context
The Office of the United Nations High Commissioner for Refugees (UNHCR) is present in Cameroon through 10 field offices located in Bertoua and Batouri (East region), Meiganga and Djohong (Adamawa region), Touboro (region du Nord), Buea (South-West region), Maroua and Kous-seri (Far North region), Bamenda (North-West region) and Douala (Littoral region) and the Representation based in Yaoundé. Populations of concern to UNHCR in urban settings are of different nationalities and profiles. About 320,816 (as of 07/31/2022) are in the regions of Adamaoua, North and East Cameroon. While there are more than 207,000 in the Eastern region, 85,000 of whom are covered by the Batouri office. The office covers 4 equipped sites 37% of the refugees and the rest, 63% off-site. They are of Central African origin and mostly Mbororo semi-nomadic pastoralists and a small percentage of Gbaya and other ethnic groups. They fled their country to escape the insecurity due to the abuses of armed gangs whose modus operandi consisted of the kidnapping of children for high ransoms, attacks against public transport vehicles or against users of the public highway, etc. These refugees come mainly from the North-West and North-East of the CAR, and live in sites in the Departments of Mbéré, Djerem and Vina in the Adamaoua Region. They have been the subject of a status determination on a prima facie basis which has led to the recognition of their status on the basis of the 1969 Convention or the UNHCR Mandate.
It is in this context that it is recommended that 1 national UNV be recruited at the Bertoua office, who will assist in the monitoring of field activities for social support and community-based protection.
Job Description
• Conduct registration interviews in accordance with local standard operating procedures and registration standards.
• Respond to questions from asylum seekers and refugees regarding UNHCR registration procedures and their rights.
• Sensitize refugees on the activities to be carried out and keep in touch with community mobilizers
• Respond to various requests from colleagues on registration and statistics issues
• Maintain accurate and up-to-date physical records and data regarding all individual registration cases.
• Identify people with specific needs and ensure that they are referred to protection follow-up in a timely manner, if necessary.
• Collaborate with protection staff and/or partners in the provision of assistance and programming, including the provision of identity documents and “whose rights”.
• Act as interpreter and translator if necessary.
• Refer cases to other units in the office and to implementing partners, if necessary.
• Perform other related duties as required.
In addition to the above,
• Strengthen their knowledge and understanding of the concept of volunteerism by reading the literature made available by the UNV programme, external publications and take an active part in the activities of the UNV programme, for example being involved in the commemorative activities of the International Volunteer Day (IVD), December 5.
• Become familiar with and develop any form of traditional and/or local volunteering at the level of the host country.
• Reflect the type and nature of the voluntary actions they undertake, including their participation in substantive reflections.
• Contribute to the drafting of articles on field experiences to be submitted for the UNV programme’s publication/website, newsletter and press releases, etc.;
• Contribute to the Welcome Program for UN Volunteers newly arrived in the country of assignment;
• Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services when technically possible.
Expected results:
The volunteer assisting with registration is expected to:
• Collect information on new arrivals and registration needs in their area
• Ensure that all persons of concern to UNHCR have been registered and documented on time;
• Capacity development through coaching, monitoring and continuous training, working (including supervision) with national staff or counterpart counterparts (governmental or non-governmental, including development partners). Implementation (IP)
• Age, Gender and Diversity (AGD) perspective is consistently applied, integrated and documented in all activities throughout the assignment
• A results report on the volunteering for peace and development during the assignment, such as the number of volunteers mobilized, participation in activities and contribution to capacity development

Experience required
3 years of experience in Registration, refugee protection, data collection,
International protection skills.
Good computer skills.
