DESCRIPTION
The Association for the Promotion of Local Development (APDEL) is an independent organization created in 2014 to help people (mainly young people) who are victims of social inequalities. We are currently working in 2 regions of Cameroon (North – West and West) in crisis, reconstruction and development contexts to help save lives and rebuild the future. Our association has consultative status with the Economic and Social Council of the United Nations. Our vocation is to promote and defend the fundamental rights of vulnerable and marginalized people as defined in the Universal Declaration of Human Rights of 1948, helping them as best we can to do without us in the long term. To meet the needs of the people, we develop our expertise from year to year and we adapt to the needs and the contextual evolution of the localities in which we act. We are currently working in 4 complementary areas with a multisectoral and complementary approach: protection, food security and livelihoods, social cohesion and the promotion of peace, and health. In these sectors of intervention, we have a focus on:
Social cohesion and the promotion of peace : awareness of peace, conflict prevention, youth employment, restoration of social ties, HIMO activities.
Food Security and Livelihoods (SAME) : Agriculture, Income Generating Activities, Livestock, Village Savings and Credit Association (AVEC).
Protection : gender-based violence, children’s rights and rule of law.
Health : mental health and psychosocial support, distribution of hygiene kits.
For 2 years, we have been using new technologies to support our intervention in the field. Our interventions are implemented in strict compliance with the principles of humanity, neutrality, impartiality, independence, transparency and adaptation, and local inclusion. . As part of our psychosocial and mental health support activities in the West region, we are looking for two motivated, dynamic and experienced HIMO Site Managers .
NB: this position is open subject to funding
OBJECTIVE OF THE JOB
Under the supervision of the Project Manager, the HIMO Site Manager will be responsible for ensuring the proper implementation of HIMO activities in his/her municipality of intervention (Bafoussam 1 st or Foumban). She/he will ensure that labour-intensive activities are implemented in accordance with internal procedures and in respect of the local intervention context.
RESPONSIBILITIES
Planning, implementation and monitoring of labour-based activities
Plans and organizes the sites with all the stakeholders (preparation, monitoring and closure of the site);
Carries out the activity schedule for community agents;
Animates site meetings (safety talks, etc.);
Supervises HIMO activities and reports to his supervisor the difficulties encountered;
Ensures the follow-up of construction sites, anticipates the management of orders and supplies of materials with the supplier;
Manages site equipment and provides technical assistance during construction;
Controls the quality of the work of its teams, and safety on the site;
Reports on site progress to the supervisor;
Performs the final inspection of the site before acceptance of the works;
Exercises its mission with a view to optimizing yields, deadlines, costs, the supply of equipment, and safety;
Contributes to the profitability of projects and the satisfaction of beneficiary communities;
Ensures compliance with safety and ethics rules in accordance with APDEL policies;
Updates site monitoring documents;
Writing and analysis of reports
Collects and analyzes data relating to the activities under its jurisdiction;
Contributes to the drafting of project activity reports;
Participates in the drafting of internal (monthly report) and external (intermediate and final report) reports for the project.
Partnership and collaboration
Ensures the municipality’s participation in all stages of construction sites (identification, selection and validation of works, implementation of works and acceptance of works, etc.)
Ensures the participation of the decentralized structures concerned in the implementation of the project;
Ensures the equitable participation of communities (IDPs and hosts) in all the project implementation process.
REQUIRED PROFILE
At least BAC + 2 BTP;
3 years of experience in a similar position;
Experience of 2 years in carrying out labour-intensive works
Work experience in the social sector is an asset;
Experience working with young people would be an asset;
Knowledge of project management;
Knowledge in communication for development and advocacy;
