between the Program departments and the Logistics department for all matters relating to purchases.
– He/She prepares expenditure forecasts in conjunction with all members of the logistics team at his/her base.
– He/She supervises and supports the Base Logistician Assistant in the proper management of the stock, and ensures that the internal procedures concerning storage are respected.
 

 

3- MANAGEMENT OF DURABLE EQUIPMENT
– He/She ensures that the file of durable equipment in connection with the Yaoundé Coordination is up to date.
– He/She performs random checks in order to verify the existence and compliance of durable equipment log codes and, if necessary, regularize the situation with the support of the Deputy Co-log and the Co-Log.

4- MANAGEMENT OF THE AUTOMOBILE FLEET
– He/She supervises the Base Logistics Assistant.
– He/She assists the Logistics Assistant of the base when drafting the weekly schedule of vehicle movements in the department and those between bases.
– He/She checks the condition of the vehicles (PUI & rental) and ensures that they comply with the safety criteria defined by PUI.
– He/She participates in the training of drivers, in compliance with procedures and safety rules specific to PUI.
– He/She can verify the presence and proper use of Logbooks.
– He/She checks that the teams leave for the field with the appropriate means of communication, making it possible to locate them at any time.
– He/She manages all the reporting related to the management of the base fleet with the Logistics Coordinator (check-in, monthly report, checking the invoices sent to him, etc.)
– He/She checks that the Logistics Assistant keeps track of fuel consumption
– He/She ensures the presence, classification and monitoring of administrative documents for each vehicle.

5- MOVEMENT MANAGEMENT
– He/She communicates the various movement schedules to the departments concerned
– He/She organizes the movement of goods and people by road. He/She checks with the administrative department of his base that the planned air travel on the mission can take place.
– He/She ensures that the communication equipment necessary for the safety of road travel has been given to the teams concerned (Thuraya)
– He/She helps in the planning of the delivery of program goods to the intervention sites in connection with operational teams.

6- MANAGEMENT OF THE MAINTENANCE OF THE BASES AND SUB-BASES
– He/She contributes to maintaining the bases and the equipment present in his area in good working order.
– He/She participates in collaboration with the Base Logistics Assistant in monitoring the various works and maintenance operations.
– He/She makes proposals for the improvement of living and working conditions.

7- COMPUTER/TELECOMMUNICATIONS
– He/She is responsible for the computer park of the base.
– He/She ensures compliance with the back-up policy established at mission level.
– He/She provides support, through his/her knowledge, to the computer problems encountered by the base staff.

8- HUMAN RESOURCES MANAGEMENT
– He/she supervises the entire logistics team of the department.
– He/she plans and organizes the activities of the logistics team of his/her base.
– He/She sets the objectives, carries out staff evaluations under his/her supervision, possibly with the help and support of the Field Coordinator.
– He/She may be required to be consulted for recruitments/sanctions/dismissals concerning the logistics team he/she supervises.
– He/She comes in support on aspects of training and supervision of drivers, guards.
– He/She organizes regular formal meetings with the other stakeholders of the logistics department.
– He/she participates in all base meetings involving the logistics department.
– He/She participates in the logistical briefings of newly assigned staff in the area.

9- REPORTING
– He/She centralizes all the logistics data and writes the monthly logistics report relating to his/her tasks
– He/She compiles all the logistical data (Vehicles, Purchases, Contract, stock, asset tracking, etc.) before communicating them to the various Coordinators.

Profile sought:
Hold a Bacc+3 in Logistics and Supply Management or any other equivalent diploma in logistics, Bacc+4 or Bioforce training appreciated.

-Professional Experience:
– Experience of at least two (02) years in a similar position in an international organization.
– Experience of at least one year in supply management.
– Experience in team management
– Experience in security management appreciated – Experience in an emergency context appreciated.

-Mandatory knowledge and skills
– Knowledge of stock procedures, car fleet management and telecommunications
– Knowledge of procurement and the implementation of framework contracts
– Knowledge of institutional donor procedures (EU, ECHO, FFP/USAID, BPRM – French
– Knowledge and practice of local language – Office Pack (Office 365) –
