CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF FOUR (04) TEMPORARY JUNIOR TECHNICAL ADVISERS IN CHARGE OF THE INTER-MUNICIPAL PLATFORM FOR THE PROJECT “LANDSCAPE RESTORATION AND GOOD GOVERNANCE IN THE FOREST SECTOR IN CAMEROON” (Forests4Future – F4F) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/F4F) In YOKO (Central Region).
context
The global forest landscape restoration and good governance project in the forest sector in Cameroon, Forests4Future (F4F) provides support to forest communes in the sustainable management of forest resources and biodiversity in partnership with the Ministry of Forests and Wildlife ( MINFOF) and the Ministry of the Environment, Nature Protection and Sustainable Development (MINEPDED). F4F implements Forest Landscape Restoration (FLR) activities following the approach of the African Forest Landscape Restoration initiative, AFR100. Its main objective is that the local, national and international actors involved sustainably manage forest resources and contribute to the restoration of the peripheral zone of the communal forest of Yoko (Restoration of the forest landscape, RPF) which includes part of the periphery of the Nanga-Eboko communal forest, as a contribution to AFR100 to improve the standard of living of the population in the neighboring villages. This objective is achieved through the following areas of intervention:
- Output 1: Governance and planning for capacities for coordination and participatory planning of FLR actions;
- Output 2 : Implementation of FLR measures through, for example, the creation of grazing areas and fodder fields, the marking of transhumance corridors, the promotion of sustainable agroforestry systems and the establishment of forest plantations, among others
- Output 3 : Development of Value Chains, income-generating activities so that people have other sources of income and exert less pressure on forest resources and biodiversity.
The sustainable use of natural resources directly depends on communities’ capacities for long-term planning and adaptation to external changes. In other words, good governance capacities are the basis for enabling the prevention or resolution of conflicts over the use of natural resources, and the ability to adapt quickly to external disturbances such as climate change or misuse. unauthorized natural resources.
Since the F4F project area is located in two areas belonging to two different communes (Yoko and Nanga-Eboko), the governance of the natural resources of the area becomes even more complex due to the multitude of interests and needs that overlap between the institutional, social and private actors involved.
It is therefore necessary to articulate an intermunicipal body (Intermunicipal Platform) for the management of natural resources capable of highlighting the interests and needs of all the actors, of offering a space and equitable methods to negotiate the planning of the use and management of natural resources, to involve all parties in the protection and conservation of the communal forest and to coordinate the implementation of FLR measures.
In order to initiate an inter-municipal platform, intensive work in the region is necessary for the identification, sensitization, commitment and dynamization of all the actors who are concerned by the co-management of natural resources.
To this end, it is planned to form a launch group for the platform which will be responsible for raising awareness among the population through social communication actions, the identification of actors interested in the co-management of natural resources and the work of preparation of the inter-municipal platform, four (04) temporary junior technical advisers will be recruited for this purpose.
In order to facilitate awareness, commitment and increase the skills of the actors identifies towards the objective of the project, innovative tools for the participatory identification of opportunities, constraints and conflicts on the planning and development of the territory and its natural resources long term should be adopted.
The Forest and Environment Project (ProFE) has already piloted a similar approach in FLR landscapes in the Sudano-Sahelian zone in Cameroon with excellent results in terms of improving local governance for natural resource management; in order for Forests4Future to work with this tool, local facilitators need to be trained, with a good knowledge of the local context at the village level, on the use of the game and the facilitation of specific roles that reproduce the main conflicts on the use of natural resources.
To this end, the F4F Project is currently looking for four (4) temporary Junior Technical Advisors to support the implementation of these activities.
A- Responsibilities and Powers
More specifically, the temporary junior technical advisors selected will have the following tasks:
1 . Follow a specific training provided by the GIZ-F4F on the use of an innovative tool (role play) to raise awareness among the population on the local dynamics of the use of natural resources in the territory, the conflicts related to them and exploring possible resolution strategies.
2 . Organize sensitization and training workshops involving all the main groups of actors in the co-management of natural resources (farmers, pastoralists, CPFs, women and other categories if necessary) in the twenty (20) intervention villages of the F4F project in the municipalities of Yoko and Nanga Eboko, using the innovative role-playing tool.
3 . For each village, it will be necessary to identify:
- The main degraded areas
- The main production processes
- The main actors involved in the co-management of natural resources
- The main conflicts concerning the use of natural resources
- Possible Conflict Resolution Strategies
4 . Conduct social communication activities in the twenty (20) villages to disseminate information about the F4F project by developing and using tools such as:
- picture box
- songs
- Documentary
5 . Support all the actors in the organization of the preliminary work at the start of the negotiations of the Intermunicipal Platform.
REQUIRED PROFILE
B- Qualifications, experience and skills required
Qualifications
- Hold at least a BAC+3/4 degree, preferably in agricultural, forestry or environmental engineering/science and/or in sociology and rural economy or any other field deemed equivalent.
Professional experience :
- Have proven experience in the field;
- Justify a good understanding / experience in the implementation of the tasks mentioned above or similar, preferably in GIZ projects;
- Have the ability to communicate in front of groups and both with administrative authorities and with traditional chiefdoms
- Ability to build relationships
- Have an aptitude for working in a rural environment.
Other knowledge/skills:
- Very good writing skills
- Have a good ability to analyze and write in French;
- Fluent in at least one of the following languages: Vouté, Yangavok, Bamvelé or Foulani
Contract start date: 15.02.2023
Contract period: 3 months
Duty station: Yoko, with missions in the villages of Yoko and Nanga Eboko.
Internal job classification: Band 3T under the hierarchical supervision of the Principal Technical Advisor
