PURPOSE OF JOB

Given the current humanitarian crisis in the Far North region of Cameroon, Plan is committed to contributing to the effective participation of young people in peacebuilding efforts. The action of the project is to support peace and security and strengthen stabilization efforts in the Lake Chad Basin by improving the coordination of stabilization activities and therefore reducing the gap between political intentions and realities on the ground.
ROLE DIMENSIONS:
Under the direct supervision of the Project Manager, the DGV Site Field Supervisor is responsible for managing all distribution activities at Minawao Camp. He/She is responsible for planning, implementation, administration, team management. He/She guarantees the quality of services, consistency, SPHERE norms and standards, humanitarian principles and accountability and reporting in his/her area of intervention.
Coordination and responsibilities:
Ensures acceptance and ownership of the project by beneficiary communities and establishes positive relationships with all project stakeholders at the operational level in the areas of intervention
Represents and ensures a regular and active presence of the project and the organization at all operational technical meetings in its area of intervention and the coordination centers where the project is implemented.
Ensures the planning, field implementation, monitoring and reporting of all distribution activities jointly with WFP and UNHCR partners.
Supervision and monitoring of the DGV
Supervises the receipt of non-food items in the field jointly with the various community project management committees (distribution committee, complaints management committee) and the logistics assistant.
Supervises and monitors all distribution activities reports day after day to his superior;
Ensures that beneficiaries receive assistance in accordance with agreed standards and food baskets;
Together with the complaints management committee and the M&E, follow up on the collection and follow-up of complaints expressed by the beneficiaries;
Jointly with UNHCR/WFP update the lists of beneficiaries;
Organizes all pre and post distribution meetings at the camp level and reports to his superior;
Sensitize beneficiaries and administrative authorities on the dates and quantities of food to be distributed;
Ensure the maintenance and preparation of distribution equipment.
Check that the equipment is complete, clean and meets the standards set by PAM and report what is missing for a possible supplement;
Plan transport and storage at distribution points;
Check whether the quantities will be sufficient to cover the entire population
Ensure that all persons involved in the distribution, handlers, field agents, temporary support agents, day laborers, distribution committees are informed of the distribution operation at least one day in advance according to the established schedule;
Human Resource Management
Clarifies roles, assigns clear tasks/responsibilities and establishes the work plan and roadmaps for each member of the team under his direct supervision, in this case the site assistants and the logistician.
Prepare and update beneficiary lists.
Reporting
Prepare payment statements for handlers, day laborers, etc. then plan their payment in collaboration with the financier;
Prepare daily distribution report for internal filing and general compilation for monthly report;
Collect, compile, verify and prepare project activity reports;
Organize the reporting work with the assistants to ensure that deadlines are met internally and externally.
Supervise the team of distribution agents
Develop the work schedule of the team of field agents;
Train and supervise field agents;
Provide technical support to the
Reporting team
Ensures the implementation and effectiveness of the various community mechanisms for reporting complaints.
MANDATORY REQUIREMENT FOR THE POSITION
Education
University degree (BAC+3) in Economics, Management, Agronomy or Nutrition, Community Development, Social Sciences or any other related field. Strong experience in the management of food or non-food distribution projects in a humanitarian context and refugee camps would be an asset;
Experience
Minimum of 3 years of experience in a humanitarian context, in an NGO or INGO, with at least 2 years of field work experience in a humanitarian crisis context in particular refugee camps.
At least 1 year of experience in a food security/livelihoods project and General Food Distribution.
Experience of team management of at least 2 years; any relevant experience, mastery of the project area, local languages and experience with WFP and UNHCR are mandatory for the exercise of this position;
Knowledge and Skills Demonstrable
experience in compliance and reporting with different donors

Language
Fluency in English and French (written and spoken).
Proficiency in at least 02 or local languages spoken refugee camp (Kanuri, Haoussa, Mafa and Fulfulde) Advanced knowledge of Microsoft Office (Word, Excel, Outlook, database, direct mail, surveys) (Skype. Teams, Zoom and WebEx )
