Under the direct supervision of the Project Manager / Program Manager and in close collaboration with the Assistant Project Manager and the project officers-area focal point, the Monitoring and Evaluation Officer guarantees compliance with the planning , quality of services, consistency, standards, humanitarian principles and accountability, reporting, training, surveys, monitoring and evaluation of all project activities. He/she regularly reminds the team of the deviations observed in the implementation of activities.
Responsibilities



– Supervision of activities
– Ensures the smooth running of project activities (supervision of activities: supervision of teams) and may in this context be required to travel to the field;
– Ensures continuous evaluation of activities and makes proposals for the direction and possible development of ongoing activities;
– Ensures the capitalization of knowledge and activities carried out by the project project;
– Participates in the technical validation of external reports (seasonal and annual)

– Supervision of the collection and processing of project monitoring data
• Supervises and validates the collection and processing of project monitoring data;
• Ensures standardization and updating of the format for entering and analyzing monitoring data and trains those responsible for entering this data;
• Ensures, in collaboration with the project manager, a continuous evaluation of the methods of follow-up of the activities and proposes the improvements, the updates or the complements necessary.
– Coordination of the training of local staff and beneficiaries, the capitalization of information and reflection within the Food Security section




• Identifies the training needs for the beneficiaries, proposes and organizes the training modules corresponding to the identified needs: He/she will be able to provide this training himself or will call on external speakers depending on the subject;
• Identifies the training needs for each category of Food Security section staff, proposes and organizes training modules or calls on outside contributors depending on the subject.
– Monitoring of the agricultural and food situation of the municipality and reflection on the axes of intervention and the overall orientations of the Food Security department
In collaboration with the project officer-focal point zone, he/she:
• Participates in the evaluation continuous and seasonal assessment of the agricultural and food situation in the municipality;
• Performs rapid assessments in the event of a crisis and develops intervention strategies;
• Ensures the collection of information from the various stakeholders in the agricultural and food sector (relations with partners, participation in thematic meetings organized by the competent agencies, etc.);
• Actively participates in meetings to coordinate Food Security activities with national or international partners.



– Monitoring of the project
• Participates in the development of the terms of reference for the various monitoring;
• Provides regular feedback to the project manager regarding the progress of the program and the difficulties encountered;
• Writes reports of investigations and field activities;
• Train agropastoral producers.
– Data entry and quality control
• Checks the quality of the data to be entered and gives feedback on the quality;
• Entry of data collected during field surveys conducted as part of the
project;
• Entering the lists of census and beneficiaries for the distribution of coupons and agricultural inputs;
• Regularly saves the data entered;
• Participates in data analysis;
• Regularly report to the project manager, program manager on the progress of data entry;
• Writes activity reports and monitors validation;
• Assume all other tasks assigned by his supervisor

Position requirements
Education – University degree Bac+5 in social sciences, statistics or any other discipline involving data analysis.
Experience –
– Have at least 3 years of relevant professional experience, including at least 1 year in an NGO;
At least 1 year of experience in database management, conducting surveys or polls.
– Collection experience in a rural context
Language –
– Fluency in French (written and spoken) and knowledge of English is an asset.
Proficiency in the local language (written and spoken): Choa Arabic, Kanuri, Fulfulde, Kotoko, Mandara, Mousgoum, Hausa, Massa; etc would be a big plus.

Hold a motorcycle driving license, category A (motorcycle driving is compulsory, therefore eliminatory).
