the French association Première Urgence Internationale is looking for:
Logistics Officers

Background:
Première Urgence Internationale (PUI) is a
non-profit, apolitical, and secular non-governmental organization dedicated to international solidarity. Its objective is to meet all the basic needs of
civilian victims endangered, marginalized, or excluded by the effects of natural disasters, wars, and
economic collapse. PUI is present in 22 countries in Africa, Asia, the Middle East,
the Caucasus, and the Caribbean, and operates in the areas of food security, health, nutrition,
infrastructure rehabilitation, water and sanitation, and economic recovery.




PUI has been present in Cameroon since 2008, first on the Eastern Front / Adamaoua, then in the Far North
(EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water, Hygiene
and Sanitation (WASH), Food, Nutritional Security and Livelihoods (FNS),
Essential Household Items (EH&S)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri
where teams carry out projects in WASH, WASH, and Shelter as part of the Rapid Response Mechanism
(RRM).

Overall objective:
Under the direct supervision of the Far North Logistics Manager, the Logistics Officer participates in the
implementation of the base’s logistics activities in order to provide the necessary resources for the
implementation of the programs that Première Urgence Internationale is developing in the Far North Region
of Cameroon.
Responsibilities and scope of action
1. Contribute to the management of base security
2. Ensure the management and administrative management of the staff under his/her
hierarchical
3. Ensure the supervision of the base’s logistics teams
4. Participate in the provisioning of the base
5. Ensure the development and maintenance of base buildings
6. Ensure the management of base equipment




7. Ensure the daily and administrative management of the base’s vehicle fleet
8. Participate in reporting and internal and external representation of the base’s logistics service, if
applicable
9. Participate in the financial management of the base
Specific objectives and activities to be carried out
1. CONTRIBUTE TO THE MANAGEMENT OF BASE SECURITY
 He/She participates in updating the monitoring of SECU events.
 He/She participates in implementing and enforcing all the security rules defined on the
base.
 He/She participates in the collection and transmission to his/her line manager of
security information on the base.
 He/She ensures that the buildings in the base coverage area are compliant and equipped
according to the organization’s security standards.
 He/She ensures the implementation and compliance of security procedures in the coverage area
of ​​his/her base and, where appropriate, organizes training sessions for his/her line manager.
 He/She reports to his/her line manager any breach of the security rules of his/her base.
 He/She ensures that the safety trunks and first aid kits are up to date.
2. PROVIDE MANAGEMENT AND ADMINISTRATIVE MANAGEMENT OF STAFF UNDER HIS/HER
HIERARCHICAL RESPONSIBILITY
 He/She ensures the daily management of the activities of the logistics staff under his/her
hierarchical responsibility, defines priorities, ensures the smooth running of everyone’s tasks and arbitrates any conflicts
.
 He/She ensures the administrative management of the staff under his/her hierarchical responsibility in collaboration
with the administration.
 He/She conducts evaluation interviews of the staff under his/her hierarchical responsibility and participates in
interviews of the staff with whom he/she has a functional link.
 He/She provides training for the staff under his/her hierarchical responsibility.
 He/She provides training in the organization’s logistics procedures and tools under the supervision of
his/her hierarchical manager.
3. SUPERVISE THE BASE’S LOGISTICS TEAMS
 He/She participates in the supervision of the entire base’s logistics team.
 He/She communicates regularly with all staff with whom he/she has a functional link.
 He/She plans his/her team’s leave in collaboration with the Human Resources department.
 He/She participates in the recruitment of the base’s logistics staff.3
4. PARTICIPATE IN THE REALIZATION OF THE BASE’S SUPPLY
 He/She Makes purchase requests to the Purchasing Logistics Manager as needed and in
accordance with the schedule.
 He/She Ensures the management of general resources stocks (fuel, stationery, electrical equipment,
sugar, tea, coffee, etc.), defines the minimum stocks for order release.
 He/She establishes a file of referenced service providers with a file per provider in conjunction with
the purchasing logistics manager and the Logistics Manager.
 He/She participates in the preparation and conduct of audits.
 He/She participates in the financial and administrative management in his/her field of activity.
 He/She supervises the transport and delivery of equipment to its final destination.
 He/She draws up the transport documents accompanying the merchandise.
 He/She carries out or supervises the physical management of the base’s stocks.
 He/She carries out or supervises the administrative management of the base’s stocks.
5. ENSURE THE INSTALLATIONS AND MAINTENANCE OF THE BASE BUILDINGS
 He/She supervises or carries out all repair, maintenance or development work on
the base.




 He/She carries out checks on the structures at least once a week to ensure that they are in
good general condition and that a stock of small consumables is always available (electrical system,
domestic equipment, water and fuel reserves, stock of current equipment, safety trunks, first
aid kit, etc.), and reports the needs to his/her manager.
 He/She supervises the day laborers and contractors contracted to carry out work on the
base.
 He/She supervises the maintenance and repairs of the base’s domestic equipment.
 He/She ensures that there is a permanent stock of cleaning products/stationery on the base
 He/She provides regular feedback to the Logistics Manager on problems encountered in the
structures and on the solutions to be found
6. ENSURE THE MANAGEMENT OF BASE EQUIPMENT
 He/She participates in the technical choices of the base’s logistics equipment.
 He/She ensures the daily and administrative management of the base’s equipment.
 He/She participates in the installation of the base’s equipment, ensures its proper functioning, its
maintenance and the conduct of necessary repairs.
 He/She alerts his/her superior when a piece of equipment is obsolete/broken down.
 He/She sizes the equipment fleet with the help of his/her superior.
7. ENSURE THE DAILY AND ADMINISTRATIVE MANAGEMENT OF THE
BASE ‘S VEHICLE FLEET
 He/She participates in planning the movements of the base’s vehicles.
 He/She ensures the drafting of the weekly schedule of the base’s vehicles and transmits it to the
Far North Logistics Manager, respecting the defined deadlines4
 He/She ensures that all vehicles are equipped with the necessary equipment and documentation
before any movement (checklist).
 He/She ensures the proper functioning of the vehicles, their maintenance and the conduct of repairs
necessary.
 He/She ensures the administrative management of the base’s vehicle fleet, including their documentation,
in collaboration with the logistics coordination.
 He/She pays particular attention to safety issues relating to the use of vehicles (
authorized persons, special conditions, safety equipment, etc.).
 He/She ensures the implementation and completion of travel tracking,
fuel management and maintenance tools (log books).
 He/She monitors the consumption of the base’s vehicles and makes any necessary adjustments
to operating procedures if necessary
. 8. PARTICIPATE IN THE REPORTING AND INTERNAL AND EXTERNAL REPRESENTATION OF THE
BASE SERVICE
 He/She participates in the base’s internal and external reporting.
 He/She ensures the archiving of the base’s logistics documents.
 He/She ensures the monthly logistics reporting of the base.
 He/She participates in internal and external meetings of the organization.
 He/She represents the organization with partners and local authorities at the request of his/her
hierarchy.
 He/She ensures effective communication of information to other services of the base and with the
logistics coordination.
9. PARTICIPATE IN THE FINANCIAL MANAGEMENT OF THE BASE
 He/She complies with all financial management procedures of the organization.
 He/She justifies all his/her advances and professional expenses in accordance with
the organization’s procedures.
 He/She controls the cash flow forecast concerning purchases processed by the sub-base.
Desired profile:
➢ Bac +2 in Logistics or any other equivalent diploma
➢ Bac +3 appreciated.
➢ Required Professional Experience:
– Minimum 2 years of experience in a similar position in a logistics company or 01 year in a
similar position in an International Organization.
➢ Required knowledge and skills
– Experience in team management;
– Knowledge of administrative and logistical procedures;
– Knowledge of security regulations;
– Knowledge of supply chain management;
– Knowledge of technical IT equipment, communication, etc.);5
– Good command of the office pack;
– Knowledge of Windows;
– Experience in soft and hard troubleshooting.
