CONTEXT
CARE is present in 100 countries and implements more than 1000 emergency and development projects in collaboration with government actors and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health. .

 

 

As part of the continuity of its objective which aims to reduce morbidity and mortality associated with HIV and Sexually Transmitted Infections (STIs), CARE was renewed by the ICN as First Recipient (PR) to organize and coordinate interventions of the GC7 community grant (2024-2026). A specific and autonomous management unit is set up, made up of around fifty employees, which relies on an operational system built around 3 regional offices with 4 Sub-Recipients (SR) and several dozen Community-Based Organizations (SSR) in the 10 regions of Cameroon.
In this dynamic, CARE is looking for:
Position: Three (03) Regional Office Manager
Pole: Program – FM Management Unit
Contract form: Two (02) year fixed-term contract
Working time: 40 hours per week (full time)
Hierarchical reporting: PMU Coordinator
Position location: Yaoundé, Garoua, Douala (non-relocated position)
Mission:
Under the supervision of the MEAL Manager, the Regional Project Office Manager will ensure the implementation of the mission, vision, strategic orientations of the PMU in accordance with national strategies and manage project operations at the local level in order to guarantee optimal achievement of the organization’s objectives as well as compliance with the requirements of the donor and CARE International.

 

 

MAIN RESPONSIBILITIES
RESPONSIBILITY 1: Coordinates the teams and ensures the quality of the implementation of activities
– Supervise the planning of activities and ensure that interventions in each theme are coordinated at all levels (PR and SRs) and in compliance with the project operational plan and propose updates as necessary.
– Lead regular coordination meetings between stakeholders (CARE, SR, MINSANTE, CTD) to analyze the progress of monthly, quarterly and annual activity plans, consistent with the data produced, identify bottlenecks bottleneck and good practices and to propose the updating of planning and programmatic and operational solutions at the PMU level.
– Coordinate quality control and timely submission of quarterly, semi-annual and annual project progress reports.
– Carry out field visits to supervise planned activities and identify bottlenecks in order to correct them in collaboration with partners (SR, SSR, MINSANTE).
– In collaboration with the partnership department, coordinate the establishment and regular updating of SR and SSR capacity building plans.
– Supervise the technical implementation of innovative and high-impact strategies (PrEP, Self-tests, DIC, legal assistance) in the regions and raise obstacles and good practices identified at the level of the technical advisor team.
– Disseminate and distribute in collaboration with other project teams job aids, guidelines, standard operating procedures and other related documents related to the prevention, care and treatment of HIV and TB and also the availability of collection tools Datas.

RESPONSIBILITY 2: Ensures the regional representation of CARE to health authorities and partners

– Guarantee in the coordination office the application and control of procedures, internal regulations of CARE Cameroon, respect for ethical principles, tools to fight against corruption and prevention of abuse and sexual harassment in particular for the PMU staff, the various partners (SR and SSR) and the beneficiaries.
– In collaboration with the partnership department and the national coordination of SRs, monitor the effectiveness of the training / retraining of CARE, SR and SSR staff on administrative, financial and political procedures to combat fraud and the PSEA.
– Represent the CUGP and attend all meetings organized by the political-administrative and health authorities in their respective jurisdictions.
– Carry out situational analyzes on HIV and TB issues and related issues in their regions in collaboration with the program technical team.
– Promote and coordinate the visibility of CARE International and the donor at the regional office level and in the PMU intervention sites.

RESPONSIBILITY 3: Guarantor of safety for CARE staff
– Manage, in coordination with the logistics and security department, the correct application of staff and office security procedures and provide a weekly report on the security situation in the intervention area.
– Guarantor of compliance and strict implementation of the procedures provided for in the security plan for all CARE staff based in the area, and to CI standard.
– Ensures that all CARE staff understand individual and collective responsibilities for safety and security.
– Ensure compliance with security rules by your team

RESPONSIBILITY 4: Supervises the logistical, administrative and financial aspects and ensures compliance with the related procedures
– Manage, with the support of the Administrative and Financial Manager of the PMU, the analysis of the forecast and operating budget and approve the expenses of the regional office.
– Regularly check the supporting documents of the petty cash and request replenishment according to the procedure in force.
– Manage, in collaboration with the national logistics and security coordinator, the movements of regional office staff and ensure vehicle planning.
– Establish the needs, selection and quantification of health products and send the requisition to the GAS Manager.
– Supervise the regular supply of health products to the different FRPS according to their respective needs and their requisitions.
– Develop, in coordination with the Manager, a system for monitoring the movements of health products allocated in the FRPS, analyze consumption (dashboard) and ensure the regular production of periodic reports; analyze stock turnover rate, delivery times, availability rate.

RESPONSIBILITY 5: Supervises the regional coordination team
– Organize the supervision and annual performance evaluation of regional coordination staff in conjunction with HR services and functional supervisors and provide regular coaching to help fill identified gaps ;
– Actively participate in the recruitment process for technical and support staff for regional coordination as well as SRs if necessary.
– Facilitate synergy and promote active interaction of the Global Fund project with other CARE programs in its area;
– Monitor absences of regional coordination staff in conjunction with HR;
– Promote the quality of good performance of the project team including those of the SRs.
– Control the correct flow of human resources management documents and report regularly to the HR Coordinator, including timesheets and leave monitoring;
– Promote CARE values, establish a friendly working climate and provide constructive leadership that pushes its employees to achieve the objectives of its PAI;
– Prevent and manage crises and internal conflicts according to HR preventive mechanisms;
– Report cases of fraud, PSEA, work accident or other serious situation to the level of the PMU coordinator and to the department concerned (Audit, HR, etc.)

SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION KNOWLEDGE

Diploma: BAC + 5 in public health, project management, international development, sociology or related field;
• Experience: 5 years of experience in managing complex international programs (implementation, logistics, budgeting, staff and partner management);
• Experience: 5 years of experience working with civil society organizations, preferably working on HIV/AIDS and/or TB health;
• Proven knowledge of regional actors and at the district level of key actors from the Ministry of Health, law enforcement, justice, and civil society
