Terms of reference for the recruitment of four (04) community facilitators

Context and justification
According to the 2018 EDS survey, 73.3% of the population nationally has access to an
improved drinking water source. In the Eastern and Central Regions, these rates are
68% and 64% respectively, and respectively lower by 5.3% and 9.3% compared to the

 

 




 

national average. According to the Communal Development Plans (PCD) of the Municipalities of
MANDJOU (2018), KETTE (2011), GAROUA BOULAI (2018) and BIKOK (2018), the
access rates are respectively 65.1%, 64%, 63 % and 64.58%. Also, this rate masks
numerous disparities observed on the ground due to the inequitable distribution of
works. With the aim of improving access to drinking water for populations, the State and its
development partners have often undertaken vast programs to build

drinking water supply infrastructure by integrating the
management/sustainability. However, the management structures put in place still present
numerous dysfunctionalities, sometimes leading to the abandonment of the works. Faced with the
major challenges in managing hydraulic works facing the municipalities,
UNICEF is offering, with the help of the NGO AIDER, to support the municipalities of
Mandjou, Kette, Garoua Boulai and Bikok in the identification and implementation
effective management mechanisms for their hydraulic works.
To this end, the NGO AIDER is launching the recruitment of community facilitators.
Number of places: four (04)
Place of assignment: Mandjou, Kette, Garoua Boulai and Bikok
Type of contract: Fixed-term contract (CDD)
Line supervisor: Socio-economist
Duration: One (1) year, with a period of 3 month trial.
Status and situation in the program
The community facilitator is placed under the authority of the socio-economist expert, who is
himself placed under the Project Manager. He/she carries out the missions of representativeness of
AIDER, collection of field data, planning of field trips, writing
of minutes and reports of the activities carried out, attends all meetings and workshops
organized in his/her area of ​​competence.
Purpose of the position
The community facilitator is responsible for the implementation of
program activities in their local area. To this end he/she will ensure the permanence of the NGO
in the said municipality. He/she will work in close collaboration with the technical service
of the Municipality to target the needs of pilot villages and
unlisted infrastructure, various surveys. He/she must reassure himself that the targeting
actually affects the localities most in difficulty. He/she participates in data collection
and identification of stakeholders. He/she is responsible for the coaching of
community relays and the quality of participation and acceptance of the project by the
communities. He/she participates in the close monitoring of activities and the assessment of new
needs. He/she ensures regular reporting on the progress of project activities in his/her
municipality of assignment.
Missions:
 Main missions
– Mobilize target communities and make them aware of program activities and
their appropriation;
– Support the implementation of AIDER activities with local authorities;
– Plan and monitor the execution of activities;
– Support the municipality in the selection of pilot villages and stakeholders
(women, CGP, etc.);
– Collect usable data from stakeholders;
– Participate in the development of the TOR for animation and training activities or other
key activities of the project;
– Participate effectively in all investigations that will be carried out as part of the
project;
– Facilitate the work of consultants in the field;
– Listen to communities;
– Become a mediator between communities in the event of a problem;
– Produce activity reports and progress reports (weekly, monthly,
detailed, etc.);
 Secondary missions
– Represent HELP at meetings;
– Take part in evaluation surveys with a view to monitoring the progress of the program
and the efficiency of activities;
– Monitor the activities developed by other actors in the intervention area and
report them to your hierarchy;
– Work in perfect synergy with other members of the project team to ensure
consistency between the different interventions.
– Communicate all information deemed important to superiors;
Profile:
Required educational level / Training
– Level of study: minimum Bac+3 in hydraulics, rural engineering, social sciences,
local development or equivalent;
– Significant professional experience of three (03) years in a similar position within
a village water supply, WASH or
community development program;
– Good writing skills and ability to summarize;
– Excellent level in French;
– Good knowledge of the concept of decentralization;
– Comfort with computer tools (word, excel, powerpoint);
Required qualities
– Diplomat, good communicator, autonomy, initiative and team spirit, dynamism,
rigor and sense of responsibility; good organizational skills, dynamism, working
under pressure, etc.
– Category A driving license and comfort in driving a motorcycle.
