Job Title: Protection Technical Referent
Reports to: Project Manager

Main objective
and tasks
Serves as the Technical Referent for the base location. Supports the Protection
Manager and Team leads by ensuring Technical Quality is ensured in all Protection




Interventions under the guidance of Specialists and the Protection Coordinator.
In close collaboration with the Protection Coordinator, provide technical guidance and
advice to protection field teams ensuring that specific components of the program
are delivered according to internal guidelines and in line with international standards
and principles, in order to achieve mission’s goals effectively, according to INTERSOS
vision and values.
Tasks:
Coordination and support:
• Contribute to design the protection strategy of the mission and provide technical
support and assistance to its implementation
• In coordination with the Protection Coordinator, support to contextualize and adapt
internal and global guidelines, guaranteeing these are rolled out and known by staffs
• Ensure cohesion and harmonization of protection activities and services across the
different projects in the base location
• Ensure Guidelines of the HQ Protection unit and the SOPs developed at mission level
are disseminated to all Protection staff and the standards are duly followed
• In coordination with the Protection Coordinator, deliver trainings and workshops to

protection staffs to build their skills on specific protection topics identified with them
• Support the Protection Coordinator to deliver trainings and workshops to non-
protection staffs to build skills and knowledge of protection principles and enable staffs
to mainstream protection in different sectors
• In coordination with the Protection Coordinator, assess protection needs and gaps of
target populations in current and prospective areas of operations, periodically update
the protection situation analysis and inform the program accordingly
• Support the Protection Coordinator in providing ongoing strategic protection analysis
and development of periodic trend reports (including aspects of conflict analysis,
gender, and risk management) and lessons from program experience to inform
program development, implementation and policy/advocacy work




• Support the Protection Coordinator in overviewing that protection data is collected,
archived, processed, analyzed and disseminated in ethical modalities, in line with
internal data protection protocols
• Under the supervision of the Protection Coordinator, undertake regular field
monitoring visits and provide support tools to monitor quality of program
implementation
• Develop tools for Monitoring of Protection activities and Interventions and work on
developing analysis of findings that contributes to improving technical quality
• Coach and mentor, the team leads to develop their technical expertise in delivering
Protection interventions to the highest standard ensuring quality
• Identify opportunities for new protection interventions and support assessments and
developments of new project proposals
• Support the Protection Coordinator in the development of complaints mechanisms for
beneficiaries and make sure complaints are addressed properly
Technical Quality:
• In coordination with the Protection Coordinator, organize ad hoc protection meetings
with protection staff in the base to share challenges and priorities and develop action
plans to address them
• In coordination with the Specialists ensure all training and guidance given by the
Specialists are followed by the Protection team
• Work with the Protection Manager to ensure capacity building needs of the field teams
are identified and addressed through regular training and coaching




• Regularly verify the status of the case management database, Protection monitoring
data, Legal database and conduct case reviews and provide feedback to Team Leader
and Workers;
• Organize regular and ad hoc meetings with Team Leaders and Workers, to discuss
complex cases and general challenges in their tasks;
• Conduct regular case audits, to ensure that cases meet and maintain compliance with
established SoPs and minimum standards
• Organize regular and meetings with focal point of partner agency, to discuss general
challenges in their tasks and identification of protection cases;
• Review data and information collected during protection implementation and compile
regular protection reports highlighting gaps, concerns and trends to inform future
programming;
• Ensure MHPSS integration in all Protection activities
• Ensure Protection monitoring data is analyzed and feeds into programming through regular meeting with the teams to analyze gaps and Protection risks
• Ensure CASH is provided as per the Guidelines and Do no Harm approach is followed
through rigorous Risk assessments
• Provide guidance to Outreach Workers and Social Workers in the planning and
implementation of participatory community activities, awareness sessions and
campaigns and in the general communication with communities
• Maintain collaborative relations with relevant clusters and related working groups at
field level
• Attend cluster meetings and other coordination meetings regularly and ensure that the
work of Intersos is shared with other humanitarian actors
• In coordination with the Protection Coordinator, ensure that main protection concerns
are brought to relevant stakeholders to advocate for respect of human rights and
minimum protection standards.

Educational and
professional
experience
required




• Bachelor of Arts (BA) in relevant field (Social Science, Psychology, Social
Work, Human Rights, International Humanitarian Law or other fields related to
social development and humanitarian work)
• Desirable Master’s degree (MA or LLM) in Human Rights, International
Humanitarian Law or related subjects
• Training in humanitarian protection themes such as community-based
protection, survival centered-case management, PSEA, GBV and Child
protection will be an asset.
Technical and behavioral skills
required
Work Experience:
• Minimum of 3 years of experience in a humanitarian association, NGO or INGO,
with at least 2 years of field work experience in the NW or SW regions in the
context of crisis
• Consistent work experience with different donor compliance and reporting. A
previous experience managing or reporting on an UNHCR grant in a similar
context would be an asset
• Team management experience of at least 2 years; any consistent experience at
similar level of responsibility would be an asset.
IT: Advanced Knowledge of
• Microsoft Office Suite (Word, Excel, outlook),
• Mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
• Web-based mainstream chat and conferencing tools/platforms (Skype, Teams,
Zoom and WebEx )
• Web 2.0 tools (cloud storage, webmail and others)
Languages ​​• Fluency in both written and oral formal English
• Strong writing skills in English
• Capacity to make strong oral and written presentations and to express and
elaborate on ideas.
• Skills in establishing and maintaining good relationships with donors and
colleagues.
• Fluency in Pidgin English
