ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The COSMO Project(Consolidating Systems and Services for the Management of Orphans and Vulnerable Children), a 5-year term of approximately US$33 million, is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.

 

 



The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (CRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. The program consists of HIV prevention and case-finding activities for OVC, as well as

As the CoSMO focal point for HIV and health within the zonal team,
Ensure that direct high quality HIV and health services are provided to children, adolescents, parents or guardians, pregnant women mothers (FEC/FA) living with HIV, as well as HIV-exposed infants (HEI) and other target groups, in line with donor requirements and good practice.
Support COSMO’s HIV activities around PEPFAR-supported HIV treatment centers and assist local implementing organizations in monitoring children, adolescents, parents or guardians, pregnant and breastfeeding mothers (FEC/FA) living with HIV as well as HIV-exposed infants (HEI).

 

 

 

Support community structures to intensify community case-finding for children born outside of health facilities.
Work with partners to scale up use of the Age-Based HIV Risk Screening Tool to identify children and adolescents at risk and prioritize them for HIV testing in communities and facilities .
Work closely with area teams and partners to oversee the implementation of standard operating procedures (SOPs) to achieve effective two-way referral and linkage of HIV care and treatment in clinical and community settings . These procedures include, but are not limited to, case finding, referral and initiation of antiretroviral therapy, community monitoring of antiretroviral therapy, adherence counseling and support, eligibility determination viral load testing and referral, as well as investigation of reasons for non-application of viral load and treatment failure. Work in close collaboration with the zone teams, the Social Service Officer,

effective two-way referral of children and adolescents living with HIV, FEC/FA living with HIV and HIV treatment centers to ensure effective two-way referral of children and adolescents living with HIV, FEC/FA living with HIV, and HEI for but not limited to project enrollment and HIV related testing (HTS, VL testing, drug resistance testing, EID), treatment of opportunistic infections, STIs, treatment of malnutrition severe acute illness and vaccination.
• Support area teams in implementing direct and referral HIV and health services based on the needs of project participants as identified during individual assessments and documented in plans of action.
• Support zonal teams and subrecipient implementing partners in their efforts to collect and analyze data related to HIV and health projects according to specified mechanisms and tools. Support the local zonal MEAL team and partners in the preparation of reports according to the established schedule.
• Strengthen area teams on health and HIV service delivery through training, mentoring and coaching. Monitor capacity building and technical support activities to ensure effective impact.
• Ensure that learning properly accompanies project activities throughout its cycle. Support accountability by coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and flag any inconsistencies and/or gaps to inform adjustments to implementation plans and schedules.
• Coordinate and oversee working relationships with all local project stakeholders and serve as a liaison between them and the project team to engage local actors and promote project activities and impact.
• Oversee and conduct ad hoc inspections of various processes and resources at project sites to ensure timely implementation of project activities and adherence to established standards and procedures. Ensure proper tracking of the use of resources for project activities through periodic budget reviews, monitoring and assistance to implementing partners.
• Support and coordinate capacity building and technical support activities to ensure that project activities are implemented in accordance with project guidelines and standards.
• Coordinate the provision of all logistical and administrative support to staff and partners.
• Assist partners in the correct and timely use of funds.
• Ensure that project documentation for assigned activities is complete with all required documents and is filed according to NCPC and donor requirements. Assist in the preparation of

trend analysis reports and documentation of case studies and promising practices.
• Support sub-grantee implementing partners in the coordination, organization and adherence to norms and standards during the implementation of all case management, direct services, referral activities as directed in the detailed online implementation plan.

MINIMUM QUALIFICATIONS
• Doctor of Medicine with a master’s degree in social sciences, preferably MPH/Epidemiology.
• At least 5 years of experience in clinical management of HIV and AIDS or other health projects, preferably sponsored by PEPFAR.
• Experience with OVC programs is a definite advantage.
• Training in advanced HIV management or any degree in HIV will be a plus. Experience with basic M&E concepts required;
• Experience in data collection, aggregation, analysis and reporting;
• Experience in institutional capacity building and quality improvement concepts.

TERMS OF REFERENCE
JOB Summary
As the COSMO Care and Treatment Senior Officer, he/she will work closely with the Care and Treatment Advisor to provide technical guidance and support to COSMO project and sub recipient implementing partners in the healthy domain for OVC and their families. The incumbent will also be responsible for ensuring that all services required in

As COSMO focal point for HIV and Health in the Zonal team, ensure that high quality HIV and health direct services are provided to children, adolescents, parents or caregivers, pregnant and breastfeeding mothers (PBFM) living with HIV, as well as HIV exposed infants (HEI) and other targeted groups as per donor requirements, and good practices.
Will support COSMO HIV activities around identified PEPFAR supported HIV Treatment Centers and support the local implementing organizations in the monitoring of children, adolescents, parents or caregivers, pregnant and breastfeeding mothers (PBFM) living with HIV as well as HIV exposed infants (HEI). Support community structures to scale up community-based case-finding for infants delivered outside of facilities.
Work with partners to scale-up the use of age-specific HIV Risk screening tool for determining children and adolescents at risk of HIV and prioritizing them for HIV testing in community and facility settings.
Work closely with zonal teams and partners to oversee the implementation of Standard Operating Procedures (SOPs) for achieving effective bi-directional referral and linkage between clinical and community-based HIV care and treatment. These SOPs include but not limited to case findings, referral and initiation of ART, community monitoring of ART and adherence counseling and support, determination of eligibility for viral load testing and referral for viral load testing and investigate reasons for unsuppressed viral load and treatment failure. Work closely with zonal teams, COSMO Social Service Officer, Referral & Accountability, PEPFAR clinical partners and HIV treatment facilities to ensure an effective bi-directional referral of children and adolescent living with HIV,
Support the zonal teams in the implementation of the HIV and health direct and referral services based on project participant needs as identified during individual assessments and documented in case plans.

• Support the zonal teams and sub recipient implementing partners in their efforts to collect and analyze HIV and health related project data per specified mechanisms and tools. Support local zonal MEAL team and partners to prepare reports per established reporting schedule.
• Strengthen the zonal teams on the provision of HIV and health services via training, mentoring, and coaching. Monitor capacity building and technical support activities to ensure effective impact.
• Ensure learning properly accompanies project activities throughout the project cycle. Support accountability coordinating through project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

MINIMUM QUALIFICATIONS

Medical doctor with a Master’s degree in the Social Sciences, MPH/Epidemiology preferred.
At least 5 years of experience in clinical management of HIV and HIV projects or other health projects; preferably sponsored by PEPFAR Experience in OVC programs is a distinct advantage.
Training in advanced management of HIV or any diploma in HIV will be a plus.
Experience in basic M&E concepts required;
