1. Background
Under the leadership of the regional office in Dakar and closely linked to interventions in neighboring Central African Republic (CAR), DRC began operations in Cameroon in 2018 responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the Central African Republic (CAR) region. ‘Adamaoua then also in the Eastern region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). In early 2019, DRC also initiated operations in the South West region to provide assistance to meet people’s basic needs for food, shelter and protection in rural and hard-to-reach areas.
In 2023, a new project called “Sustainable Solutions” cross-border between Cameroon and CAR and funded by the EU will be launched. DRC is the lead of this multisector project in consortium with 3 other organizations: ACF, CARE and NRC. In order to implement this new project, DRC is recruiting 2 dedicated Program Team Leaders.
2. Purpose
Under the direct supervision of the Program Manager, the Program Team Leader is responsible for:
• Supervising the members of his team in the planning and implementation of projects;
• Provide support and technical advice to his team;
• Ensure the quality of planning, implementation and monitoring of all aspects of the sector that are implemented by DRC;
• Develop and maintain good relationships with beneficiaries, relevant stakeholders and other humanitarian actors in order to contribute to proper implementation and coordination with all DRC activities;
• The direct implementation of the project and its monitoring;
• Collaborate closely with the team of other ongoing projects, in particular the other Team Leaders Program;
• Evaluate implementation and document lessons learned. 3. Management
Responsibilities • Leads and manages his entire sub-base team (including staff planning, performance, welfare and development); • Contributes to the daily monitoring of the area;
• Evaluates the daily quality with the support of the MEAL department;
• Provides technical support to program officers and assistants.
Programming and Implementation
• Ensures effective planning and quality implementation of project activities;
• Ensures efficient and effective implementation of the program while respecting the budget and the work plan;
• Participates in the preparation of monthly/quarterly/annual summaries/reports, as well as proposals and budgets for donors.
• Project monitoring and evaluation.
Coordination and Representation
• Collaborates with relevant technical advisors, internal and external;
• Represents DRC at relevant meetings and coordination meetings;
• Ensures the integration of DRC sectors.
Project Development
• Contributes to the development of project plans and funding budgets;
• Contributes to the development of project tools.
Logistics and finance
• Contributes to the monitoring of financial commitments and expenditures against budgets and provides timely information on budget monitoring;
• Proactively plans and coordinates the movements of his team and communicates to logistics;
• Efficiently and effectively communicates program purchasing needs to support services.
NB: this job description is not exhaustive. Certain responsibilities could be assigned to the Team Leader Program as needed.
4. Qualifications required
• Minimum three (03) years of experience in project management at mid to senior level, preferably in the field of humanitarian response and refugee protection, working for an NGO, an agency of the UN, relevant ministry or local authority.
• Minimum three (03) years of practical experience in the sector working for an international NGO;
• Proven management skills and people management skills;
• Commitment to learning and implementing organizational policies and procedures;
• Excellent skills in MS Word, Excel and PowerPoint;
• Professional fluency in English is an asset;
• Field experience.
• Team spirit and ability to communicate clearly and respectfully with project beneficiaries, partners and co-workers
• Excellent communication skills and analytical and writing skills.
• Knowledge of the area of intervention.
Education: (including certificates, permits, etc.)
Have a university education at Master’s level (Bac+5) in the field of political science, international development, economics or any other relevant field
Languages: (indicate the level of mastery)
• French fluently spoken and written:
• Local languages: Fufuldé, Haoussa, Gbaya, Sango are assets.
5. General Regulations
• Employee must follow DRC’s security, confidentiality and ethical guidelines, including Code of Conduct and Humanitarian Accountability Framework
• Employee must not engage in any other paid activity during the duration of the DRC contract without prior authorization
• The employee must not engage in any activity that could harm DRC or the implementation of any project during the duration of the DRC contract
• Employee shall not give media interviews or post photos related to DRC programs or share other material without receiving prior permission
• Employee shall return all equipment loaned by DRC to perform work after the end of the contract period or as requested by DRC.
