FHI 360 is currently seeking up to four (4) qualified candidates to support the mapping of
electoral violence in four target areas and surrounding municipalities through
independent local consultants with the expertise to identify the underlying factors
and triggers of electoral violence. In addition to studying the complex dynamics of
electoral violence, mapping hotspots of electoral violence in
previous elections that are likely to be hotspots in 2025, and what people perceive as
potential drivers and triggers of electoral violence, the consultants will
also map CSOs, media organizations, and other stakeholders, including civil society organizations.

accurate information dissemination, and election transparency. The mappings will identify key actors at the
national level as well as in four regions and cities: Yaoundé, Centre; Douala, Littoral; Garoua, North;
and Bafoussam, West and surrounding areas.
Project Context
The Civil Society and Community Resilience Strengthening Project, known by its
French acronym PARC-Cameroun (Programme d’Appui à la Résilience Communautaire au Cameroun) is a project
five-year USAID/West Africa funded project. To achieve the project objective – CSOs are to
strengthen their capacities to better serve communities and advance development goals
– activities are currently being implemented under the two objectives below
:
Sub-objective 1: The institutional capacities of strategic partners are developed. The
development will strengthen the collective performance of CSOs to advocate for citizens’ rights
and the delivery of needed services, address the marginalization of women and youth
in restricted civic spaces in the Far North, and collectively address
community stigmatization.
Sub-objective 2 : CSOs will more effectively represent and serve their members and
respond to service and livelihood disruptions that contribute to
weakened social cohesion and Violent Extremism through locally-driven solutions
determined through our cutting-edge Community Capacity for Resilience process
(CC4R). Our two-phase implementation approach allows us to pilot and adapt
activities and gradually transfer responsibility to local partners.
The project will expand to new geographic areas and implement activities under
a third sub-objective that aims to understand the drivers, actors and locations of
electoral violence, the challenges, needs and opportunities of the media and civil society sectors, as well
as government institutions, in order to provide accurate and credible information in relation
to the upcoming elections in Cameroon.
Scope of work:
The consultant(s) will work with the project technical team to map and analyze hotspots
of electoral violence in previous elections that are likely to be
hotspots in 2025, factors, actors considered as
potential drivers and triggers of electoral violence. Map and analyze the information and media environment
focusing on election coverage, disinformation, media literacy of
citizens and other topics to be specified. The media environment mapping will
also identify: credible investigative journalists and/or outlets; the main channels
used by different stakeholder groups to obtain and share information;
young “bloggers” and “influencers”; the capacity levels, gaps and opportunities of the media
to verify facts and support transparent elections. This mapping will also identify,
online media, radio and television all with the objective of combating misinformation and disinformation
on political, economic and social issues, etc.
The civil society mapping will include faith-based and community-based organizations as well as
government agencies working on citizen vote mobilization,
citizen media literacy, capacities, gaps and opportunities to support transparent elections, and strategic communications to support voting, transparent elections and credible information
dissemination . The mapping will identify actors working at the national level as well as in the four specific project regions and surrounding areas: Yaoundé Central Region; Douala Littoral Region; Garoua North Region; and Bafoussam West Region. The consultant(s) will present the results and participate in PARC-Cameroon WSR workshops as needed. It is estimated that twenty (20) days of open work will be required to complete this assignment from the day of contract signature. Drawing on his/her own knowledge of the electoral process in Cameroon, Cameroonian civil society and/or media sectors, social media platforms and interviews with key informants, the consultant(s) will: • Identify the underlying factors and triggers of electoral violence and propose an action plan for discussion • Develop an initial list of stakeholder categories and specific names of civil society organizations, faith-based organizations and community-based organizations;
• Prepare a written analysis of the electoral violence environment, media and
broader civil society sector for the target geographic regions;
• In collaboration with the PARC-Cameroon/FHI 360 technical team, draft a data collection plan
;
• Develop a list of key electoral violence areas, media entities and
civil society organizations (CSOs)/faith-based organizations (FBOs)/
community-based organizations (CBOs) working on election-related topics at the national level and in
the target regions.
This database will include:
o Primary and secondary media entities in each target geographic region and its
surroundings, including community radio stations, television and online media;
o Key bloggers and influencers, their main themes and main
dissemination channels;
o Main channels and methods used by civil society to mobilize its members
and disseminate information;
o Public perception of the legitimacy, credibility and bias of
organizations or media;
o Type and level of partnerships and collaborations (formal and informal) between and among
other organizations and/or media;
o Programming capacities and experience in transparent elections,
voter education, prevention of electoral violence, civic education, disinformation,
and women and youth engagement in elections. Identify the
organization’s particular strengths and technical capacities in these areas;
o Confirmation that the organization is legally registered in Cameroon;
Location(s) of the main office and any local offices, and
geographic scope of their programming (national, regional, community levels);
o Summary of staffing and operational capacities;
o Geographic locations where the organization works or implements activities;
o Key constituencies/target audiences; and
o Contact details of at least two core staff members.
• A short list of potential organizations/media/partnerships;
• Develop and present a key findings brief by city/geographic focus.
Eligibility
Eligible candidates may be affiliated or not with local non-governmental organizations,
private and non-profit organizations, and academic institutions.
Qualifications
• Live in Cameroon, preferably in one of the target regions;
• University education at least BAC+5 in the fields of political sociology, economics,
law or equivalent;
• At least 5 years of experience working on electoral issues in Cameroon with
civil society and/or in the media sectors in one or more of the target locations;
• At least five years of experience in the field of research, evaluation or
related fields;
• Strong written and oral communication skills in French and English;
• Experience in collecting and analyzing qualitative data;
• Demonstrate an understanding (or experience) of development, election monitoring
, citizen engagement in elections, media,
• Having a mastery of the context of the chosen cities would be an asset;
• etc.
Work location: specify the area(s) of intervention (at least one of the following)
1. Yaoundé and its surroundings, Centre region;
2. Douala and its surroundings, Littoral region;
3. Garoua and surrounding areas, Northern Region); and
4. Bafoussam and surrounding areas, Western Region

Required Documents to Apply:
Interested and qualified candidates should submit their application including:
1. Technical Proposal
A detailed technical brief not exceeding 05 pages, in Microsoft Word, Aptos font, size 12,
on A4 paper. This technical note must include the following elements:
– A good understanding of the offer with suggestions,
– The context with justification and a clear description of the methodology for collecting and processing
data,
– A demonstration of the consultant’s expertise and experience in this type of mission,
with supporting service certificate
– Capabilities in collecting and analyzing qualitative data
– An activity schedule in the form of a Gantt chart. This schedule must take into
account the provisional execution schedule included in this call for tenders, the deadlines for
PARC-Cameroon staff to receive and review offers, as well as approval.
2. A financial offer:
The financial proposal must contain a detailed budget for the completion of the mission. This budget must
include the following lines:
– Estimated costs related to the consultation,
– Costs related to the collection of field data,
The offer must also contain the following annexes and information:
➢ Curriculum Vitae of the consultant
➢ Name and contact details of three (03) reference persons or entities, able to testify to the
experiences mentioned in the offer;
➢ A copy of similar work already carried out by the consultant;
➢ Name, number and full address of the contact person, manager or member of the
mission team
Payment Method
After approval of the mission methodology during a validation meeting with the
PARC-Cameroon team, the consultant will receive a first payment representing 60% of the total amount
of the contract.
The second and final payment representing 40% of the total amount of the contract will be paid to the consultant
after approval of the final mission report including all attached annexes (the offer,
data collection tools, photo, list of people consulted, etc.) including hard and
soft copies in French and English.
Evaluation criteria
An evaluation grid for the different offers will be developed based on the criteria and requirements of
the offer.
Payment will be based on the level of effort (LOE) and reimbursement of
approved and budgeted related expenses.
