Missions and Responsibilities
General objective
In close collaboration with the supervisors and other technical staff of the project, the WASH officer contributes under the responsibility of the Project Manager (PC), to ensure the technical supervision of project activities, in particular: targeting of beneficiaries, analysis/evaluation of needs, distribution of WASH inputs, supervision of the construction of boreholes, management of works, community mobilization, awareness-raising and technical training of beneficiaries, monitoring of hygiene promotion activities.
Under the direct supervision of the Project Manager and in close collaboration with rural supervisors and other project technical staff, the WASH officer ensures the management and implementation of Water, Hygiene & Sanitation projects for the benefit of populations in the project intervention areas. He ensures the proper execution of the entire village hydraulic program of INTERSOS Cameroon according to an action plan established by the latter and in consultation with his collaborators while respecting the strategy established by the organization and the local, state partners. and humanitarians involved in the field. Responsibilities
General functions
➢ Ensures the planning, implementation, monitoring and evaluation of the water, hygiene and sanitation sector;
➢ Provides supervision, performance reviews and technical training to sector and community staff;
➢ Ensures the coordination of the sector with the partners involved in the field as well as that of Health; ➢ Responsible for the control and budget monitoring of the sector.
Specific tasks:
R1: Ensure the planning, implementation, monitoring and evaluation of the water, hygiene and sanitation sector
• Plans, organizes and supervises the field work for all activities related to water, hygiene and sanitation according to the strategy and priorities established by the project;
• Is responsible for the management, implementation of activities and achievement of results in the field of water, hygiene and sanitation;
• Ensures the physicochemical and bacteriological analysis of the water;
• Is responsible for the collection and analysis of data in the field and draws up reports, technical data sheets and the geological section of each borehole drilled;
• Defines the results indicators and sets up data collection tools;
• Develops monthly, quarterly and annual action plans in accordance with available budgets;
• Carries out geophysical studies of areas selected for the construction of boreholes;
• Ensures the installation of solar/photovoltaic system equipment for boreholes for productive use (market gardening) and human consumption;
• Supervises the construction and maintenance of hydraulic and sanitary structures;
• Facilitates training sessions for beneficiaries using participatory methods;
• Reorganize and revitalize water point management committees;
• Organizes training for committees on their roles and responsibilities, etc.; ;
• Regularly visits the field to assess program performance and orient staff on implementation;
• Ensures the monitoring of the quality of the water distributed and the flow rates reached at the level of the distribution points as well as the repair of the installations in collaboration with the community structures (craftsmen repairers, management committees);
• Represents INTERSOS in technical meetings on Wash and Health aspects;
• Writes regular reports on the progress of activities to be sent to the coordinator and/or project manager.
R2: Ensures supervision, performance evaluations and technical training of sector staff • Ensures that sector staff implement and report activities in accordance with established action plans

• Values and motivates staff on their responsibilities and their contributions to the realization of the activities of the sector;
• Develops the capacities of staff, management committees, repairers and partners on the specific themes of the sector, including the system of self-management of works;
• Ensures the continuous training of the sector team on the technical level, the standardization of participatory approaches and the monitoring and evaluation of sector activities;
• Continuously evaluates the performance of staff under his/her supervision and highlights their strengths and weaknesses.
R3: Ensures sector coordination with partners involved in the field as well as that of
Health
• Actively participates in weekly and/or monthly Wash and Health sector meetings with partners and presents the action plans of INTERSOS, the status of their implementation and results achieved as well as lessons learned and best practices;
• Coordinates the implementation of program activities with community leaders, committees, repair artisans and the various partner organizations involved in the field;
• Develops beneficiary monitoring sheets;
• Participates in the development of the terms of reference for the various monitorings;
• Assumes all other objective tasks assigned by his supervisor.
Job requirements
Education – Minimum university degree Bac+5 in civil and/or hydraulic engineering.
Experience – At least 3 years of experience in a similar position in the field of WASH in the humanitarian context
Language –
– Fluency in French (written and spoken) and knowledge of English is an asset.
Proficiency in the local language (written and spoken): Arabic, Fulfulde, Mandara, Mousgoum, Massa, Kotoko, Kanuri, etc.
